Decree 81/2023/ND-CP on the Duties and Powers of the Government Inspectorate of Vietnam Regarding Anti-Corruption and Negativity Prevention Work
Section 7 of Article 2 Decree 81/2023/ND-CP stipulates the duties and powers of the Government Inspectorate of Vietnam regarding anti-corruption, negativity prevention work as follows:
- Organize, direct, and guide the implementation of legal regulations on anti-corruption and negativity prevention according to their authority or the direction of the Government of Vietnam, the Prime Minister of the Government of Vietnam, and anti-corruption and negativity prevention in inspection work.
- Inspect cases showing signs of corruption under their authority; inspect the implementation of laws on anti-corruption and negativity prevention at ministries, agencies under the Government of Vietnam, provincial people's committees, enterprises, and social organizations outside the state sector according to their authority or at the direction of the Prime Minister of the Government of Vietnam.
- Actively cooperate with agencies and organizations in detecting corrupt and negative acts; inspect cases showing signs of corruption and negativity under their authority or at the direction of the Prime Minister of the Government of Vietnam; urge the handling of individuals who commit corrupt and negative acts according to the law and the cadre management decentralization of the Communist Party and the Government of Vietnam.
- Control the assets and incomes of individuals holding positions and powers in agencies, organizations, and units according to their authority.
- Develop, manage, exploit, and protect the national database on asset and income control; monitor and evaluate the situation of corruption, negativity, and anti-corruption and negativity prevention work at ministries, central authorities, local authorities, and outside the state sector.
- Coordinate with the State Audit Office, the Ministry of Public Security, the Ministry of National Defense, the Supreme People's Procuracy, the Supreme People’s Court, and the Central Internal Affairs Commission in providing, exchanging information, documents, and experiences regarding anti-corruption and negativity prevention work; aggregate, evaluate, and forecast the situation of corruption and negativity, and recommend policies and solutions for anti-corruption and negativity prevention.

What are the Duties and Powers of the Government Inspectorate of Vietnam in the work of Citizen Reception, Complaint, and Denunciation Handling?
Section 6 of Article 2 Decree 81/2023/ND-CP stipulates the duties and powers of the Government Inspectorate of Vietnam in the work of citizen reception, complaint, and denunciation handling as follows:
- Organize citizen reception activities; receive, process complaint and denunciation petitions, recommendations, and reflections; resolve complaints and denunciations according to the law.
- Preside over and cooperate with related agencies to perform citizen reception duties at the Central Citizen Reception Headquarters.
- Monitor, inspect, and urge ministries, agencies under the Government of Vietnam, and people's committees at all levels in receiving citizens and resolving complaints and implementing complaint resolution decisions.
- When discovering that the complaint resolution violates the law and causes damage to the State's interests, the legitimate rights and interests of citizens, agencies, and organizations, recommend to the Prime Minister of the Government of Vietnam or the competent authority to apply necessary measures to stop the violation, consider responsibilities, and handle the violator.
- Receive, classify, and propose resolving denunciations under the authority of the Prime Minister of the Government of Vietnam.
- Verify denunciation contents, report verification results, and propose handling measures for denunciations under the resolution authority of the Prime Minister of the Government of Vietnam when assigned.
- Review the resolution of denunciations that have been resolved by ministers, heads of ministerial-level agencies, heads of government agencies, and provincial people’s committee chairpersons but show signs of law violations; if there are grounds to believe that the resolution violates the law, recommend the Prime Minister of the Government of Vietnam to review and resolve again.
- Develop, manage, and exploit the National Database on citizen reception, petition handling, and complaint and denunciation resolution, recommendations, and reflections.

The units specified from Section 1 to Section 14 of Article 3 Decree 81/2023/ND-CP are administrative organizations assisting the Chief Inspector of the Government of Vietnam in performing state management functions.
The units from Section 15 to Section 19 of Article 3 Decree 81/2023/ND-CP are public service providers serving the state management functions of the Government Inspectorate of Vietnam.
The Central Citizen Reception Committee has a permanent division at the Central Citizen Reception Headquarters of the Central Communist Party and the State in Ho Chi Minh City.
The Chief Inspector of the Government of Vietnam stipulates the functions, duties, powers, and organizational structure of the units under the Government Inspectorate of Vietnam.
