Decree 50/2024/ND-CP guiding the Law on Fire Prevention and Fighting applicable from May 15, 2024
On May 10, 2024, the Government of Vietnam issued Decree 50/2024/ND-CP amending and supplementing several articles of Decree 136/2020/ND-CP detailing several provisions and measures for implementation of the 2001 Law on Fire Prevention and Fighting and the Law amending and supplementing several provisions of the Law on Fire Prevention and Fighting and Decree 83/2017/ND-CP.
Some new points in Decree 50/2024/ND-CP are as follows:
- Amending and supplementing several articles of Decree 136/2020/ND-CP dated November 24, 2020, of the Government of Vietnam detailing several provisions and measures for implementing the 2001 Law on Fire Prevention and Fighting and the Law amending and supplementing several provisions of the Law on Fire Prevention and Fighting.
- Amending and supplementing several articles of Decree 83/2017/ND-CP dated July 18, 2017, of the Government of Vietnam on the rescue and recovery operations of the fire prevention and fighting forces.
- Appendices issued together with Decree 50/2024/ND-CP.
- Amending and supplementing certain terms in several articles of Decree 136/2020/ND-CP.
- Abolishing certain sections and forms.
Decree 50/2024/ND-CP takes effect from May 15, 2024.

What types of fire prevention and fighting equipment are included from May 15, 2024?
Appendix VI issued together with Decree 50/2024/ND-CP stipulates the fire prevention and fighting equipment from May 15, 2024, as follows:
(1) Mechanized fire fighting equipment:
- Fire trucks: fire trucks with cisterns, without cisterns, airport fire trucks, forest fire trucks, chemical fire trucks (powder, foam, gas), tunnel fire trucks, railway fire trucks, amphibious fire trucks.
- Various specialized vehicles serving fire fighting: ladder trucks; lifting trucks; command trucks; command information center trucks; fire investigation site trucks; fire lighting trucks; pump station trucks; water tank trucks; equipment transport trucks; troop transport trucks; chemical transport trucks; rescue trucks; smoke extraction trucks; repair and maintenance trucks; logistics trucks; cranes; hazardous chemical, biological and nuclear handling trucks; gas supply trucks; fire breathing gas cylinder transport and refilling trucks; hose transport trucks; refueling trucks; ambulances; fire fighting motorcycles.
- Fire fighting aircraft; fire boats; fire fighting canoes; other motorized floating fire fighting structures.
- Various types of portable fire pumps.
- Various other mechanized equipment: clean air compressors; cutting, sawing, drilling, chiseling, pounding, winching, pulling, spreading, lifting devices (with engines); biomass processing devices (biomass cutters, grass cutters); smoke blowers; smoke extractors; generators; blowers; motorized fire extinguishers.
(2) Common fire fighting equipment:
- Fire fighting hoses, suction hoses.
- Fire nozzles.
- Firefighting connectors, three-way connectors, two-way connectors, ejectors.
- Fire hydrants, fire water columns.
- Firefighting ladders.
- Various types of fire extinguishers: powder, foam, gas, water-based.
(3) Various fire extinguishing substances: water-based fire fighting chemicals, fire extinguishing powder, fire fighting gas, fire fighting foam.
(4) Fire alarm system devices: fire alarm control panels, various types of fire detectors, early fire warning devices, various modules, fire alarm bells, fire signal lights, fire alarm buttons, fire alarm pressing buttons, fire alarm and evacuation direction sound systems.
(5) Fire fighting system devices (using gases, aerosols, water, powder, foam): fire pumps, pressure boosting pumps, fire fighting control cabinets, alarm bells, sirens, lights, fire extinguishing agent discharge warning boards, alarm valves, overfill valves, supervisory valves, zone selector valves, pressure switches, flow switches, non-metallic pipes used in automatic fire water supply systems, flexible pipes for fire nozzles, fire service hydrants (waiting hydrants), various types of fire agent nozzles; bottles, gas storage devices, various types of aerosol, powder, foam fire fighting.
(6) Evacuation guidance lights, emergency lighting.
(7) Personal protective equipment and uniforms:
- Firefighter uniforms, helmets, boots, gloves, shoes, belts, goggles, firefighter masks; heat-resistant uniforms, helmets, boots, gloves, shoes; electrically insulating boots, gloves; personal lighting equipment.
- Toxic filter masks; isolation respirators; personal breathing support equipment used in firefighting, rescue operations.
(8) Rescue equipment: rescue ropes; rescue belts; rescue cushions; rescue ladders; rescue slides; search and rescue devices; equipment, devices for high-altitude rescue; equipment, devices for underwater rescue; equipment, devices for confined space rescue; equipment, devices for hazardous chemical and radioactive incidents; first aid equipment for rescuing victims.
(9) Primitive destruction tools: pliers, saws, hammers, axes, hoes, shovels, crowbars, multifunctional demolition tools, hooks, machetes, rakes, fire extinguishing beaters.
(10) Communication and command devices for firefighting, rescue operations:
- Command tables, tents, flags, firefighting and rescue command bands.
- Wired communication systems.
- Wireless communication systems, monitoring devices for forest firefighting, airborne operations, handheld GPS navigation devices.
How is the usage of fire prevention and fighting equipment currently regulated?
Article 52 of the 2001 Law on Fire Prevention and Fighting stipulates the management and usage of fire prevention and fighting equipment as follows:
- Fire prevention and fighting equipment of agencies, organizations, households, and individuals must be managed and used to ensure readiness for firefighting.
- Mechanized fire fighting equipment, in addition to firefighting, is only allowed to be used for security, social safety, and order purposes and in other special cases as prescribed by the Government of Vietnam.
