New Salary Scale for Official Public Employees after Wage Reform Starting from July 1, 2024

Based on subsection 3 of Section 2 of Resolution 27-NQ/TW of 2018, approved during the 7th Conference of the 12th Central Executive Committee, the content of wage reform for official public employees is implemented as follows:

(1) Design a new wage structure including:

- Basic salary (accounting for about 70% of the total wage fund) and allowances (accounting for about 30% of the total wage fund).

- Additional bonuses (bonus fund accounting for about 10% of the total annual wage fund, not including allowances).

(2) Develop a position salary scale applicable to officials and public employees holding leadership positions (elected and appointed) in the political system from the Central to the communal level according to the principle:

- Position salary levels must reflect ranks within the political system; holding which leadership position then earns the salary according to that position; if one person holds multiple positions, the highest position salary will be applied; equivalent leadership positions will have the same salary level; the salary of a leader at a higher level must be higher than that of a leader at a lower level.

- Stipulate one salary level for each equivalent position; do not classify ministries and central authorities, committees, boards, and equivalents at the Central level when developing the Central position salary scale; do not differentiate salary levels for the same leadership title according to the classification of administrative units in the locality but implement through allowance policies.

(3) Develop a professional, vocational salary scale according to official rank and public employee professional title applicable to officials and public employees not holding leadership titles, where each official rank, public employee professional title has several salary levels.

Additionally, through the 8th Conference of the 13th Central Executive Committee of the Communist Party held on October 2, 2023, it is expected that the wage reform will be implemented starting from July 1, 2024, if there are no changes.

Therefore, the new salary scale for official public employees after the wage reform starting from July 1, 2024, will consist of two scales including:

- One position salary scale applicable to official public employees holding leadership positions.

- One professional, vocational salary scale according to official rank and public employee professional title applicable to officials and public employees not holding leadership titles.

For the public sector

- From 2021, apply new unified wage policies for officials, public employees, and armed forces across the political system.

- In 2021, the lowest salary of officials and public employees will be equal to the average minimum wage across regions in the enterprise sector.

- Periodically adjust salary levels in line with consumer price indices, economic growth rates, and the state budget’s capability.

- By 2025, the lowest salary of officials and public employees will be higher than the average minimum wage across regions in the enterprise sector.

- By 2030, the lowest salary of officials and public employees will be equal to or higher than the minimum wage of the highest region in the enterprise sector.

For the enterprise sector

- From 2021, the State periodically adjusts regional minimum wages based on recommendations from the National Wage Council. Enterprises will implement wage policies based on negotiations and agreements between employers and employees and their collective representatives; the State will not directly intervene in enterprise wage policies.

- Manage labor and wages within state-owned enterprises through a mechanism of cost salary packages linked to business and production tasks of the enterprise until 2025, moving towards assigning business and production tasks of the enterprise by 2030.
