+ The position wage must reflect the hierarchy in the political system; leadership positions receive corresponding position wages; if one person holds multiple positions, they receive the highest position wage; equivalent leadership positions receive the same position wage; the position wage of higher-level leaders must be higher than that of lower-level leaders;

+ Provide one position wage for each equivalent type of position; do not classify ministries and central authorities, committees, and equivalent units at the central level when developing the central level position wage scale; do not differentiate position wages for the same leadership title by administrative unit classification at the local level but implement by allowance policies. The classification of equivalent leadership positions in the political system to design the position wage scale is decided by the Politburo after reporting to the Central Executive Committee.

- Develop 01 professional and occupational wage scale according to the official grades and public employee professional titles applicable to officials and public employees not holding leadership titles; each official grade, public employee professional title has multiple wage levels based on the principle: Work of equal complexity gets equal wages; better working conditions and professional incentives are implemented through professional allowance policies; reorganize the groups of official grades and the number of levels within the official grades, public employee professional titles, encouraging officials and public employees to enhance their professional qualifications.
