What are the specific requirements of the Prime Minister of the Government of Vietnam for the Ministry of Planning and Investment in state statistics?
The tasks of the Ministry of Planning and Investment are specified in Section 2 of Directive 7/CT-TTg 2022 as follows:
"2. Ministry of Planning and Investment
a) Preside over and cooperate with related ministries and central authorities to effectively implement the Statistics Law; the Law amending and supplementing several articles and the Appendix on the list of national statistical indicators of the Statistics Law; the Vietnam Statistical Development Strategy for the period 2021 - 2030, with a vision to 2045, focusing on the following contents:
- Develop and submit to competent authorities for promulgation: A Decree stipulating the content of national statistical indicators and the compilation process of Gross Domestic Product (GDP) and Gross Regional Domestic Product (GRDP) indicators by May 2022; a Decree detailing the report policies of national statistics by December 2022; Prime Minister’s Decision on the promulgation of the national statistical survey program by June 2022; a Decision on promulgating the system of provincial, district, commune-level statistical indicators by July 2022.
- Update and improve the forms of input information collection, especially focusing on exploiting and using statistical information from administrative data, and data from administrative registration records from ministries and central authorities and local authorities; meanwhile, promoting the research of new forms of information collection such as big data, open data, etc.
- Shorten the time for collecting, compiling, and preparing statistical indicators to provide prompt, complete, and accurate information serving the direction and administration of the Government of Vietnam, the Prime Minister, and the work of developing strategies, plans, and socio-economic development plans of the country; innovate the forms of publication and dissemination of statistical information.
b) Continue to improve the quality of statistical information, promptly update information, economic growth scenarios, inflation, especially forecasting, in-depth analysis of growth models, and new economic activities to serve promptly and more effectively in the direction and administration of the Government of Vietnam, the Prime Minister, ministries and central authorities, and local authorities.
c) Accelerate the process of digital application in statistical work; synchronously implement digitization and digital transformation in statistical activities; build and operate a centralized, synchronized national statistical database on statistical information from central to local levels; build a unified electronic reporting system from central to local levels, from provincial departments, agencies, to district-level People's Committees to centralized provincial, district-level statistics, focusing on fast-frequency indicators (monthly, quarterly).
d) Promote the exploitation and use of administrative data for statistical purposes, focusing on exploiting data related to budget revenue and expenditure, tax, import and export, immigration, enterprise registration, individual business registration, investment licensing, construction licensing, national population data, etc.
đ) Focus on researching modern new statistical methods to minimize information omission, paying attention to indicators assessing the quality and efficiency of the economy, indicators monitoring and assessing the process of economic restructuring, and innovation in growth models.
e) Enhance the coordination role of the General Statistics Office of Vietnam by developing statistical programs and appraisals according to current legal regulations.
g) Preside over and cooperate with the Ministry of Home Affairs, Ministry of Justice, and related agencies to complete and submit to the Prime Minister the organizational structure of the centralized statistical system, in which studying the transition of district-level statistical sub-departments under the provincial statistical office to district-level statistical offices according to administrative units ensuring streamline, effective operation, meeting statistical information requirements from central to local levels.
h) Preside over and cooperate with the Ministry of Education and Training, Ministry of Labor, Invalids and Social Affairs to research and arrange, strengthen, and upgrade 02 statistical colleges ensuring effective organizational and operational efficiency in accordance with current legal regulations.
i) Promote comprehensive, extensive international integration in statistical activities ensuring Vietnamese statistics apply international statistical standards and norms.
k) Preside over guiding, inspecting, monitoring, and urging the implementation of this Directive. Summarize and propose to the Government of Vietnam, the Prime Minister promptly adjust and supplement to meet practical requirements in management, direction, and administration."
What are the duties of the Ministry of Finance of Vietnam in improving the efficiency of state statistics?
According to the provisions of Section 3 in Directive 7/CT-TTg 2022, the Ministry of Finance is required to undertake the following tasks in state statistics:
"3. Ministry of Finance
a) Ensure the state budget for ministries, central authorities, and local authorities to implement tasks related to state statistics conformable with state budget law and suitable to the state budget balancing capability annually.
b) Preside over and cooperate with the Ministry of Planning and Investment to research, amend, and supplement Circular No. 109/2016/TT-BTC dated June 30, 2016, on budget estimation, management, use, and settlement of funds for statistical surveys and national statistical censuses."
Thus, the aforementioned agencies and organizations must ensure that assigned tasks are properly carried out to improve the efficiency of state statistics and to promote the development and stability of the state apparatus in general.
