According to Article 25 of the Law on social insurance 2024 regulating social insurance books in Vietnam:
Social Insurance Book
1. A social insurance book is issued to each employee, containing basic personal information, recording payments, benefits, resolution of social insurance benefits, and other necessary related information.
2. The social insurance book is issued in both electronic and paper forms, and both hold the same legal value.
No later than January 1, 2026, the issuance of social insurance books in electronic form will be implemented; paper social insurance books will be issued upon request by the participant.
3. Data on social insurance books will be updated accurately, promptly, compared to the information and managed according to regulations.
4. The Government of Vietnam will issue detailed regulations for this Article.
In Clause 2, Article 96 of the 2014 Social Insurance Law, it is stipulated that a social insurance book is issued to each employee for tracking contributions and benefits, serving as a basis for resolving social insurance benefits.
By 2020, the social insurance book will be replaced by a social insurance card.
According to Article 25 of the Law on social insurance 2024, the content of the social insurance book has been expanded, specifically, the social insurance book is issued to each employee, containing basic personal information, recording contributions, benefits, resolution of social insurance benefits, and other necessary related information.
The novelty of the Law on social insurance 2024 is that the social insurance book is issued in both electronic and paper forms and both hold equal legal value.
Thus, no later than January 1, 2026, the issuance of social insurance books in electronic form will be implemented; paper social insurance books will be issued upon request by the social insurance participant.

What are the regulations on the guidance for electronic transactions related to social insurance in Vietnam?
Based on Article 26 of the Law on social insurance 2024 regulating electronic transactions related to social insurance as follows:
(1) Agencies, organizations, and individuals who are eligible to conduct electronic transactions in the field of social insurance shall conduct electronic transactions with social insurance agencies.
(2) Documents and vouchers used in electronic transactions must comply with the legal regulations on electronic transactions.
Electronic transactions in the field of social insurance prescribed in (1) hold the same legal value as paper-based transactions.
(3) No later than January 1, 2027, social insurance agencies must ensure conditions are in place to implement electronic transactions in the field of social insurance.
What are the regulations on registration dossiers for participation in social insurance in Vietnam from July 1, 2025?
According to Article 27 of the Law on social insurance 2024 regulating registration dossiers for participation in compulsory and voluntary social insurance in Vietnam:
Registration dossiers for participation in compulsory and voluntary social insurance
1. The registration dossier for compulsory social insurance participation for individuals required to participate in compulsory social insurance, except those specified in points m and n, Clause 1, Article 2 of this Law, includes:
a) The employer's social insurance participation registration form, accompanied by a list of employees participating in social insurance;
b) The employee's social insurance participation registration form.
2. The registration dossier for compulsory social insurance participation for individuals specified in points m and n, Clause 1, Article 2 of this Law, if submitted through the employer, shall follow the regulations in Clause 1 of this Article. If self-submitted, the dossier includes the registration form specified in point b, Clause 1 of this Article.
3. The registration dossier for voluntary social insurance participation includes the voluntary social insurance participant's registration form.
Thus, the registration dossiers for participation in social insurance are regulated as follows:
(1) The registration dossier for compulsory social insurance participation for individuals required to participate in compulsory social insurance, except those specified in points m and n, Clause 1, Article 2 of the Law on social insurance 2024 includes:
(i) The employer's social insurance participation registration form, accompanied by a list of employees participating in social insurance;
(ii) The employee's social insurance participation registration form.
(2) The registration dossier for compulsory social insurance participation for individuals specified in points m and n, Clause 1, Article 2 of the Law on social insurance 2024, if submitted through the employer, shall follow the regulations in Clause 1 of Article 2 of the Law on social insurance 2024; if self-submitted, the dossier is the form specified in (ii).
(3) The registration dossier for voluntary social insurance participation is the voluntary social insurance participant's registration form.
The Law on social insurance 2024 takes effect in Vietnam from July 1, 2025.
