3. Cinema film distribution institutions must ensure the implementation of obligations stipulated in Clause 2, Article 18 of this Law and the following regulations:
a) Ensure the ratio of screenings of Vietnamese films, the time frame for Vietnamese film screenings, the duration, and the time frame for screening children's films;
b) Ensure that viewers are of the appropriate age according to film classification;
c) Exempt, reduce ticket prices for senior citizens, people with disabilities, people who have served the revolution, children, people in particularly difficult circumstances, and other subjects as regulated by law;
d) Implement data connection, report policies on operational status as required by the competent state authorities.
Simultaneously, based on Clause 1, Article 10 of Decree 131/2022/ND-CP stipulated as follows:
Exemption, reduction of ticket prices for senior citizens, people with disabilities, people who have served the revolution, children, people in particularly difficult circumstances, and other subjects as regulated by law
1. Senior citizens, people who have served the revolution, children, people in particularly difficult circumstances, and other subjects as regulated by law are entitled to at least 20% off ticket prices when directly using cinema services at movie theaters.
2. People with particularly severe disabilities are exempt from ticket prices; people with severe disabilities are entitled to at least a 50% reduction in ticket prices when directly using cinema services at movie theaters.
Accordingly, the subjects eligible for ticket exemption or reduction include:
- Senior citizens- People who have served the revolution- People in particularly difficult circumstances
Additionally, the discount rates are specified as follows:
- At least 20% off ticket prices for senior citizens, people who have served the revolution, people in particularly difficult circumstances- At least 50% off ticket prices at movie theaters for people with severe disabilities- Free tickets for people with particularly severe disabilities.

1. Vietnamese films broadcast on domestic television channels must:
a) Increase broadcast time on major national holidays, serving political, social, and foreign affairs tasks;
b) Be broadcast as required by competent state authorities to commemorate major national holidays, serving political, social, and foreign affairs tasks.
2. Vietnamese films are prioritized for broadcast in the time frame from 18:00 to 22:00.
3. The broadcasting duration of Vietnamese films on television channels shall be implemented as follows:
a) Phase 1: From January 01, 2023, to December 31, 2025, ensuring at least 15% of the total broadcasting time of Vietnamese films compared to the total broadcasting time of films on domestic television channels, excluding on-demand television services on the internet of press agencies licensed to operate television;
b) Phase 2: From January 01, 2026, ensuring at least 20% of the total broadcasting time of Vietnamese films compared to the total broadcasting time of films on domestic television channels, excluding on-demand television services on the internet of press agencies licensed to operate television.
4. Children's films are prioritized for broadcast in the time frame from 18:00 to 22:00. The broadcasting duration of children's films under 16 years old shall account for at least 5% of the total broadcasting time of films on domestic television channels.
