Based on Article 1 of the Communist Party Charter 2011 as stipulated below:
Article 1.
1. A member of the Communist Party of Vietnam is a revolutionary fighter in the vanguard of the working class, working people, and the Vietnamese nation, striving for life for the Party's goals and ideals, putting the interests of the Fatherland, the working class, and working people above personal interests; strictly adhering to the Political Platform, Party Charter, the Party's resolutions, and state laws; work diligently, complete assigned tasks well; have moral qualities and a healthy lifestyle; closely connect with the people; comply with the organization and discipline of the Party, and maintain unity within the Party.
2. Vietnamese citizens aged eighteen years or older who acknowledge and voluntarily: implement the Political Platform, Party Charter, the standards and duties of Party members, and participate in a grassroots Party organization; prove through practice to be outstanding individuals trusted by the people, may be considered for admission into the Party.
The conditions for citizens to join the Communist Party are:
- Eighteen years of age or older;
- Acknowledge and voluntarily:
+ Implement the Political Platform, Party Charter, the standards, and duties of Party members, and participate in a grassroots Party organization.
- Prove through practice to be outstanding individuals trusted by the people, may be considered for admission into the Communist Party.

What are the specific age and educational level requirements for admission into the Communist Party?
Based on Article 1 of Regulation 24-QD/TW of 2021 which stipulates the specific age and educational level requirements for admission into the Communist Party as follows:
- About age.
+ At the time the cell branch considers admission, the individual must be aged from 18 to 60 (calculated by the month).
+ Admission of individuals over 60 years of age into the Communist Party is decided by the subordinate units of the Central Committee.
- About educational level.
+ Individuals joining the Communist Party must have at least a secondary school diploma or higher.
+ The educational level of those joining the Communist Party who are living in mountainous areas, islands, ethnic minority areas, areas with particularly difficult socio-economic conditions, and other specific cases as required for Party development, if they do not meet the general regulation, shall follow the guidelines of the Party's Secretariat.
What are the conditions for individuals over 60 to join the Communist Party?
Based on Article 1 of Guideline 01-HD/TW of 2021, which stipulates as follows:
1. Age and educational level requirements for joining the Communist Party in some special cases
1.1. About age
Admission of individuals over 60 years of age into the Communist Party will only be considered if they meet the following conditions: they must have good health and reputation; be working or residing in areas without any Party organization or members, or due to special requirements; have written approval from the Standing Committee of the Party Central Committee’s affiliate before the authorized Party committee issues a decision on admission.
1.2. About educational level
a) Individuals joining the Communist Party who are living in mountainous, border, island areas, ethnic minority areas, areas with particularly difficult socio-economic conditions, or fishermen regularly working at sea, must have at least completed primary education if they do not meet the general Party admission regulations of the Central Committee of the 13th Party Congress.
b) The educational level for individuals joining the Communist Party who are village elders, hamlet heads, reputable persons living in mountainous, border, island areas, ethnic minority areas, areas with particularly difficult socio-economic conditions, or fishermen regularly working at sea must at least be able to read and write in the national language and have written approval from the Standing Committee of the Party Central Committee’s affiliate before the authorized Party committee issues a decision on admission.
Accordingly, individuals over 60 joining the Communist Party must meet the following conditions:
- Have good health and reputation; be working or residing in areas without any Party organization or members, or due to special requirements.
- Have written approval from the Standing Committee of the Party Central Committee’s affiliate before the authorized Party committee issues a decision on admission.
What are the duties of Communist Party members?
Based on Article 2 of the Communist Party Charter 2011 which stipulates the duties of Communist Party members as follows:
- Absolute loyalty to the revolutionary goals and ideals of the Communist Party, strictly adhering to the Political Platform, Party Charter, the Party's resolutions and directives, and state laws; completing assigned tasks well; absolutely comply with the distribution and mobilization of the Party.
- Continuously study, train, and improve knowledge levels, working abilities, political qualities, and revolutionary ethics; live a healthy lifestyle; fight against individualism, opportunism, regionalism, bureaucracy, corruption, waste, and other negative manifestations. Comply with the Central Committee’s regulations on prohibited practices for Party members.
- Closely connect with the people, respect and promote the people's right to master; take care of the material and spiritual life and protect the legitimate interests of the people; actively participate in mass work and social work where they work and live.
- Propagate and mobilize family and people to implement the Party's policies and the state’s laws.
- Participate in building and protecting the Party's policies, lines, and organization.
- Comply with discipline, maintain unity in the Party.
- Regularly self-criticize and criticize, be honest with the Party; work on Party member development; participate in Party activities and pay membership fees conformable.
