Vietnam: How much is the monthly allowance for people’s artisans, elite artisans with low income and difficult circumstances?

Do people’s artisans, elite artisans with low incomes and difficult circumstances receive subsidies from the State of Vietnam?
The Government promulgates Decree 109/2015/ND-CP on support for people’s artisans, elite artisans with low income and difficult circumstances including monthly living allowance, health insurance and support for funeral expenses.
According to that, in Article 2 of Decree 109/2015/ND-CP, the beneficiaries of this support policy include:
- People’s artisans, elite artisans conferred by the State belong to households with monthly per capita income lower than the basic salary prescribed by the Government (at the time of promulgation of this Decree, it was VND 1,150,000), including:
+ Persons who are full 55 years old or older for women and full 60 years old or older for men who have no person with obligations and rights to take care of them;
+ People with severe or particularly severe disabilities;
+ Persons suffering from one of the diseases requiring long-term treatment according to the list prescribed by the Ministry of Health;
+ The remaining objects do not belong to the subjects specified at Points a, b and c above.
- Agencies, organizations and individuals involved in providing support to people’s artisans, elite artisans with low income and difficult circumstances as prescribed in this Decree.
Thus, if people’s artisans or elite artisans conferred by the State have low income in one of the above cases, they will be supported.

How much is the monthly allowance for people’s artisans, elite artisans with low income and difficult circumstances in Vietnam?
Pursuant to Article 3 of Decree 109/2015/ND-CPon monthly living allowance for local artisans, elite artisans with low income and difficult circumstances as follows:
Monthly living allowance
1. The level of VND 1,000,000 applies to the subjects specified at Points a, b and c, Clause 1, Article 2 of this Decree belonging to households with monthly per capita income below 50% of the statutory pay rate.
2. The level of VND 850,000 applies to the following subjects:
a) The subjects specified at Points a, b and c, Clause 1, Article 2 of this Decree belong to households with a monthly per capita income from 50% of the statutory pay rate to less than the statutory pay rate;
b) The subjects specified at Point d, Clause 1, Article 2 of this Decree belong to households with monthly per capita income below 50% of the statutory pay rate.
3. The level of 700,000 VND applies to the subjects specified at Point d, Clause 1, Article 2 of this Decree belonging to households with monthly per capita income from 50% of the statutory pay rate to less than the statutory pay rate.
In addition, according to the provisions of Articles 4 and 5 of Decree 109/2015/ND-CP on the level of support for health insurance and funeral expenses for low-income people’s artisans and elite artisans, difficult circumstances as follows:
- The subjects specified in Clause 1, Article 2 of Decree 109/2015/ND-CP are entitled to health insurance support as follows:
+ Health insurance premium is paid by the state budget at the same rate as for people from poor households (the level of payment at the time of promulgation of this Decree is 4.5% of the basic salary prescribed by the Government).
+ To enjoy health insurance for medical examination and treatment at the same rate as for people from poor households in accordance with the law on health insurance.
- When the subjects specified in Clause 1, Article 2 of Decree 109/2015/ND-CP die, the agencies, organizations and individuals that directly organize the funeral will receive a funeral cost support of VND 7,000,000 from the State of Vietnam.
In order to enjoy the subsidy, what documents do people’s artisans, elite artisans with difficult circumstances need to prepare?
- For monthly living allowance and health insurance:
Pursuant to the provisions of Clause 1, Article 7 of Decree 109/2015/ND-CP, the application for consideration of monthly living allowance is as follows:
Dossier for monthly living allowance
1. Dossier for monthly living allowance, including:
a) Declaration of the applicant for monthly living allowance or health insurance, made according to form No. 01 issued together with this Decree;
b) A certified true copy of the original or a copy (enclosed with the original for comparison) of the decision on conferring the title of "People’s Artisan" or "Excellent Artisan" of the applicant for monthly living allowance, health insurance;
c) A certified true copy of the original or a copy (together with the original for comparison) of one of the following relevant papers:
- Identity card for the subjects specified at Point a, Clause 1, Article 2 of this Decree;
- A certificate of disability, for the subjects specified at Point b, Clause 1, Article 2 of this Decree;
- The hospital discharge certificate (in case of inpatient treatment) or the consultation note or the minutes of consultation or the hospital’s medical record or the medical examination and treatment book established and operated by the medical facility in accordance with the law on medical examination and treatment. disease, medical treatment (in case of non-inpatient treatment) in which the treatment of diseases on the list of diseases requiring long-term treatment is indicated for the subjects specified at Point c, Clause 1, Article 2 of this Decree.
Thus, in order to receive a monthly living allowance, people’s artisans and elite artisans need to prepare documents as prescribed above.
- For funeral expenses support:
Pursuant to the provisions of Clause 2, Article 7 of Decree 109/2015/ND-CP on the application for funeral expenses, including:
+ A declaration requesting support for funeral expenses of the agency, organization or individual that directly organizes the funeral, made according to form No. 3a or No. 3b promulgated together with Decree 109/2015/ND-CP;
+ A certified true copy of the original or a copy (together with the original for comparison) of the death certificate issued by a competent authority.
