Implementation Roadmap for the National Strategy on Anti-Corruption and Negativity until 2030

Based on Section 1, Chapter IV Resolution 168/ND-CP in 2023, regulations on the implementation roadmap of the national strategy on anti-corruption and negativity until 2030 are implemented in two phases as follows:

Phase 1 (from 2023 to 2026):

- During this phase, a comprehensive implementation of tasks and solutions will be organized, focusing on researching, reviewing, amending, and supplementing to address loopholes in the laws on economic-social management and anti-corruption, and negativity to propose specific tasks in the legislative program of the XV and XVI National Assembly; attention will be paid to enhancing the capacity and effectiveness in preventing, detecting, and handling corrupt, negative behaviors.

- Complete specific tasks in the period 2023 - 2026 and summarize the implementation in 2026.

Phase 2 (from 2026 to 2030):

- Build on the results achieved in the first phase. Based on the summarization and the requirements of the anti-corruption work, build a specific plan to implement the Strategy for the period 2026 - 2030 and comprehensively promote the task groups and solutions to achieve the Strategy's objectives.

- Summarize the implementation of the Strategy in 2031.

The Government of Vietnam requires ministries, central authorities, local authorities, agencies, organizations, and related units to develop specific programs and plans to implement the Strategy and assigned tasks in the Implementation Plan of the Strategy.

The Government assigns the Government Inspectorate to take the lead, in collaboration with the Government Office and related agencies, to advise and assist the Government in implementing, urging, and inspecting the implementation of the Strategy; proactively monitor, evaluate, and report the annual implementation status of the Strategy, propose interim and final reviews of the implementation of the Strategy.

The Government requires ministries, central authorities, local authorities, business associations, professional associations, and enterprises to seriously implement the "National Strategy on Anti-Corruption and Negativity until 2030"; recommends the leadership of the Communist Party, State, National Assembly, Supreme People’s Court, Supreme People’s Procuracy, State Audit Office, Vietnam Fatherland Front and its member organizations, social-professional organizations, press agencies, and the entire People to participate in implementing, inspecting, and supervising the implementation of this Strategy.

What are the objectives of implementing the national strategy on anti-corruption and negativity until 2030?

Based on the provisions of Chapter II Resolution 168/ND-CP in 2023, the objectives of the national strategy on anti-corruption and negativity until 2030 include the following:

- General objective:

Prevent and push back corruption and negativity, contributing to building a democratic, disciplined, integrity-based society; maintain political stability, and socio-economic development.

- Specific objectives:

- Address loopholes in policies and laws in socio-economic fields, especially in areas prone to corruption and negativity.

- Build a streamlined and efficient State apparatus; a team of professional, disciplined, and integrity officials and public employees.

- Strengthen preventive measures; promptly detect, strictly handle all acts of corruption and negativity, and thoroughly recover misappropriated or lost assets.

- Promote the role of the Vietnam Fatherland Front and its member organizations, press, and media agencies; mobilize the participation of the business community, and the People in fighting corruption and negativity.

- Enhance international cooperation in anti-corruption by implementing the United Nations Convention against Corruption.

What are the acts of corruption?

Based on Article 2 of the Anti-Corruption Law 2018, the acts of corruption include the following:

- Corruption acts in the public sector performed by persons with positions and powers in state agencies, organizations, and units include:

+ Embezzlement of assets;

+ Taking bribes;

+ Abusing positions and powers to appropriate assets;

+ Exploiting positions and powers while performing duties for personal gain;

+ Misusing power while performing duties for personal gain;

+ Exploiting positions and powers to influence others for personal gain;

+ Falsifying work for personal gain;

+ Giving bribes, mediating bribes to resolve work of agencies, organizations, units, or localities for personal gain;

+ Abusing positions and powers to illegally use public assets for personal gain;

+ Harassment for personal gain;

+ Failing to perform, performing incorrectly or not fully performing duties for personal gain;

+ Exploiting positions and powers to cover up violators of the law for personal gain; obstructing and illegally interfering in supervision, inspection, auditing, investigation, prosecution, adjudication, and enforcement for personal gain.

- Corruption acts in the private sector performed by persons with positions and powers in enterprises, organizations include:

+ Embezzlement of assets;

+ Taking bribes;

+ Giving bribes, mediating bribes to resolve work of their enterprises, organizations for personal gain.
