What are the new amounts of reward for titles of People's Artist in 2024 after increasing statutory pay rate to 2.34 million VND in Vietnam?
Based on Article 56 of Decree 98/2023/ND-CP, the regulations are as follows:
Cash rewards for state honorary titles
1. Mothers awarded or posthumously awarded the title "Heroic Vietnamese Mother" receive a Badge, Badge Box, Title Certificate, frame, and a cash reward equivalent to 15.5 times the statutory pay rate.
2. Individuals awarded or posthumously awarded the title "Hero of the People's Armed Forces," "Labor Hero" receive a Certificate, frame, Badge, Badge Box, and a reward equivalent to 15.5 times the statutory pay rate.
Organizations awarded the title "Hero of the People's Armed Forces," "Labor Hero" receive a Flag, Certificate, frame, Badge, Badge Box, and a reward twice the amount given to individuals.
3. Individuals awarded the titles: “People's Teacher,” “Meritorious Teacher,” “People's Physician,” “Meritorious Physician,” “People's Artist,” “Artist of Merit,” “People’s Artisan,” “Meritorious Artisan” receive a Badge, Badge Box, Certificate of Merit, frame, and the reward amount for the titles “People” is: 12.5 times the statutory pay rate; for “Meritorious” titles is 9.0 times the statutory pay rate.
Thus, individuals awarded the title of People's Artist or Artist of Merit receive a Badge, Badge Box, Certificate of Merit, and frame.
Additionally, the cash reward for the title of People's Artist is: 12.5 times the statutory pay rate; the title of Artist of Merit is 9.0 times the statutory pay rate.
Based on Clause 2, Article 3 of Decree 73/2024/ND-CP, the statutory pay rate from July 1, 2024, is 2,340,000 VND/month.

Who is eligible for the People's Artist title in Vietnam?
Based on Article 66 of the Law on Emulation and Commendation 2022, the regulations are as follows:
Titles “People's Artist,” “Artist of Merit”
1. Titles “People's Artist,” “Artist of Merit” are awarded to individuals active in the fields of culture and art, including:
a) Actors, directors, art directors, orchestra conductors, choreographers, cameramen, musicians, painters, announcers;
b) Creators of cultural art works not covered under point (a), as regulated by the Government of Vietnam.
2. The title “People's Artist” is awarded to individuals defined in Clause 1 of this Article who have received the title “Artist of Merit” and meet the following standards:
a) Loyalty to the Fatherland; complies well with the guidelines of the Communist Party, policies, and laws of the State;
b) Good moral qualities, outstanding artistic talent, notable contributions to the Vietnamese revolutionary cause, admired by colleagues and the People;
c) Have been active in the fields of culture and art for 20 years or more, or 15 years or more for circus and dance arts;
d) After being awarded the title “Artist of Merit,” continuously receive awards in domestic or international competitions, festivals, art exhibitions, or create exceptional works with high ideological and artistic value, well-received and loved by the public.

Thus, the People's Artist title is awarded to individuals active in the fields of culture and art, including:
(i) Actors, directors, art directors, orchestra conductors, choreographers, cameramen, musicians, painters, announcers;
(ii) Creators of cultural art works not covered under (i) as regulated by the Government of Vietnam.
What are the principles for awarding the People's Artist title in Vietnam?
Based on Article 4 of Decree 61/2024/ND-CP, the regulations are as follows:
Principles for awarding titles “People's Artist,” “Artist of Merit”
1. Implement as per points (a), (b), and (c) Clause 2, Article 5 of the Law on Emulation and Commendation.
2. Councils at all levels are only allowed to submit to higher authorities the cases that fully meet the conditions, standards, procedures, and dossiers as prescribed in this Decree.
3. Do not award the titles "People's Artist," "Artist of Merit" to co-authors of musical and photographic works.
The principles for awarding the title of People's Artist are as follows:
(1) Accurate, public, transparent, fair, and prompt;
(2) Ensuring consistency between the forms, recipients of rewards, and the merits and achievements attained;
(3) One form of reward can be awarded multiple times to a single recipient; do not award multiple forms of rewards for a single achievement; rewards should reflect the level of achievement;
(4) Councils at all levels are only allowed to submit to higher authorities the cases that fully meet the conditions, standards, procedures, and dossiers as prescribed in Decree 61/2024/ND-CP.
(5) Do not award the title People's Artist to co-authors of musical and photographic works.
