- Vietnamese Heroic Mother is enjoying monthly preferential allowance;

- Heroes of the People's Armed Forces, Heroes of Labor in the resistance period are enjoying monthly preferential allowances;

- War invalids and policy beneficiaries such as class-B war invalids and sick soldiers with an injury rate of 81% or more are enjoying monthly preferential allowances;

- Resistance activists infected with toxic chemicals with an injury rate of 81% or more are enjoying monthly preferential allowances;

- People with meritorious services to the revolution are enjoying monthly preferential allowances;

In addition, there are martyrs' relatives who are enjoying monthly survivorship allowance, and relatives of two or more martyrs who are enjoying monthly survivorship allowance.

Giving gifts at the rate of 300,000 VND to some people with meritorious services to the revolution on the occasion of the Vietnamese New Year 2023, specifically as follows:

- People with meritorious services to the revolution:

War invalids and policy beneficiaries such as war invalids, class B invalids, and sick soldiers with a body injury rate of 80% or less are enjoying monthly preferential allowances. War invalids are enjoying the regime of loss of working capacity.

+ Resistance activists infected with toxic chemicals with an injury rate of 80% or less are enjoying a monthly preferential allowance.

+ People who engage in revolutionary or resistance war activities, protect the Fatherland, or perform international obligations who are imprisoned or exiled by the enemy are enjoying monthly preferential allowances.

- Representative of martyrs' relatives.

- Martyrs' worshipers (in case the martyr has no relatives).

Specifically, Official Dispatch 5374/LDTBXH-NCC in 2022 provides the following instructions:

- Subjects specified in Clause 1 and Point a, Clause 2, Article 1 of Decision 1548/QD-CTN in 2022: Each person receives 01 gift from the President. In case a person is confirmed to be two or more objects eligible to enjoy both levels of gifts, he/she will receive 01 gift with the highest level.

- Subjects specified at Point b, Clause 2, Article 1 of Decision 1548/QD-CTN in 2022:

+ The representative of the martyr's relatives is the only person among all surviving martyrs' relatives to receive 01 gift. The President of the People's Committee of the province or centrally run city directs the Director of the Department of Labor, War Invalids and Social Affairs to coordinate with local agencies in organizing propaganda and giving gifts from the President to policy objects timely and fully before the Vietnamese New Year, without allowing errors and negatives.

Thus, giving gifts on the occasion of the Vietnamese New Year of the Rabbit in 2023 to people with meritorious services to the revolution must meet the following requirements:

- Gifts from the President to policy beneficiaries in cash.

- Giving gifts to people with meritorious services must be carefully combined with the visit and encouragement of agencies, mass organizations and organizations in the area to each object.

- The gift-giving must be timely and complete before the Vietnamese New Year, without allowing mistakes and negativity.

Where do the funds for gifts on the occasion of the Vietnamese New Year of the Rabbit in 2023 for people with meritorious services to the revolution come from?

Pursuant to Section 4 of Official Dispatch 5374/LDTBXH-NCC in 2022, the guidance on funding is as follows:

- Funds for payment of gifts from the President in localities shall be guaranteed by the Central Budget and arranged in the state budget expenditure estimate in 2023 for the implementation of the Ordinance on Incentives for people with meritorious services to the revolution for localities.

- Funding for gift giving to policy beneficiaries of the army and people's police shall be guided by the Ministry of National Defense and the Ministry of Public Security.

Thus, the funding for gifts on the occasion of the Vietnamese New Year of the Rabbit in 2023 for people with meritorious services to the revolution is taken from the Central Budget.

In addition, Section 4 of Official Dispatch 5374/LDTBXH-NCC in 2022 also requires the Department of Labor, War Invalids and Social Affairs to check, compare and approve the list of gift recipients based on the original documents of the subjects.
