Conditions for Recognizing Wounded Soldiers as Prescribed
Based on the provisions of Clause 6, Article 34 of Decree 131/2021/ND-CP, the conditions are stipulated as follows:
Conditions and standards for recognizing wounded soldiers and policy beneficiaries equivalent to wounded soldiers (hereinafter collectively referred to as wounded soldiers)

6. Consideration for recognizing wounded soldiers under Point k, Clause 1, Article 23 of the Ordinance includes the following elements:
a) Fully aware of the danger and urgency of the matter.
b) Proactively undertake particularly brave acts, willing to sacrifice oneself.
c) Protect the important interests of the State, the lives, and legitimate interests of the People, or prevent and arrest individuals engaged in especially serious criminal acts.
d) Serve as an exemplary model with significant honor, education, and widespread propagation in society, awarded the Order, and launched as a learning example nationwide by the state management agency for meritorious services.
Therefore, based on the above regulations, the recognition of wounded soldiers includes the following elements:
- Fully aware of the danger and urgency of the matter.- Proactively undertake particularly brave acts, willing to sacrifice oneself.- Protect the important interests of the State, the lives, and legitimate interests of the People, or prevent and arrest individuals engaging in especially serious criminal acts.- Serve as an exemplary model with significant honor, education, and widespread propagation in society, awarded the Order, and launched as a learning example nationwide by the state management agency for meritorious services.

Gift Levels for Wounded Soldiers on July 27, 2023?
According to Article 1 of Decision 715/QD-CTN 2023, the gift levels for wounded soldiers on the occasion of the 76th anniversary of the Day of War Invalids and Martyrs in 2023 are specified as follows:
Gifts to meritorious people on the occasion of the 76th anniversary of the Day of War Invalids and Martyrs (July 27, 1947 - July 27, 2023). Specifically:
1. Gift level of 600,000 VND awarded to:
a) Meritorious people:
- Heroic Vietnamese Mothers receiving monthly preferential allowances and individuals who have been awarded the title of Heroic Vietnamese Mother before July 28, 2023, but have not completed the procedures to receive monthly preferential allowances.
- Wounded soldiers, policy beneficiaries equivalent to wounded soldiers, type B wounded soldiers, and sick soldiers with a bodily injury rate of 81% or more receiving monthly preferential allowances.
- Participants in the resistance infected with chemical toxins with a bodily injury rate of 81% or more receiving monthly preferential allowances.
b) Relatives of martyrs receiving monthly nurturing allowances; relatives of two or more martyrs receiving monthly survivor allowances.
2. Gift level of 300,000 VND awarded to:
a) Meritorious people:
Wounded soldiers, policy beneficiaries equivalent to wounded soldiers, type B wounded soldiers, and sick soldiers with a bodily injury rate of 80% or less receiving monthly preferential allowances. Wounded soldiers receiving incapacity policies.
- Participants in the resistance infected with chemical toxins with a bodily injury rate of 80% or less receiving monthly preferential allowances.
b) Representatives of relatives of martyrs.
c) Individuals worshiping martyrs (in cases where martyrs have no relatives).
Specifically, the gift level received by wounded soldiers with a bodily injury rate of 81% or more, receiving monthly preferential allowances on the 76th anniversary of the Day of War Invalids and Martyrs in 2023, is 600,000 VND.
Wounded soldiers with a bodily injury rate of 80% or less, receiving monthly preferential allowances or incapacity policies, will receive a gift level of 300,000 VND.
Preferential Policies for Wounded Soldiers
According to Article 24 of the Ordinance on Preferential Treatment of People with Meritorious Services to the Revolution 2020, the following provisions apply:
Preferential policies for wounded soldiers and policy beneficiaries equivalent to wounded soldiers
1. Monthly allowances and subsidies for wounded soldiers and policy beneficiaries equivalent to wounded soldiers as follows:
a) Monthly allowance based on the bodily injury rate and type of wounded soldier;
b) Service allowance for wounded soldiers and policy beneficiaries equivalent to wounded soldiers with a bodily injury rate of 81% or more living with families;
c) Monthly subsidy for wounded soldiers and policy beneficiaries equivalent to wounded soldiers with a bodily injury rate of 81% or more;
d) Special monthly subsidy for wounded soldiers and policy beneficiaries equivalent to wounded soldiers with a bodily injury rate of 81% or more with particularly serious wounds. Wounded soldiers and policy beneficiaries equivalent to wounded soldiers receiving special monthly subsidies will not receive regular monthly subsidies.
2. Health insurance.
3. Health recovery and rehabilitation every two years; for bodily injury rates of 81% or more, annual health recovery and rehabilitation.
4. Priority and support in education, training, and job opportunities in state agencies, organizations, and enterprises based on bodily injury rates.
5. Preferential policies as provided in points c, e, g, h, i, and k of Clause 2, Article 5 of this Ordinance.
6. State support for initial physical facilities, including workshops, schools, equipment, and devices; preferential loans for production and business; tax exemption or reduction according to the law for production and business facilities exclusively for wounded soldiers, policy beneficiaries equivalent to wounded soldiers, and sick soldiers.
Specifically, wounded soldiers are entitled to the following preferential policies:
- Monthly allowances and subsidies:+ Monthly allowance based on the bodily injury rate and type of wounded soldier;+ Service allowance for wounded soldiers with a bodily injury rate of 81% or more living with families;+ Monthly subsidy for wounded soldiers with a bodily injury rate of 81% or more;+ Special monthly subsidy for wounded soldiers with a bodily injury rate of 81% or more with particularly serious wounds. Wounded soldiers receiving special monthly subsidies will not receive regular monthly subsidies.
- Health insurance.- Health recovery and rehabilitation every two years; for bodily injury rates of 81% or more, annual health recovery and rehabilitation.- Priority and support in education, training, and job opportunities in state agencies, organizations, and enterprises based on bodily injury rates.- Provision of assistive devices, prosthetics, and necessary rehabilitation equipment as prescribed by rehabilitation facilities or provincial hospital levels and above.- Housing improvement support based on merit, individual circumstances, or housing difficulty.- Exemption or reduction of land levy when assigned homestead land, transferring land use purpose to homestead land, and recognizing land use rights; purchase of state-owned housing.- Priority for allocation or lease of land, water surface, sea surface; priority in contracting forest protection and development.- Preferential loans for production and business.- Tax exemption or reduction according to the law.- State support for initial physical facilities, including workshops, schools, equipment, and devices; preferential loans for production and business; tax exemption or reduction according to the law for production and business facilities dedicated to wounded soldiers.
