Pursuant to the provisions of Clause 2, Article 8 of Decree 33/2023/ND-CP, the regulations are as follows:
Standards for each position of commune-level officials
1. Secretary, Deputy Secretary of the Communist Party Committee:
a) Age: When first holding the position, the individual must be of an age to serve at least one full term (60 months), with exceptions as decided by the competent authority managing the officials;
b) General education level: High school graduate;
c) Professional and expertise qualifications: University graduate or higher. If the Party Charter has different regulations from this Decree, the provisions of the Party Charter shall be implemented;
d) Political theory level: Graduated from intermediate level or equivalent or higher. If the Party Charter has different regulations from this Decree, the provisions of the Party Charter shall be implemented;
e) Other standards as prescribed by the Communist Party and the competent authority managing the officials.
2. Chairperson of the Vietnam Fatherland Front Committee, Secretary of the Ho Chi Minh Communist Youth Union, Chairperson of the Vietnam Women's Union, Chairperson of the Vietnam Farmers' Union, Chairperson of the Vietnam Veterans' Association at the commune level:
a) Age: According to the regulations of the law, the organization charter, and the regulations of the central political-social organization.
b) General education level: High school graduate;
c) Professional and expertise qualifications: University graduate or higher. If the law, organization charter specifies differently from this Decree, the provisions of the law, the charter shall be implemented;
d) Political theory level: Graduated from intermediate level or equivalent or higher. If the law, organization charter specifies differently from this Decree, the provisions of the law, the charter shall be implemented;
e) Other standards as prescribed by the Communist Party, the central political-social organization, and the competent authority managing the officials.

Pursuant to the provisions of Clause 1, Article 27 of Decree 33/2023/ND-CP, the regulations are as follows:
Relief from positions for commune-level officials and resignation for commune-level officials
1. Commune-level officials who leave their position and commune-level officials who resign (except for cases of transfer and cases of disciplinary action as prescribed by the law on officials) are entitled to policies on relief from positions for commune-level officials, resignation allowance for commune-level officials and are calculated according to the regulations of the Government of Vietnam on resignation allowance for officials.

According to Article 5 of Decree 46/2010/ND-CP, the regulations are as follows:
Resignation allowance
Officials who resign are entitled to resignation allowance as follows: Each working year is calculated as 1/2 (one-half) of the current month's salary, including the salary according to rank, position allowance, seniority allowance beyond the bracket, professional seniority allowance, and salary preservation difference coefficient (if any). The minimum allowance is equal to 01 (one) current month's salary.

Pursuant to the provisions of Article 28 of Decree 33/2023/ND-CP, the regulations on retirement policies for commune-level officials are as follows:
Retirement for commune-level officials
1. Commune-level officials and officials are entitled to retirement according to the provisions of the labor law and the regulations of the Communist Party, the central political-social organization.
2. Six months prior to the retirement date of commune-level officials, the competent authority managing the commune-level officials must issue a written notice of the retirement date; three months prior to the retirement date of commune-level officials, the competent authority managing the commune-level officials must issue a retirement decision.
Thus, based on the above provisions, the retirement policies for the Chairperson of the Vietnam Women's Union at the commune level are as follows:
- The Chairperson of the Vietnam Women's Union at the commune level is entitled to retirement according to the provisions of the labor law and the regulations of the Communist Party, the central political-social organization.
