4. The Vice Chairpersons of the People's Council of a commune shall;
a) Perform tasks according to the assignment of the Standing People's Council and the Chairperson of the People's Council of the commune;
b) Assist the Chairperson of the communal People's Council in directing operations of the Standing People's Council and committees of the People's Council of the commune under his/her authority; sign documents and resolve tasks of the Standing People's Council according to the authorization of the Chairperson of the People's Council;
c) Preside over or participate in conferences and meetings according to the assignment of the Chairperson of the People's Council; summon and preside over periodic and ad hoc meetings according to the assignment of the Standing People's Council of the commune or the working regulations of the communal People's Council;
d) Perform other tasks according to regulations of the CPV, relevant laws and authorities competent to manage officials.

+ Professionalism: Have a professional intermediate level or higher for the delta region. For mountainous areas, professional knowledge equivalent to elementary level or higher must be fostered. Specialization is appropriate to the socio-economic characteristics of each type of administrative unit of commune, ward, and town. Have passed training courses on State administrative management, economic management skills, knowledge and skills to operate as commune-level People's Council delegates.
Thus, according to the above regulations, the criteria for the Chairperson and Vice Chairperson of the People's Council include:
- Age: The age of the Chairperson of the People's Council and Vice Chairperson of the People's Council is determined by the Chairperson of the Provincial People's Committee in accordance with the local situation, but the age of first participation must ensure work for at least two terms.
