Pursuant to Article 11 of Circular 08/2023/TT-BKHDT, the regulation is as follows:
Salary classification for statisticians
1. The statisticians prescribed in this Circular shall apply Salary Table 2 (Salary table for professional and specialized jobs for officials in state authorities) promulgated together with Decree No. 204/2004/ND-CP dated December 14, 2004, by the Government of Vietnam regarding salary policies for officials, public employees, and the armed forces, and amended and supplemented by Decree No. 17/2013/ND-CP dated February 19, 2013, by the Government of Vietnam as follows:

c) Statistician Grade (code 23.263) applies the salary table for official grade A1, from a salary coefficient of 2.34 to a salary coefficient of 4.98;

The formula for calculating the salary of a statistician is as follows:
Salary = Coefficient x Statutory Pay Rate
Where:
- The statistician Grade (code 23.263) applies the salary table for official grade A1, from a salary coefficient of 2.34 to a salary coefficient of 4.98;
The current statutory pay rate is 1,800,000 VND/month.

Note:
- The transition of salary classification for officials from the current specialized statistical grades to the newly prescribed ones in Circular 08/2023/TT-BKHDT shall be implemented as per the guidelines in Item 2, Section II of Circular 2/2007/TT-BNV.
- Officials currently holding the position of intermediate statistician with an associate degree-level shall apply the salary table for official grade A0 from before November 15, 2023, and the competent authorities shall consider transitioning them to the new intermediate statistician grade.

What are the duties of a statistician in Vietnam?
Pursuant to Clause 2, Article 7 of Circular 08/2023/TT-BKHDT, the duties of a statistician are as follows:
- Participate in formulating statistical survey plans, statistical reporting policies, and other issues within the scope of statistical methods assigned.
- Directly collect or organize the collection of statistical information through statistical reports, statistical surveys, exploit administrative registration records, and other forms related to statistical tasks.
- Process and aggregate statistical information; compile reports, statistical yearbooks, and other statistical products according to the assigned specialty and field.
- Disseminate, store, and systematize statistical information within the assigned scope.
- Guide, monitor, inspect, and urge organizations and individuals to provide statistical information for the assigned specialized field according to the provisions of the Statistics Law and other legal documents.
- Participate in scientific research topics within the assigned statistics specialty or field.
What are the general qualification standards for statisticians?
Pursuant to Article 4 of Circular 08/2023/TT-BKHDT, the general qualification standards for intermediate statisticians are as follows:
- Have a firm political stance, steadfast in Marxism-Leninism, Hồ Chí Minh’s ideology, and a deep understanding of the Party’s guidelines and policies; loyal to the Fatherland and the Constitution of the Socialist Republic of Vietnam; protect the interests of the Fatherland and the People.
- Fully perform the duties of officials as prescribed by law; strictly comply with task assignments from superiors; comply with the law, maintain discipline, order, and administrative procedures; exemplary in following the rules and regulations of the agency.
- Dedicated, responsible, honest, objective, impartial, and exemplary in duty performance; courteous, cultured, and standard in social interaction and public service.
- Lead a healthy lifestyle, modest, united; diligent, economical, upright, just, and selfless; not taking advantage of public work for personal gain; not bureaucratic, corrupt, wasteful, or negative.
- Regularly enhance the sense of learning, training to improve qualifications and competencies.
What are the professional and expertise standards for statisticians?
Pursuant to Clause 3, Article 7 of Circular 08/2023/TT-BKHDT, the standards for professional and expertise capacities for statisticians are as follows:
- Thoroughly understand the Party’s guidelines, the State’s laws on statistics, and statistical professional processes.
- Capable of independent, proactive monitoring and inspecting statistical tasks within the scope assigned. Proficient in statistical professional tasks.
- Capable of grasping and applying advanced statistical methods from both domestic and international practices in the performance of assigned tasks.
- Capable of team working, coordination, and good communication with organizations and individuals in the execution of statistical tasks.
- Capable of guiding professional practices, spreading experience, and participating in scientific research supporting statistical work.
- Proficient in basic information technology, and either proficient in a foreign language or the language of ethnic minorities for officials working in minority areas according to job position requirements.
