Salary arrangement for officials in the statistics sector
1. Officials in the statistics sector as stipulated in this Circular apply Table 2 (Professional salary table for officials in state agencies) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government of Vietnam on salary policies for officials, public employees, and armed forces, and amended, supplemented by Decree No. 17/2013/ND-CP dated February 19, 2013 of the Government of Vietnam as follows:

c) The grade of Statistician (code 23.263) applies the salary table for officials of type A1, with a salary coefficient from 2.34 to 4.98;

Based on Decree 204/2004/ND-CP, the salary calculation formula for a specialist statistician in the statistics sector is as follows:

- The grade of Statistician (code 23.263) applies the salary table for officials of type A1, with a salary coefficient from 2.34 to 4.98;
- Based on clause 2, Article 3 of Decree 24/2023/ND-CP, the current statutory pay rate is 1,800,000 VND/month.

Based on the provisions of clause 2, Article 7 Circular 08/2023/TT-BKHDT, the duties of a statistician in the statistics sector are as follows:
- Participate in formulating statistical investigation plans, statistical reporting policies, and other issues related to statistical methods within the assigned tasks.
- Directly collect or organize the collection of statistical information through statistical reports, statistical surveys, exploitation of administrative registration records, and other forms related to statistical work.
- Process, aggregate statistical information; compile reports, statistical yearbooks, and other statistical products according to the assigned sector and field.
- Disseminate, store, and systematize statistical information within the assigned scope.
- Implement guidance, monitoring, inspection, and urging of organizations and individuals to provide statistical information in the assigned sector or field according to the regulations of the Law on Statistics and other legal documents.
- Participate in scientific research projects in the assigned sector or field of statistics.
What are the general quality standards for mid-level statisticians in the statistics sector?
Based on the provisions of Article 4 Circular 08/2023/TT-BKHDT, the general quality standards for mid-level statisticians in the statistics sector include:
- Have a firm political stance, be steadfast in Marxism-Leninism, Ho Chi Minh's ideology, be knowledgeable and deeply understand the guidelines and policies of the Communist Party; be loyal to the Fatherland and the Constitution of the Socialist Republic of Vietnam; protect the interests of the Fatherland and the People.
- Fully perform the duties of an official as prescribed by law; strictly adhere to the assignment of tasks by superiors; comply with the law, maintain discipline, administrative order; exemplarily comply with the agency's regulations and rules.
- Be dedicated, responsible, honest, objective, impartial, and exemplary in performing public duties; be courteous, cultured, and standard in communication, serving the People.
- Lead a healthy, modest, and united lifestyle; be economical, honest, and fair; not use public work for personal gain; not be bureaucratic, corrupt, wasteful, or negative.
- Regularly have a sense of learning, training to improve quality, level, and capacity.
What are the professional competence standards for statisticians in the statistics sector?
Based on the provisions of clause 3, Article 7 Circular 08/2023/TT-BKHDT, the professional competence standards for statisticians in the statistics sector are as follows:
- Master the guidelines and policies of the Communist Party and the laws of the State on statistics, the statistical professional procedures.
- Have the ability to independently and actively carry out inspection and supervision tasks in the assigned statistical scope. Proficiently perform professional statistical tasks.
- Be capable of grasping and applying advanced statistical methods domestically and internationally during the execution of assigned tasks.
- Be able to work in a team, coordinate, and communicate well with organizations and individuals in the execution of statistical tasks.
- Have the ability to guide professional tasks, share experience, and participate in scientific research serving statistical work.
- Have basic information technology skills and be able to use a foreign language or a minority language for officials working in minority areas according to the job position requirements.
