What is the salary of a Senior Preparatory University Teacher from January 15, 2024?
Based on the regulations stated in Article 9 of Circular 22/2023/TT-BGDDT outlining the salary placement for preparatory teachers, the following arrangements apply:
Salary Placement Method
1. Personnel appointed to the professional titles of preparatory university teachers as specified in this Circular shall apply the corresponding salary scale issued with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam concerning salary policies for officials and public employees and armed forces. Specifically, as follows:
a) Professional title for preparatory university teacher class III (Code v.07.07.19) shall apply the salary coefficient for public employees of type A1, ranging from a salary coefficient of 2.34 to 4.98;
b) Professional title for preparatory university teacher class II (Code v.07.07.18) shall apply the salary coefficient for public employees of type A2 (group A2.2), ranging from a salary coefficient of 4.00 to 6.38;
c) Professional title for preparatory university teacher class I (Code v.07.07.17) shall apply the salary coefficient for public employees of type A2 (group A2.1), ranging from a salary coefficient of 4.40 to 6.78.
2. Salary placement upon appointment to the rank of professional title shall follow the guidelines in Circular No. 02/2007/TT-BNV dated May 25, 2007, of the Minister of Internal Affairs on salary placement upon promotion, transfer, conversion of officials and public employees, and current legal regulations. Upon the implementation of new salary policies, salary recalibration according to the new scale shall follow regulations of the Government of Vietnam.
Based on Decree 204/2004/ND-CP, the formula to calculate the salary for a Senior Preparatory University Teacher class I is as follows:

However, according to Resolution 27-NQ/TW of 2018, with wage policy reform from July 1, 2024, the statutory pay rate and salary coefficient will be abolished. Therefore, the salary for a Senior Preparatory University Teacher class I will be replaced by a new salary scale.

What are the principles for appointing professional titles for preparatory university teachers?
Based on regulations stated in Article 7 of Circular 22/2023/TT-BGDDT regarding the appointment of professional titles for preparatory university teachers, the following principles must be met:
- The appointment to professional titles for preparatory university teachers as specified in this Circular must be based on the current job position and ensure meeting the standards for the rank of professional titles as specified in this Circular.
- When appointing from the current professional title of a public employee to the corresponding professional title of a preparatory university teacher, it is not allowed to combine a salary raise or a promotion in rank for the professional title of public employees.
- The educational level attained should not be the basis for appointing to a higher rank of professional title than that for which the preparatory university teacher was recruited.
What are the professional standards for senior preparatory university teachers?
Based on regulations stated in Article 6 of Circular 22/2023/TT-BGDDT, the professional standards for senior preparatory university teachers are as follows:
(1) Duties of a senior preparatory university teacher:
In addition to the duties of a class II preparatory university teacher, a class I preparatory university teacher must also perform the following tasks:
- Lead the preparation or evaluation of educational plans or materials, and learning resources for implementing the preparatory university educational program;
- Lead the professional and operational inspections of teachers at the preparatory university;
- Lead the development of training content and professional seminars, serve as speakers for training classes or courses for preparatory university teachers;
- Lead the evaluation, and appraisals of scientific research projects;
- Lead the organization of activities to preserve and promote the cultural heritage of the nation in the school;
- Participate in evaluating the results of training, self-training for preparatory university teachers.
(2) Standards of educational and training qualifications:
- Hold a master’s degree or higher in education theory and teaching methods, or an appropriate field for the subject taught or educational management for high school teachers;
- Have a certificate of training according to the standards for the professional title of preparatory university teacher or a certificate of training according to the standards for the professional title of a high school teacher.
(3) Standards of professional competence:
- Actively and proactively implement and promote, guide colleagues to follow the policies and guidelines of the Communist Party, State laws, and regulations of competent authorities on preparatory university education in assigned tasks;
- Be capable of guiding colleagues in developing and implementing preparatory university education plans and programs; creatively applying or disseminating, guiding colleagues to use scientific research results to improve teaching and educational quality;
- Be capable of guiding and supporting colleagues in updating and effectively applying flexible and diverse teaching methods and forms; and forms, methods of assessment, rehearsals, and progress assessment of students;
- Flexibly apply knowledge to successfully advise students on psychology and career orientation; be capable of guiding and supporting colleagues in effectively implementing psychological and career counseling measures suitable to different student categories during teaching and education activities;
- Be capable of proposing school measures to enhance close coordination between the school and related organizations and individuals to improve the effectiveness of preparatory university education;
- Be capable of guiding, supporting colleagues, and sharing experiences in developing professional competence;
- Be capable of applying information technology in professional activities; capable of using foreign languages or ethnic minority languages as required by the job position;
- Be recognized as an exemplary official or have twice been awarded a commendation by the Ministry, Department, and higher levels for outstanding performance in preparatory university education while holding the professional title of class II preparatory university teacher;
- Officials taking the exam or considering promotion to the professional title of class I preparatory university teacher (Code v.07.07.17) must have held the professional title of class II preparatory university teacher (Code v.07.07.18) or equivalent for at least 06 (six) years as of the deadline for submitting the registration dossier for the exam or consideration for promotion.
Circular 22/2023/TT-BGDDT takes effect as of January 15, 2024.
