On the morning of October 23, 2023, at the National Assembly House, Hanoi Capital, under the chairmanship of Politburo Member, Chairman of the National Assembly Vuong Dinh Hue, the 6th Session of the 15th National Assembly officially opened.
The report of the Government of Vietnam on the results of the socio-economic development plan implementation in 2023; the projected socio-economic development plan for 2024, presented by Prime Minister Pham Minh Chinh at the 6th Session of the 15th National Assembly stated: Over the past years, despite difficulties during the COVID-19 pandemic, the Government of Vietnam has boosted revenue and saved expenditures, setting up a salary reform fund currently amounting to approximately 560 trillion dong, ensuring sufficient resources to reform salaries following Resolution 27-NQ/TW in 2018 starting July 1, 2024, for the period 2024 - 2026.
The Prime Minister of the Government of Vietnam stated that in 2025, the Government of Vietnam will implement salary policy reform for the public sector according to Resolution 27-NQ/TW in 2018 of the Central Committee starting July 1, 2024.
Simultaneously, the Government of Vietnam will continue to adjust regional minimum wage levels and the salary policy for enterprises according to regulations.
From 2025 onwards, average annual salary increases of 7% will be maintained for officials and public employees, as well as armed forces until the lowest salary is equal to or higher than the lowest salary in Region I of the enterprise sector.
Therefore, from 2025, when the 2024 salary reform is implemented, doctors' salaries at public service providers are expected to increase by 7% each year until the lowest salary is equal to or higher than the lowest salary in Region I of the enterprise sector.

According to subsection 3.1, Section 3 of Resolution 27-NQ/TW in 2018 on salary policy reform for officials and public employees, and armed forces (public sector) with the design of a new salary structure comprising:
3. Content of the reform
3.1. For officials and public employees, and armed forces (public sector)
a) Design a new salary structure that includes: Basic salary (approximately 70% of the total salary fund) and allowances (approximately 30% of the total salary fund). Add bonuses (the bonus fund is about 10% of the total annual salary fund, excluding allowances).
Building and promulgating a new salary system by job position, title, and leadership position to replace the current salary system; transfer old salaries to new ones, ensuring no less than the current salaries, including:
- Developing one professional and operation salary table according to the rank of officials and professional titles of public employees applied to common officials and public employees who do not hold leadership positions; each rank of officials and professional title of public employees has multiple salary grades under the principle:
For the same level of job complexity, the salary is the same; for higher than normal working conditions and profession incentives, the applicable policies are in place; reorganize groups of ranks and the number of grades in the ranks of officials and professional titles of public employees, encouraging officials and public employees to improve their professional and operational levels. Appointment into officials' ranks or public employees' professional titles must be associated with job positions and the structure of officials' ranks and public employees' professional titles managed by agencies, organizations, and units managing officials and public employees.
The salary structure for doctors (working at public service providers) from the implementation of the salary reform according to Resolution 27-NQ/TW in 2018 includes:
- Basic salary- Allowances- Bonuses.
Therefore, when implementing the reform, doctors' salaries will follow the principles mentioned above. Additionally, the salary after the reform should ensure that it is not less than the current salary.
How are doctors' salaries regulated for public employees under current regulations?
According to the provisions of Clause 1, Article 13 of Joint Circular 10/2015/TTLT-BYT-BNV on salary arrangement for doctors who are public employees in public hospitals as follows:
Salary arrangement
1. The professional titles of doctors, preventive medicine doctors, and physicians prescribed in this Joint Circular are applied to the professional and operational salary table for officials and public employees in state public service providers (Table 3) issued with Decree 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees, and armed forces, as follows:
a) The professional title of senior doctor (grade I), professional title of senior preventive medicine doctor (grade I) applies to the salary coefficient of public employees of category A3 (group A3.1), with the salary coefficient from 6.20 to 8.00;
b) The professional title of principal doctor (grade II), the professional title of principal preventive medicine doctor (grade II) applies to the salary coefficient of public employees of category A2 (group A2.1), with the salary coefficient from 4.40 to 6.78;
c) The professional title of doctor (grade III), the professional title of preventive medicine doctor (grade III) applies to the salary coefficient of public employees of category A1, with the salary coefficient from 2.34 to 4.98;
d) The professional title of physician applies to the salary coefficient of public employees of category B, with the salary coefficient from 1.86 to 4.06.

According to Clause 2, Article 3 of Decree 24/2023/ND-CP, the current statutory pay rate is 1,800,000 dong.

For the professional title of senior doctor (grade I), the professional title of senior preventive medicine doctor (grade I), the salary coefficient of public employees of category A3 (group A3.1) ranges from 6.20 to 8.00, which is 11,160,000 to 14,400,000 dong/month.
For the professional title of principal doctor (grade II), the professional title of principal preventive medicine doctor (grade II), the salary coefficient of public employees of category A2 (group A2.1) ranges from 4.40 to 6.78, which is 7,920,000 to 12,204,000 dong/month.
For the professional title of doctor (grade III), the professional title of preventive medicine doctor (grade III), the salary coefficient of public employees of category A1 ranges from 2.34 to 4.98, which is 4,212,000 to 8,964,000 dong/month.
