- For direct new issuance, reissuance, and replacement of driver's licenses:

Based on the provisions in Section 2 of the Fee Schedule for Driving Test; the issuance fee for licenses, certificates for operating various types of vehicles, and registration fee, issuance of specialized vehicle plates enclosed with Circular 37/2023/TT-BTC, the specific fee for new issuance, reissuance, and replacement of driver's licenses is VND 135,000 per issuance.

- For online new issuance, reissuance, and replacement of driver's licenses:

Based on the provisions in Article 8 of Circular 63/2023/TT-BTC amending and supplementing Article 3 of Circular 37/2023/TT-BTC, the online fees for new issuance, reissuance, and replacement of driver's licenses (national and international) are stipulated as follows:

+ For applications for new issuance, reissuance, and replacement of driver's licenses (national and international) online from December 1, 2023, to the end of December 31, 2025, the fee applicable is VND 115,000 per issuance (a reduction of VND 20,000 per issuance compared to the direct reissuance submission).

+ For applications for new issuance, reissuance, and replacement of driver's licenses (national and international) online from January 1, 2026, onwards, the fee applicable is VND 135,000 per issuance.

Who is eligible to exchange their driver's license?

According to the provisions in Clause 5, Article 37 of Circular 12/2017/TT-BGTVT as amended by Point a, Clause 6, Article 2 of Circular 01/2021/TT-BGTVT, the individuals eligible to exchange their driver's license include:

- Vietnamese citizens and foreigners trained, tested, and issued driver's licenses in Vietnam.

- Individuals with damaged driver's licenses issued by the transportation sector.

- Vietnamese citizens and foreigners permanently residing in Vietnam, who have exchanged their foreign driver's licenses for Vietnamese driver's licenses, when expired, can request to exchange their driver's licenses.

- Individuals with valid military driver's licenses who have retired from the military (retirement, discharge, sector transfer, retirement, termination of labor contracts in defense enterprises), can request to exchange their driver's licenses.

- Individuals with police-issued driver's licenses dated after July 31, 1995, still valid, when no longer serving in the police sector (discharge, sector transfer, retirement, termination of labor contracts in the public security force), can request to exchange their licenses.

- Individuals with motorbike driver's licenses issued by the police sector before August 1, 1995, which are damaged, can request an exchange if their details are recorded in the license registry.

- Foreigners residing, working, or studying in Vietnam, holding diplomatic identification cards, service identification cards, temporary residence cards, residency cards, stay cards, permanent residence cards for a period of 03 months or more, with valid national driver's licenses, can request an exchange for corresponding Vietnamese driver's licenses.

- Foreign tourists driving vehicles registered abroad into Vietnam, holding valid national driver's licenses, can request an exchange for corresponding Vietnamese driver's licenses if they wish to drive in Vietnam.

- Vietnamese nationals (holding Vietnamese nationality) during the period of residence, studying, working abroad, with valid national driver's licenses issued abroad, can request an exchange for corresponding Vietnamese driver's licenses if they wish to drive in Vietnam.

How long does it take to exchange a driver's license?

According to the provisions in Clause 8, Article 37 of Circular 12/2017/TT-BGTVT as amended by Point b, Clause 6, Article 2 of Circular 01/2021/TT-BGTVT as follows:

8. Procedures for exchanging a driver's license:

a) The Directorate for Roads of Vietnam or the Department of Transport will check the documents upon receipt; if the documents do not comply with regulations, the individual must be informed directly, in writing or through the online public service system, of the necessary additions or amendments within 02 working days from the date of receiving the documents;

b) The individual submitting the documents in person must fulfill the obligation to pay the fee for issuing the driver's license upon receipt as per regulations; when submitting documents via the online public service system, they must complete the fee payment obligation through the online public service system's payment function as regulated and pay other service fees as required by the individual;

c) Within 05 working days from the date of receiving complete valid documents, the Directorate for Roads of Vietnam or the Department of Transport shall process the driver's license exchange; in case of not exchanging the driver's license, a clear reason must be provided;

d) When exchanging the driver's license, the issuing agency will store the exchanged license documents (original for the transport sector’s exchange; copy for foreign-issued, police-issued, or military-issued licenses exchanged by the Ministry of Defense) for a period of 02 years from the date of issuing the driver's license; cut the corner of the old driver's license (except for foreign driver's licenses), and return it to the driver for safekeeping (except in the case of online submissions).

Thus, according to the above regulations, within 05 working days from the date of receiving complete valid documents, the Directorate for Roads of Vietnam or the Department of Transport will process the driver's license exchange; in case of not exchanging the driver's license, a clear reason must be provided.

Circular 63/2023/TT-BTC is effective from December 1, 2023.
