Which subjects are entitled to support for land reclamation projects to allocate land suitable for production in ethnic minority areas?
On February 23, 2023, the Prime Minister issued Decision 4/2023/QD-TTg on the level and mechanism of support using public investment capital to implement certain contents of Project 1 and Subproject 1, Project 4 of the National Target Program for socio-economic development in ethnic minority and mountainous areas for the period 2021-2030, Phase I: from 2021 to 2025, approved in Decision No. 1719/QD-TTg on October 14, 2021, by the Prime Minister of the Government of Vietnam (hereinafter referred to as the Program).
Pursuant to Article 2 of Decision 4/2023/QD-TTg, the following regulations apply:
Applicable Subjects
1. Beneficiaries implementing the support contents related to homestead land, housing, and production land under Project 1 of the Program.
2. Beneficiaries implementing the investment and construction of centralized drinking water works under Project 1 of the Program; investing in hardening the road to the commune center under Subproject 1, Project 4 of the Program; investing in the construction, renovation, and upgrading of the market network in ethnic minority and mountainous areas under Subproject 1, Project 4 of the Program.
Subjects entitled to support for land reclamation projects to allocate land suitable for production in ethnic minority areas include:
- Beneficiaries implementing the support contents related to homestead land, housing, and production land under Project 1 of the Program.- Beneficiaries implementing the investment and construction of centralized drinking water works under Project 1 of the Program.- Investment in hardening the road to the commune center under Subproject 1, Project 4 of the Program.- Investment in the construction, renovation, and upgrading of the market network in ethnic minority and mountainous areas under Subproject 1, Project 4 of the Program.

Mechanism for using public investment capital to implement the land reclamation project to allocate land suitable for production in ethnic minority areas
Pursuant to the regulations in Article 5 of Decision 4/2023/QD-TTg, the support mechanism for using public investment capital to implement the project is stipulated as follows:
- For support under an investment project approved by a competent authority, it shall be implemented in accordance with current legal regulations on public investment.- For direct support to households and not under an investment project approved by a competent authority, it shall be implemented according to a specific mechanism decided by a competent authority.
Support level from the central budget to implement the land reclamation project to allocate land suitable for production in ethnic minority areas
Pursuant to Article 3 of Decision 4/2023/QD-TTg, the support level from the central budget is stipulated as follows:
- The central budget supports a maximum of VND 40 million/household to create the groundwork, construct technical infrastructure for homestead land, or for people to resettle according to the interspersed form.- The central budget supports a maximum of VND 40 million/household to build one house according to local customs, ensuring 3 solid aspects (solid foundation, solid frame-walls, solid roof).- The central budget supports a maximum of VND 22.5 million/household for land reclamation, rehabilitation, and land improvement projects to allocate land suitable for production.- The central budget supports an average of VND 3,000 million/project to invest in the construction of centralized drinking water projects.- The central budget supports an average of VND 1,600 million/km to invest in hardening the road to the commune center that has not been hardened.- The central budget supports an average of VND 4,400 million/market for new market construction and an average of VND 800 million/market for renovating and upgrading the market network in ethnic minority and mountainous areas.
Support level from the local budget and other legitimate sources
Pursuant to the regulations in Article 4 of Decision 4/2023/QD-TTg, the support level from the local budget and other legitimate sources is stipulated as follows:
- The local budget supports a minimum of VND 4 million/household to create the groundwork, construct technical infrastructure for homestead land or for people to resettle according to the interspersed form.- The local budget supports a minimum of VND 4 million/household to build one house according to local customs, ensuring 3 solid aspects (solid foundation, solid frame-walls, solid roof).- Besides the support funds from the central budget and local budget allocation, localities mobilize additional legitimate sources to provide support for homestead land, housing, production land; investment and construction of centralized water projects; investment in hardening the road to the commune center; construction, renovation, upgrading of the market network ensuring the completion of the Program's objectives.
