How are the expenses for visiting sick members of the trade union organization in 2023 regulated?
According to the provision in Clause 2, Article 4 of the Regulations on standards, norms, and spending policies within trade union organizations from the direct superior trade union level and above, issued together with Decision 4291/QD-TLD in 2022, the regulation is as follows:

2. Visiting, assistance
2.1. Spending on assistance, support, and visiting officials within trade union organizations
- Officials and workers, authorized to sign labor contracts (hereinafter referred to as CBCC) within trade union organizations who are sick, involved in accidents, or suffer from diseases that require treatment at a hospital (either inpatient or outpatient) are entitled to a maximum visiting expense of VND 1,000,000 per time, up to 2 times a year.
- CBCC within trade union organizations suffering from serious diseases are entitled to a maximum assistance of VND 3,000,000 per person per year.
- In the event of the death of a CBCC within trade union organizations, the family members are entitled to a maximum support of VND 5,000,000; additionally, funeral expenses of VND 1,000,000 and costs for incense and flowers.
- In the case of the death of a parent, spouse, or child of the CBCC within trade union organizations, the family is entitled to a maximum support of VND 3,000,000 per person; additionally, funeral expenses of VND 1,000,000 and costs for incense and flowers.
- Families of CBCC within trade union organizations facing sudden difficulties due to natural disasters, fire, accidents, diseases, or other special reasons are entitled to a maximum support of VND 3,000,000 per incident; if a close relative (parent, spouse, or child) of the CBCC is sick for a long time or involved in an accident requiring treatment, they are entitled to a maximum visiting expense of VND 1,000,000 per time, up to 2 times a year.
Thus, the expenses for visiting sick members of the trade union organization in 2023 are specified as follows:

Which individuals are eligible to participate in the Vietnam trade union?
According to Section 3 of Guideline 03/HD-TLD in 2020, the individuals eligible to participate in the Vietnam trade union include Vietnamese people working for wages in labor-utilizing entities that are legally operating under Vietnamese law, including:
- Officials and public employees, and workers currently working in public service providers; state administrative agencies, agencies of political organizations, socio-political organizations, socio-political-professional organizations, and professional social organizations. For communes, wards, and commune-level towns, this includes those who are on payroll, wage allocation, and allowance, working in institutions such as people's councils, people's committees, political organizations, and socio-political organizations at the commune level.
- Wage-earning workers currently employed in units, enterprises, and cooperatives.
- Workers currently working in representative offices of foreign organizations, international organizations, and non-governmental organizations in Vietnam.
- Legitimate freelance and informal sector workers, if they wish, may join the Vietnam Trade Union and participate in activities following the foundation trade union form.
- Workers assigned by competent authorities to represent state capital management, holding leadership and managerial positions in non-public public service providers, non-state enterprises, and entities with foreign-invested capital.
How is the Vietnam trade union system currently organized?
According to Article 7 of the Charter issued together with Decision 174/QD-TLD in 2020, the current Vietnam trade union system is a unified organization that includes the following levels:
- Central Level: Vietnam General Confederation of Labor.
- Provincial and sector central level including: Provincial labor federations, centrally-affiliated city labor federations; sectoral trade unions at the central level and their equivalents.
- Directly superior grassroots level includes:
+ District, town, district-level town, city under province-level labor federations.
+ Local sectoral trade unions.
+ Trade unions of industrial zones, export processing zones, economic zones, high-tech zones.
+ Corporation-level trade unions.
+ Other directly superior grassroots-level trade unions.
- Grassroots level includes: Grassroots trade unions, foundation trade unions.
