Are All Heads of Press Agencies Required to Have Advanced Political Theory Qualifications?
Is advanced political education a mandatory standard for press agency leaders?
Based on the content stipulated in Article 5 of Regulation 101-QD/TW in 2023 on the standards and conditions for appointing leaders of press agencies as follows:
Standards and conditions for appointment
1. Ensure general and specific standards of the appointed position according to the regulations of the competent authority.
2. Be a member of the Communist Party of Vietnam (Not mandatory for press agencies under religious organizations).
3. Have advanced political education (Not mandatory for press agencies under religious organizations).
4. Have a university degree or higher. Have a certificate of training in state management of press operations.
5. Have at least 2 years of experience in journalism and publication. Special cases will be considered and decided by the press directive authority.
6. Have a complete dossier and be confirmed by the competent authority (per Appendix II of this Regulation).
7. Regarding the appointment age
a) Leaders of press agencies under the management of the Politburo and the Secretariat comply with the regulations of the Politburo and the Secretariat.
b) Leaders of press agencies under party, state, Vietnam Fatherland Front, and socio-political organizations must have enough time to work for at least a full term (60 months) or more.
c) Leaders of press agencies not under Points a and b, Clause 7 of this Article, must have enough time to work for at least a full term (60 months) or more, and the maximum age to hold leadership positions is not more than 65 years for women and 67 years for men.
Special cases of no more than 70 years old will be considered and decided by the press directive authority.
8. Heads of governing press agencies are not allowed to concurrently hold leadership positions in press agencies; leaders of one press agency are not allowed to concurrently hold leadership positions in another press agency.
Thus, according to the above regulations, advanced political education is not a mandatory standard for all press agency leaders.
Specifically, for leaders in press agencies under religious organizations, it is not mandatory to meet this criterion.

What is the appointment term for press agency leaders?
Article 8 of Regulation 101-QD/TW in 2023 stipulates the term of office for press agency leaders as follows:
Term of office
1. The appointment term of office is 5 years (60 months) for press agency leaders.
2. The head of a press agency shall not serve more than 2 consecutive terms at the same press agency.
Thus, press agency leaders have an appointment term of 5 years. The head can serve for no more than 2 consecutive leadership terms at the same press agency.
What is the procedure for appointing leaders of press agencies?
Leaders of press agencies are appointed following the procedure stipulated in Article 7 of Regulation 101-QD/TW in 2023 as follows:
Procedure for appointment
1. The procedure for appointing leaders of press agencies under the management of the Politburo and the Secretariat, and under party, state, Vietnam Fatherland Front, and socio-political organizations comply with the regulations of the Communist Party, state laws; and other relevant regulations of competent authorities.
2. The procedure for appointing leaders of press agencies not under Clause 1 of this Article complies with the regulations of the Communist Party, state laws, of the governing press agency, and Section I of Appendix I of this Regulation.
3. The appointment of leaders of press agencies not covered by this Regulation shall be based on the regulations of the Communist Party, state laws, and the regulations of the governing press agency to implement the appropriate appointment procedure according to this Regulation.
Thus:
- The procedure for appointing leaders of press agencies under the management of the Politburo and the Secretariat, and under party, state, Vietnam Fatherland Front, and socio-political organizations comply with the regulations of the Communist Party, state laws, and other relevant regulations of competent authorities.
- The procedure for appointing leaders of press agencies not covered by the above case shall comply with the regulations of the Communist Party, state laws, of the governing press agency, and Section I of Appendix I issued with Regulation 101-QD/TW in 2023.
- The appointment of leaders of press agencies not covered by Regulation 101-QD/TW in 2023 shall be based on the regulations of the Communist Party, state laws, and the regulations of the governing press agency to implement the appropriate appointment procedure according to this Regulation.
