- Monitoring and checking the observance of regulations on program management; promptly detect difficulties and obstacles in the process of implementing and organizing the implementation of the Program at central and local levels; thereby, propose solutions and recommendations in organizing the implementation and monitoring the implementation of recommendations proposed to competent authorities for handling.

What is the content of monitoring the implementation of the National Target Program on Sustainable Poverty Reduction in Vietnam in the 2021-2025 period?

According to subsection 2, Section I of Circular 10/2022/TT-BLDTBXH stipulating the contents of monitoring the implementation of the National Target Program on Sustainable Poverty Reduction in Vietnam in the 2021-2025 period as follows:

(a) Program owner monitoring content:

- Monitoring and inspecting the program management: Building a system of management documents, organizing the implementation of the program; make the implementation plan for the 5-year period and the annual plan; implementing and adjusting the program implementation plan; communication, strengthening the management capacity of component programs and projects.

- Monitor and check the implementation of the Program: progress, level and results of the implementation of goals and tasks; volume of implementation of program contents and activities.

- Monitor and examine the implementation of investment capital plans and state budget estimates: Mobilize and use capital for the implementation of component programs and projects; situation of using state budget capital in the implementation of investment projects, contents and activities of component programs and projects (disbursement, payment, settlement, outstanding debt for capital construction (if any) yes).

- Monitor and check the implementation capacity, the observance of regulations on program management, investment management, measures to handle violations detected by competent authorities (if any). ) of the component project owner, the agency managing the Program.

- Monitor and inspect the observance of the program monitoring and evaluation regime by the component project owners and the program managing agency.

(c) Monitoring content of the program governing body:

- Content tracking:

+ Status of implementation of reporting regime by program owners and project owners under the program as prescribed.

+ Summarize the implementation, appraisal and approval of projects under the program.

+ Summary of the program's implementation: Progress in implementing the program's objectives; implementation of investment capital and disbursement plans; major difficulties, problems and arisings affecting the program implementation and handling results.

+ The observance of handling measures by program owners and component project owners.

+ Report and propose plans to handle difficulties, problems, problems beyond competence.

- Test content:

+ The implementation management of the program by the program owner and the management of the implementation of component projects under the program of the component project owner.

+ The observance of measures to deal with detected problems of relevant agencies and units.

(d) Monitoring method:

- Collect local directives and instructions on the implementation of the Program; monitoring and evaluation reports and related documents.

- Field survey and inspection.

- Consult with officials of communes, villages and hamlets: Party committees, People's Councils, People's Committees, members of the management board of national target programs in the commune (hereinafter referred to as the commune-level management board). ), village head, village.

+ Inform the Steering Committee of National Target Programs at district level about the monitoring plan.

+ Collect information on the direction, organization and implementation of the Program.

+ Randomly select communes and villages for actual monitoring.

+ Carry out the monitoring contents according to the plan.

+ Notify the commune management board of the monitoring plan.
