Military and Police to Receive 7% Salary Increase Annually from 2025 with 2024 Salary Reform?
On the morning of October 23, 2023, at the National Assembly House, Hanoi Capital, under the chairmanship of Politburo Member and Chairman of the National Assembly Vuong Dinh Hue, the sixth session of the 15th National Assembly officially opened.
The Prime Minister of the Government of Vietnam stated that in 2025, the Government of Vietnam will implement a salary policy reform for the public sector according to Resolution 27-NQ/TW year 2018 from the Central Committee starting July 1, 2024.
At the same time, the Government of Vietnam will continue to adjust the regional minimum wage and the salary policy for the enterprise sector as per regulations.

According to Resolution 27-NQ/TW year 2018, the statutory pay rate and the current salary coefficient will be abolished, and a basic salary amount will be constructed based on specific figures in the new salary table.
The salary table for the military and police under sub-item 3.1 of Section 3 Part II of Resolution 27-NQ/TW year 2018 outlines the content of reform concerning the design of the new public sector pay structure as follows:
- Basic salary (accounting for about 70% of the total salary fund)- Allowances (accounting for about 30% of the total salary fund)- Bonus addition (the bonus fund accounts for about 10% of the annual total salary fund, excluding allowances)
A new system with three salary tables will be established and issued for the military and police based on job positions, titles, and leadership responsibilities to replace the current salary table systems; the old salary will be converted to the new salary, ensuring it is not less than the current salary, including:
- 1 salary table for military officers, officers, and junior police officers (based on positions, titles, and military ranks or grades)- 1 salary table for professional military personnel and technical police specialists- 1 salary table for defense workers and police officers (maintaining the relative salary relationship of the armed forces compared to current administrative officials)

- Abolish the statutory pay rate and the current salary coefficient, building a basic salary amount with specific figures in the new salary table.- Broadening the wage relationship as a basis for determining specific salary amounts in the salary system, gradually approaching the wage relationship of the enterprise sector suitable to the State’s resources.- Complete policies for regular salary level raise and early promotion for officials and public employees and armed forces in line with the new salary table regulations.
What is the roadmap for implementing salary reforms according to Resolution 27?
Resolution 27-NQ/TW year 2018 sets specific objectives for salary reform from 2021 to 2025 and vision until 2030 as follows:
* For the public sector
- From 2021, implement new uniform salary policies for officials and public employees, armed forces throughout the entire political system.- In 2021, the lowest salary of officials and public employees will equal the average lowest regional salary in the enterprise sector.- Periodically increase salary levels in line with the consumer price index, economic growth rates, and the State budget's capabilities.- By 2025, the lowest salary of officials and public employees will be higher than the average lowest regional salary in the enterprise sector.- By 2030, the lowest salary of officials and public employees will equal or exceed the lowest salary in the highest region of the enterprise sector.
* For the enterprise sector
- From 2021, the State will periodically adjust the regional minimum wage based on recommendations from the National Wage Council. Enterprises will implement salary policies based on negotiations and agreements between employers and employees and their collective representatives without direct State intervention in enterprise wage policies.- Manage labor and wages in State enterprises by cost accounting methods tied to the business and production tasks of the enterprise until 2025 and towards assigning business tasks to enterprises by 2030.
