What is Civil Mobilization Work?

Based on Article 1 of the Regulation on Civil Mobilization Work of the Political System issued together with Decision 23-QD/TW in 2021 which stipulates civil mobilization and civil mobilization work as follows:

- Civil mobilization and civil mobilization work are strategic tasks that hold significant importance for the entire revolutionary career of the country. They are crucial conditions to ensure the leadership of the Communist Party, strengthening the close relationship between the Communist Party, the State, and the people.

Civil mobilization work is the responsibility of agencies, organizations, and individuals within the political system.

The Communist Party leads civil mobilization work directly; agencies, organizations, and individuals within the political system coordinate closely and synchronously to effectively implement civil mobilization work; emphasize the responsibility of setting an example among officials, party members, especially leaders, managers, and heads in civil mobilization work; regularly study, grasp and implement President Ho Chi Minh's thoughts, ethics, and civil mobilization style that care about, understand, learn from, and take responsibility for the people.

How is the implementation method of civil mobilization work regulated by the Politburo?

Based on Chapter 3 of the Regulation on Civil Mobilization Work of the Political System issued together with Decision 23-QD/TW in 2021 which stipulates the method of implementing civil mobilization work as follows:

  1. Thoroughly propagate and mobilize cadres, party members, and the people to implement the Party's guidelines and policies and the State's laws through practical and creative forms;

Promote the people's right to ownership, harness their will, determination, and the great national unity strength, create social consensus, strengthen the people's trust in the Communist Party and the State, actively participate in campaigns, patriotic emulation movements, and build and protect the motherland.

  1. Institutionalize and concretize the Party's guidelines on civil mobilization work in connection with the functions and duties of each agency and organization within the political system; extensively deploy the "Skillful Civil Mobilization" emulation movement.

  2. Build and strengthen the organizational apparatus and personnel for civil mobilization work within the political system; plan, train, and foster personnel in association with improving the quality of officials to meet new civil mobilization work requirements.

Assign officials in charge and specialized staff for civil mobilization work who possess competence, ethics, reputation, and experience.

  1. Officials, party members, officials, and public employees, especially leaders, managers, and heads are responsible for effectively carrying out civil mobilization work as prescribed by the Party and the State; exemplary performance of duties, raising the spirit of serving the people; maintaining close contact with the people.

  2. Party committees and organizations enhance inspection and supervision of the implementation of resolutions, directives, conclusions, decisions, regulations, and provisions related to civil mobilization work.

  3. Agencies and organizations within the political system closely and synchronously coordinate to enhance the effectiveness of civil mobilization work through inter-agency coordination mechanisms, coordination programs, periodic and thematic briefings.

  4. In complex situations related to political security, order, social safety, natural disasters, catastrophes, epidemics, party committees, and authorities lead and direct prompt responses; promptly inform the civil mobilization committee, the Vietnam Fatherland Front, and political-social organizations.

The civil mobilization committee takes the lead in coordinating with the Vietnam Fatherland Front, political and social organizations, and relevant agencies to mobilize members and people to comply with the leadership and direction of the party committees and authorities; promote the core political role in participating in the vanguard forces.

  1. Working, information, and reporting regime

- Party committees and organizations periodically work with the civil mobilization committee, the Vietnam Fatherland Front, political – social organizations, and relevant agencies of the same level to grasp the people's situation, thoughts, and aspirations; assess results and orient civil mobilization work to meet practical conditions.

- Periodically monthly, quarterly, semi-annually, nine months, and annually:

+ Authorities, the Vietnam Fatherland Front, and political – social organizations, local armed forces report civil mobilization work results to the party committees, with copies sent to the same level's civil mobilization committee;

+ Lower-level party committees report the people's situation and civil mobilization work to higher-level party committees, with copies sent to the higher-level civil mobilization committee.

- Civil mobilization agencies at all levels within the system implement information and reporting policies according to directives and guidance from the superior level's civil mobilization committee.

- In unexpected and necessary cases related to the people's situation, relevant levels and sectors directly report to the standing committee of party committees; the civil mobilization committee secretary is allowed to attend for synthesis, monitoring, and advising the party committees.

What are the responsibilities of the Central Civil Mobilization Committee as specified?

Based on Article 5 of the Regulation on Civil Mobilization Work of the Political System issued together with Decision 23-QD/TW in 2021 which specifies responsibilities of the Central Civil Mobilization Committee as follows:

- Take the lead in researching, advising, and assisting the Central Committee, directly and regularly the Politburo and the Secretariat on major guidelines and policies and solutions related to civil mobilization work.

- Provide opinions to state agencies during the institutionalization of resolutions, directives, regulations, decisions, and conclusions of the Party on civil mobilization work, and promote the people's right to ownership.

- Appraise projects related to civil mobilization work of agencies and organizations before submitting to the Politburo and the Secretariat. Participate in appraising projects in economic, political, cultural, social, defense, security, and foreign affairs fields related to civil mobilization work.

- Guide, inspect, supervise, and review resolutions, directives, regulations, decisions, rules, and conclusions of the Party on civil mobilization work. Guide and foster professional expertise and update knowledge on civil mobilization work. Provide opinions to the Central Organization Commission on the functions, tasks, and organizational apparatus for civil mobilization work.

- Coordinate with agencies and organizations within the political system to concretize and organize the implementation of civil mobilization tasks; monitor and summarize the people's situation (ethnicity, religion, class, social strata, pressing issues among the people) to report and advise the Politburo and the Secretariat.

Act as the permanent agency of some steering committees and councils on civil mobilization work as assigned by the Politburo and the Secretariat.

- Periodically every six months, annually, and in necessary cases, organize briefings and meetings with state agencies, the Vietnam Fatherland Front, central political-social organizations, provincial and city party committees, and party committees under the central government.
