What are regulations on standards for consideration for award of the People's Artist title in Vietnam?
Based on Article 7 of Decree 61/2024/ND-CP, the standards for consideration for award of the People's Artist title in Vietnam are as follows:
(1) Loyalty to the Nation; adherence to the policies of the Communist Party, the laws of the State; rules and regulations of the agency, organization, and locality.
(2) Having good moral qualities, being exemplary in life, dedicated to the profession; having outstanding artistic talent representative of the specific cultural or artistic field being honored; professional reputation; significant contributions to the Vietnamese revolutionary cause, recognized and admired by colleagues and the public.
(3) Having continuously or cumulatively worked in the professional cultural or artistic field for 20 years or more, or 15 years or more for circus and dance arts.
(4) Having been awarded the title of "Artist of Merit" and subsequently meeting one of the following criteria:
- Having at least 02 national Gold Awards, with at least 01 individual national Gold Award.
The individual or collective national Gold Award for films, programs, plays, performances, etc., shall be converted into personal achievements according to the provisions in Appendix II attached to Decree 61/2024/ND-CP.
International awards for individuals or collectives' films, programs, plays, performances, etc., certified by the professional bodies of the Ministry of Culture, Sports and Tourism, shall be converted into personal achievements according to the provisions in Appendix II attached to Decree 61/2024/ND-CP.
- In the absence of an individual national Gold Award, having at least 03 national Gold Awards collectively converted for the individual according to the provisions in Appendix II attached to Decree 61/2024/ND-CP.
The individual or collective national Gold Award for films, programs, plays, performances, etc., shall be converted into personal achievements according to the provisions in Appendix II attached to Decree 61/2024/ND-CP.
International awards for individuals or collectives' films, programs, plays, performances, etc., certified by the professional bodies of the Ministry of Culture, Sports and Tourism, shall be converted into personal achievements according to the provisions in Appendix II attached to Decree 61/2024/ND-CP.
- Having at least 02 national Gold Awards for musical or photographic works.
The national Gold Award for musical or photographic works shall be converted according to the proportional provisions in Appendix II attached to Decree 61/2024/ND-CP.
International awards for musical or photographic works certified by the professional bodies of the Ministry of Culture, Sports and Tourism shall be converted into personal achievements according to the provisions in Appendix II attached to Decree 61/2024/ND-CP.
- Having outstanding contributions, exceptional artistic talent, and in cases not yet meeting the criteria under point (a) or point (b) of clause 4, Article 7 of Decree 61/2024/ND-CP but recommended by the councils at all levels upon discussion and consensus for submission to the Prime Minister of the Government of Vietnam for a decision in specific cases as follows:
+ Individuals of elderly age according to Article 2 of Law on the Elderly 2009; having 10 additional years of professional artistic activity compared to the requirement in clause 3, Article 7 of Decree 61/2024/ND-CP; having significant, outstanding contributions in the honored type of artistic profession, especially during the national liberation war period;
+ Individuals having 10 additional years of professional artistic activity compared to the requirement in clause 3, Article 7 of Decree 61/2024/ND-CP; having significant, outstanding contributions in the honored type of artistic profession; currently actively participating in professional artistic performances serving political duties at the provincial, city, ministry, and national levels;
+ Individuals having 10 additional years of professional artistic activity compared to the requirement in clause 3, Article 7 of Decree 61/2024/ND-CP; having significant, outstanding contributions in the honored type of artistic profession; currently actively participating in professional artistic performances in symphonic music, ballet, opera forms;
+ Individuals who are teachers or lecturers at professional cultural and artistic training schools; directly training at least 03 students to win Gold Awards at national, international artistic competitions (The international awards of students are certified by the professional bodies of the Ministry of Culture, Sports and Tourism for conversion basis into personal achievements for teachers or lecturers); currently still actively participating in professional artistic performances and having significant, outstanding contributions in the honored type of artistic profession or having 10 additional years of professional artistic activity compared to the requirement in clause 3, Article 7 of Decree 61/2024/ND-CP, having significant, outstanding contributions in the honored type of artistic profession, currently still actively participating in professional artistic performances serving political duties at the provincial, city, ministry, and national levels.
What is the interval between two events of considering awarding, announcing, and awarding the People's Artist title in Vietnam?
Based on Article 5 of Decree 61/2024/ND-CP, the interval between two events of considering awarding, announcing, and awarding the People's Artist title in Vietnam is as follows:
- The titles "People's Artist" and "Artist of Merit" are awarded and announced according to the provisions in clause 4, Article 66 of Law on Emulation and Commendation 2022 as follows:

4. The titles "People's Artist" and "Artist of Merit" are awarded and announced every 03 years on the occasion of the National Independence Day of the Socialist Republic of Vietnam.
- The Ministry of Culture, Sports, and Tourism organizes the Awarding Ceremony for the titles "People's Artist" and "Artist of Merit".
Thus, the interval between two events of considering awarding, announcing, and awarding the People's Artist title in Vietnam is every 03 years on the occasion of the National Independence Day of the Socialist Republic of Vietnam.
