Based on Article 5 of Decree 61/2024/ND-CP, the interval between 2 events of consideration for, announcement, and organization of award of the "Artist of Merit" title in Vietnam is as follows:

- The titles “People’s Artist”, “Artist of Merit” are awarded and announced according to Clause 4, Article 66 of the Law on Emulation and Commendation 2022.

4. The titles of “People’s Artist”, “Artist of Merit” are awarded and announced every 03 years on the occasion of the National Day of the Socialist Republic of Vietnam.

The time for awarding, announcing, and organizing the presentation of the "Artist of Merit" title is every 03 years on the occasion of the National Day of the Socialist Republic of Vietnam.

What are the standards for awarding the "Artist of Merit" title in Vietnam?

Based on Article 8 of Decree 61/2024/ND-CP, the standards for awarding the "Artist of Merit" title in Vietnam are as follows:

The title of "Artist of Merit" is awarded to individuals specified in Clause 2, Article 2 of Decree 61/2024/ND-CP who meet the following standards:

(1) Loyal to the Fatherland; comply well with the guidelines of the Communist Party, policies, and laws of the State; the charter, regulations, and provisions of agencies, organizations, and localities.

(2) Possess good moral character, be exemplary in life, dedicated to the profession; have outstanding artistic talent in the recognized cultural and art forms, professions; possess professional prestige; have a spirit of serving the people, being recognized and adored by colleagues and the public.

(3) Have been continuously or cumulatively active in the field of professional culture and art for 15 years or more, or 10 years or more in the field of circus, dance.

(4) Meet one of the following criteria:

- Have at least 02 national Gold awards, including 01 individual national Gold award.

Individual or collective Gold awards in domestic films, programs, plays, performances can be converted to individual achievements as regulated in Appendix II attached to Decree 61/2024/ND-CP.

International awards of individuals or collective films, programs, plays, performances, reviewed by the professional body in cultural and artistic activities of the Ministry of Culture, Sports, and Tourism, can be converted to individual achievements as the basis for evaluation in accordance with Appendix II attached to Decree 61/2024/ND-CP.

- Have at least 01 national Gold award and 02 national Silver awards, including 01 individual national Gold award.

Individual or collective Gold awards in domestic films, programs, plays, performances can be converted to individual achievements as regulated in Appendix II attached to Decree 61/2024/ND-CP.

International awards of individuals or collective films, programs, plays, performances, reviewed by the professional body in cultural and artistic activities of the Ministry of Culture, Sports, and Tourism, can be converted to individual achievements as the basis for evaluation in accordance with Appendix II attached to Decree 61/2024/ND-CP.

The conversion rate for individual Silver awards or collective films, programs, plays, performances is equal to the conversion rate of individual national Gold awards.

- In case there is no individual national Gold award, at least 03 national Gold awards converted for individuals as regulated in Appendix II attached to Decree 61/2024/ND-CP.

Individual or collective Gold awards in domestic films, programs, plays, performances can be converted to individual achievements as regulated in Appendix II attached to Decree 61/2024/ND-CP.

International awards of individuals or collective films, programs, plays, performances, reviewed by the professional body in cultural and artistic activities of the Ministry of Culture, Sports, and Tourism, can be converted to individual achievements as the basis for evaluation in accordance with Appendix II attached to Decree 61/2024/ND-CP.

- Have at least 02 national Gold awards for musical works or photographic works.

National Gold awards for musical works or photographic works can be converted as regulated in Appendix II attached to Decree 61/2024/ND-CP.

International awards for musical works or photographic works, reviewed by the professional body of the Ministry of Culture, Sports, and Tourism, with written conversion as the basis for individual achievements evaluation, as regulated in Appendix II attached to Decree 61/2024/ND-CP.

- Have outstanding contributions, exceptional artistic talent, not meeting the criteria specified at points a, b, or c of Clause 4, Article 8, Decree 61/2024/ND-CP but recommended by the councils at all levels to the Prime Minister for specific cases as follows:

Individuals who are elderly according to Article 2 of the Law on Elderly 2009; have 10 more years of professional artistic activity than stipulated in Clause 3, Article 8 of Decree 61/2024/ND-CP; have made many outstanding contributions in the recognized art forms, especially during the years of the national resistance;

Individuals who have 10 more years of professional artistic activity than stipulated in Clause 3, Article 8 of Decree 61/2024/ND-CP; have made many outstanding contributions in the recognized art forms; currently, still actively participating in professional artistic performance activities, serving political tasks at provincial, city, ministerial, national levels;

Individuals who have 10 more years of professional artistic activity than stipulated in Clause 3, Article 8 of Decree 61/2024/ND-CP; have made many outstanding contributions in the recognized art forms; currently, still actively participating in professional artistic performance activities in symphony, ballet, opera;

Individuals who are teachers, lecturers at professional culture and art training schools; directly train at least 03 students, including at least 02 students who have won Gold awards and 01 student who has won a Silver award at national and international art competitions (International awards of students, as reviewed by the professional body of the Ministry of Culture, Sports, and Tourism, with written confirmation, as the basis for evaluating teachers, lecturers), currently, still actively participating in professional artistic performance activities and have made many outstanding contributions in the recognized art forms or have 10 more years of professional artistic activity than stipulated in Clause 3, Article 8 of Decree 61/2024/ND-CP, have made many outstanding contributions in the recognized art forms, currently, still actively participating in professional artistic performance activities, serving political tasks at provincial, city, ministerial, national levels.
