On April 7, 2023, the Ministry of Education and Training of Vietnam issued Official Dispatch 1515/BGDĐT- QLCL in 2023 providing guidance on organizing the Vietnam High School Graduation Exam 2023. According to Appendix IX attached to Official Dispatch 1515/BGDĐT- QLCL in 2023, the Ministry of Education and Training of Vietnam has provided the format of the Vietnam High School Graduation Exam Application Form 2023 as follows:

Additionally, the Ministry of Education and Training of Vietnam has provided instructions for 12th-grade students to register for the Vietnam High School Graduation Exam 2023 online using the accounts provided. After students complete the information declaration, they need to review and confirm according to the stated registration timeline.

The high school where the student is currently studying will print the application form, form number 1, and form number 2, then sign, seal, and stamp on the photo of the application form. Form number 1 will be kept at the registration unit, and form number 2 will be given back to the student.

What are instructions on filling out the application Vietnam High School Graduation Exam Application Form in 2023?

According to Appendix IX attached to Official Dispatch 1515/BGDĐT- QLCL in 2023, the Ministry of Education and Training of Vietnam provided instructions on filling out the Vietnam High School Graduation Exam Application Form 2023 as follows:

Section Department of Education and Training......... CODE: Students registering at the registration unit under which Department of Education and Training should write the name of the Department of Education and Training in the blank space, then fill in the 2-digit code representing the Department of Education and Training in the next 2 blank boxes, the code is regulated by the Ministry of Education and Training of Vietnam.

Section Form Number: The registration receiving unit will fill this in, the students should not fill out this section.

Sections 1 and 2: Follow the instructions on the Vietnam High School Graduation Exam Application Form (hereinafter referred to as Application Form).

Section 3: a) Place of birth of the student should be clearly stated with the name of the province or centrally run city (province/city), if born abroad, the student only needs to state the name of the country (in Vietnamese). b) Ethnicity should be written as per the birth certificate. c) Foreign nationality should be marked (X) in the adjacent box.

Section 4: Citizen Identification number, Identity Card number, Personal identification code, and Passport number should be written collectively as Citizen Identification/Identity Card (ID/ID) in this section. For new ID/ID, fill in all 12 digits in the corresponding boxes; for old ID/ID, fill in 9 digits in the last 9 right-hand boxes, leaving the first three boxes blank.

Section 5: The province/city code, district code, and commune code for communes belonging to Zone 1 will be regulated by the Ministry of Education and Training of Vietnam. Students should check with the registration unit to write correctly the province/city code, district code, and commune code for their current residence in the corresponding boxes on the right. Students without a residence in a Zone 1 commune should leave the commune code box blank.

After filling out the administrative unit codes in the boxes, students write the name of the commune/ward, district, province/city on the blank line. For priority students or areas related to permanent residence, please confirm the duration of more than 18 months of residence in Zone 1 or over 18 months in especially difficult communes, communes with especially difficult hamlets during the high school period by ticking the corresponding box.

Section 6: Write the name of the school and the address down to the district/city level in the blank line. Enter the province code where the school is located in the first 2 boxes, enter the school code in the next 3 boxes (school code as per the Department of Education and Training, if the school code has 1 digit, the first two boxes should enter 0, if the school code has 2 digits, the first box should enter 0).

For students who are police, soldiers assigned to take the exam for university, CĐSP admission, enter the province/city code corresponding to the location of the unit, and enter the high school code as 900. For students who have studied abroad, for the years studied abroad, enter the province/city code corresponding to the location of permanent residence in Vietnam and the high school code as 800. The class name section: clearly state the 12th-grade class where the student is studying (e.g., 12A1, 12A2,...), independent students write "ID".

Section 7: Clearly state the phone number and email. For students who require adjustments to online admissions registration, they need to register their mobile phone number to receive a one-time password (OTP) via message to ensure security when registering online.

Section 8: Students must clearly state the contact person's information: full name; phone number; address (house number), hamlet (street, alley), commune/ward, district/town, province/city. This address is also where the Admission Notice will be sent if the student is admitted.

Section 9: Students who wish to use the exam results for university admission; college programs in Preschool Education should tick (X) in the adjacent box.

Section 10: Students must tick (X) in one of the 2 boxes to clearly indicate whether they are studying the high school program or the continuing education high school program.

Section 11: For independent candidates, they must tick (X) in one of the 2 boxes to clarify whether they are independent candidates who have not graduated from high school or have already graduated from high school (as of the exam date).

Section 12: Students registering for the exam at which Exam Council should enter the name of the Exam Council and the Exam Council code regulated by the Ministry of Education and Training of Vietnam in the corresponding positions.

Section 14: For students currently in the 12th grade (not graduated from high school) they must register for the exam component tests at item a, they are not allowed to select the individual subjects at item b.

For independent students, depending on the purpose of the exam, depending on the selection of the university admission subject combinations, they can choose the whole exam (at item a) or choose only some component subjects (at item b) accordingly. Independent students are allowed to register only one composite exam (KHTN or KHXH).

Independent students are only allowed to register for component subjects within the same composite exam. For independent students who have not graduated from high school but have composite exam/subjects that meet preservation conditions from the previous year and wish to preserve the exam/subjects scores, they must enter the exam/subjects scores at Section 16. However, students can still choose to take the composite exam/component subjects (already preserved) for university/college admission.

For students studying under the continuing education program, they can choose the Foreign Language exam if they wish to use the Foreign Language subject in the university/college admission subject combinations.

How to choose composite exams/component subjects: Students registering for the composite exams/component subjects should tick (X) in the corresponding boxes, for the Foreign Language exam, students must enter the corresponding code for a specific language as follows: N1 – English; N2 – Russian; N3 – French; N4 – Chinese; N5 – German; N6 – Japanese, N7 – Korean. Students are only allowed to select component subjects in one composite exam.

Section 15: For students wishing to be exempted from the Foreign Language exam, they need to clearly state the type of certificate qualifying for exemption or clearly state they are a member of the national team participating in the international Foreign Language Olympiad according to Ministry of Education and Training of Vietnam regulations. For certificates that include scores (total exam scores), students must enter the scores in the "Test Scores" box.

Section 16: Students who took the previous year's high school exams, if there are exam/subjects that meet preservation conditions, and wish to preserve the exam/subjects scores, must enter the exam/subjects scores in the corresponding boxes (Note: For composite exams, students have the right to preserve the results of individual component subjects if qualified, to preserve the entire composite exam scores, students must enter all the scores of the component subjects of that composite exam).

For preserved exam/subjects, students can still register for the exam (composite exam or component subjects) in Section 14 only if they wish to use the results for university/college admission.

Additionally, students need to note the information filling on the software as follows:

Sections 24, 25, 26, 27 on the software: Students registering for the exam to get results for university, CĐ in Preschool Education must fill in the information in these sections. In Section 24, students must declare fully and correctly the information on the software along with evidence according to the regulations and instructions in Appendix XVII to receive prioritization in university/college admission.

Who are eligible to take the Vietnam High School Graduation Exam in 2023?

According to the provisions in Article 12 of the Exam Regulations issued with Circular 15/2020/TT-BGDĐT, the eligible candidates for the Vietnam High School Graduation Exam 2023 include:

- Those who have completed the high school program in the year the exam is held;

- Those who have completed the high school program but have not taken the Vietnam High School Graduation Exam or have taken the exam but have not graduated from high school in previous years;

- Those who already have a High School Diploma, those who have a diploma in intermediate level and take the exam to use the results as a basis for university/college admission;

- Other special cases decided by the Minister of Education and Training.
