When is it necessary to report the working time in the education sector?
Based on the regulations in Article 13 of Decree 116/2020/ND-CP as follows:
Responsibilities of the family and the person sent for training
1. Comply with the provisions of the law and the rules and regulations of the teacher training institutions; complete the training program in the assigned sector.
After graduation, students must inform the assigning agency, ordering or bidding about their study results to receive advice and support on career orientation in the education sector as stipulated in Clause 2, Article 2 of this Decree.
2. After the graduation recognition decision is issued, annually before December 31 of the following year until the time when the obligation to reimburse the support funds is not required as stipulated in Point a, Clause 2, Article 6, they must report their employment status (Form No. 02 in the Appendix issued with this Decree) to the reimbursement fund management agency to notify the deletion or collection of the support funds.
3. Pedagogical students who fall under the category stipulated in Clause 1, Article 6 of this Decree or their families are obliged to return the support funds to the reimbursement fund management agency according to the provisions of Article 9 of this Decree to repay the state budget.
According to the above regulations, after the graduation recognition decision is issued, annually before December 31 of the following year until the time when the obligation to reimburse the support funds is not required, the person sent for training must report their employment status to the reimbursement fund management agency to notify the deletion or collection of the support funds.
The time when the obligation to reimburse the support funds is not required is 2 years from the date of the graduation recognition decision. Pedagogical students working in the education sector must have a minimum working time equal to twice the training time from the date of recruitment.

According to the regulations in Article 7 of Decree 116/2020/ND-CP as follows:
Procedure for registering tuition fee and living expense support
1. Annually, based on the assigned targets notified by the Ministry of Education and Training, teacher training institutions notify candidates admitted to teacher training programs to register under the assigned task, ordering or bidding, or training according to social needs within the target limit notified by the Ministry of Education and Training.
2. Within 30 days from the date of receiving the admission notification, pedagogical students submit an Application for Support and Commitment to Reimburse Tuition Fees and Living Expenses to the teacher training institution (Form No. 01 in the Appendix issued with this Decree) either directly, by mail, or online (if applicable).
Students only need to submit one set of documents for the first-time support application during their entire study period at the teacher training institution.
3. Teacher training institutions compile and notify the localities assigned tasks, ordering, or bidding to agree on support for pedagogical students under the assigned task, ordering, or bidding.
4. The assigning, ordering, or bidding agency builds selection criteria for admitted pedagogical students, coordinates with teacher training institutions to ensure fair, public, and transparent selection.
5. Within 15 days from the end of the registration period, teacher training institutions coordinate with the assigning, ordering, or bidding agency to confirm and notify the pedagogical students eligible for support, and assess the support policies for pedagogical students within the target limit notified by the Ministry of Education and Training, excluding the bidding targets.
6. The list of pedagogical students eligible for tuition fee support and living expenses is publicly posted on the teacher training institution’s website and sent to the assigning, ordering, or bidding agency for implementation.
The procedure for registering tuition fee and living expense support is implemented as per the above regulations.
