Rights and Obligations of Individuals Awarded the "Artist of Merit" title in Vietnam

According to Article 6 Decree 61/2024/ND-CP, the rights and obligations of individuals awarded the "Artist of Merit" title in Vietnam include:

- Individuals receive a Badge, Certificate from the President, monetary reward, and other benefits as prescribed by law.

- Individuals are obligated to preserve the awarded artifacts; continue creative cultural and artistic work to produce valuable films, programs, plays, performances, and works that serve the People.

What are the standards for Awarding the "Artist of Merit" title in Vietnam?

According to Article 8 Decree 61/2024/ND-CP, the standards for awarding the "Artist of Merit" title in Vietnam are as follows:

The title “Artist of Merit” is awarded to individuals specified in clause 2, Article 2 of Decree 61/2024/ND-CP who meet the following criteria:

(1) Loyal to the Fatherland; adhere well to the policies of the Communist Party, laws of the State, rules, and regulations of agencies, organizations, and localities.

(2) Possess good moral qualities, exemplary in life, dedicated to the profession; demonstrate outstanding artistic talent in the honored fields of culture and art; hold professional prestige and have a spirit of service to the people, recognized and admired by colleagues and the public.

(3) Have continuously or cumulatively engaged in professional cultural and artistic activities for 15 years or more, or 10 years or more for circus and dance arts.

(4) Achieve one of the following criteria:

- Have at least 02 national Gold Awards, including 01 individual national Gold Award.

National Gold Awards for individuals or for films, programs, plays, performances, are converted to individual achievements as prescribed in Appendix II attached to Decree 61/2024/ND-CP.

International awards for individuals or for films, programs, plays, performances considered by the relevant cultural, artistic professional authority of the Ministry of Culture, Sports and Tourism, are converted to individual achievements as prescribed in Appendix II attached to Decree 61/2024/ND-CP.

- Have at least 01 national Gold Award and 02 national Silver Awards, including 01 individual national Gold Award.

National Gold Awards for individuals or for films, programs, plays, performances are converted to individual achievements as prescribed in Appendix II attached to Decree 61/2024/ND-CP.

International awards for individuals or for films, programs, plays, performances considered by the relevant cultural, artistic professional authority of the Ministry of Culture, Sports and Tourism, are converted to individual achievements as prescribed in Appendix II attached to Decree 61/2024/ND-CP.

The conversion rate for national Silver Awards for individuals or for films, programs, plays, performances is the same as for national Gold Awards.

- In cases where there is no individual national Gold Award, there must be at least 03 converted individual national Gold Awards as prescribed in Appendix II attached to Decree 61/2024/ND-CP.

National Gold Awards for individuals or for films, programs, plays, performances are converted to individual achievements as prescribed in Appendix II attached to Decree 61/2024/ND-CP.

International awards for individuals or for films, programs, plays, performances considered by the relevant cultural, artistic professional authority of the Ministry of Culture, Sports and Tourism, are converted to individual achievements as prescribed in Appendix II attached to Decree 61/2024/ND-CP.

- Have at least 02 national Gold Awards for musical or photographic works.

National Gold Awards for musical or photographic works are converted as prescribed in Appendix II attached to Decree 61/2024/ND-CP.

International awards for musical or photographic works considered by the relevant cultural, artistic professional authority of the Ministry of Culture, Sports and Tourism, are converted to individual achievements as prescribed in Appendix II attached to Decree 61/2024/ND-CP.

- Have outstanding contributions, exceptional artistic talent, that do not meet the criteria specified in points a, b, or c of clause 4, Article 8 Decree 61/2024/ND-CP but are discussed and agreed upon by the Councils at all levels to present to the Prime Minister for the following specific cases:

Individuals are elderly according to Article 2 of Elderly Law 2009; have engaged in professional artistic activities 10 years longer than prescribed in clause 3, Article 8 Decree 61/2024/ND-CP; have many outstanding contributions in the honored field of art, especially during the years of the revolutionary struggle.

Individuals have engaged in professional artistic activities 10 years longer than prescribed in clause 3, Article 8 of Decree 61/2024/ND-CP; have outstanding contributions in the honored field of art; still actively participate in professional artistic performances serving political tasks at provincial, city, ministry, and national levels;

Individuals have engaged in professional artistic activities 10 years longer than prescribed in clause 3, Article 8 of Decree 61/2024/ND-CP; have outstanding contributions in the honored field of art; still actively participate in professional artistic performances in the fields of symphonic music, ballet, opera.

Individuals are teachers, lecturers at professional culture and art schools; directly trained 03 students, with at least 02 students winning Gold awards and 01 student winning a Silver award at national and international artistic competitions (International awards of students are considered by the relevant professional authority of the Ministry of Culture, Sports and Tourism, with a written confirmation to count achievements for teachers and lecturers), still actively participate in professional artistic performances and have many exemplary and outstanding contributions in the honored field of art or have engaged in professional artistic activities 10 years longer than prescribed in clause 3, Article 8 of Decree 61/2024/ND-CP, have many exemplary and outstanding contributions in the honored field of art, still actively participate in professional artistic performances serving political tasks at provincial, city, ministry, and national levels.
