What are the criteria for awarding the People's Artist title in Vietnam?
Based on Article 7 of Decree 61/2024/ND-CP, the criteria for awarding the People's Artist title in Vietnam are as follows:
The “People's Artist” title is conferred on individuals specified in Clause 2, Article 2 of Decree 61/2024/ND-CP, meeting the following standards:
(1) Loyalty to the Homeland; good compliance with the policies of the Communist Party, laws of the State; rules, regulations of the agency, organization, locality.
(2) Having good moral qualities, exemplary in life, dedicated to the profession; having outstanding and exemplary artistic talent in the cultural and artistic forms honored; having professional reputation; having many contributions to the Vietnamese revolutionary cause, recognized and admired by colleagues and the population.
(3) Having continuously engaged in professional cultural and art activities for at least 20 years or at least 15 years for forms like circus and dance.
(4) Having been conferred the “Artist of Merit” title, then continuing to meet one of the following criteria:
- Possessing at least 02 National Gold Awards, which includes at least 01 individual National Gold Award.
National Gold Awards for individuals or for films, programs, performances, and items are converted to individual achievements as per Appendix II attached to Decree 61/2024/ND-CP.
International awards for individuals or for films, programs, performances, and items are considered by the specialized arts and cultural agency of the Ministry of Culture, Sports, and Tourism, with written conversion to serve as a basis for calculating achievements for individuals as per Appendix II attached to Decree 61/2024/ND-CP.
- In case there is no individual National Gold Award, there must be at least 03 National Gold Awards converted for individuals as per Appendix II attached to Decree 61/2024/ND-CP.
National Gold Awards for individuals or for films, programs, performances, and items are converted to individual achievements as per Appendix II attached to Decree 61/2024/ND-CP.
International awards for individuals or for films, programs, performances, and items are considered by the specialized arts and cultural agency of the Ministry of Culture, Sports, and Tourism, with written conversion to serve as a basis for calculating achievements for individuals as per Appendix II attached to Decree 61/2024/ND-CP.
- Holding at least 02 National Gold Awards for musical or photographic works.
National Gold Awards for musical or photographic works are converted as per the ratio provided in Appendix II attached to Decree 61/2024/ND-CP.
International awards for musical or photographic works are considered by the specialized arts and cultural agency of the Ministry of Culture, Sports, and Tourism, with written conversion to serve as a basis for calculating achievements for individuals as per Appendix II attached to Decree 61/2024/ND-CP.
- Making outstanding contributions, possessing exemplary artistic talent, not meeting the criteria specified in Point a or Point b, Clause 4, Article 7 of Decree 61/2024/ND-CP but discussed and unanimously proposed by the councils at various levels for the Prime Minister of the Government of Vietnam to consider and decide for one specific case as follows:
The individual is an elderly person as defined in Article 2 of Law on Elderly 2009; having engaged in professional artistic activities for an additional 10 years compared to the provisions in Clause 3, Article 7 of Decree 61/2024/ND-CP; making many additional outstanding contributions in the honored artistic forms, especially during the years of the national liberation struggle;
Having engaged in professional artistic activities for an additional 10 years compared to the provisions in Clause 3, Article 7 of Decree 61/2024/ND-CP; making many additional outstanding contributions in the honored artistic forms; still actively participating in professional art performances, serving provincial, city, ministerial, and national political tasks;
Having engaged in professional artistic activities for an additional 10 years compared to the provisions in Clause 3, Article 7 of Decree 61/2024/ND-CP; making many additional outstanding contributions in the honored artistic forms; still actively participating in professional art performances in symphonic music, ballet, and opera;
Individuals are teachers, lecturers at professional cultural and artistic training institutions;
Directly training 03 students participating and winning Gold Awards at national and international art competitions (International awards for students are considered by the specialized agency of the Ministry of Culture, Sports, and Tourism, with written confirmation to serve as the basis for calculating achievements for teachers, lecturers), still actively participating in professional art performances and making many additional outstanding contributions in the honored artistic forms or having engaged in professional artistic activities for an additional 10 years compared to the provisions in Clause 3, Article 7 of Decree 61/2024/ND-CP, making many additional outstanding contributions in the honored artistic forms, still actively participating in professional art performances, serving provincial, city, ministerial, and national political tasks.
What is the interval between 2 events of award, announcement, and organization of the award of the People's Artist title in Vietnam?
Based on Article 5 of Decree 61/2024/ND-CP, the interval between 2 events of award, announcement, and organization of the award of the People's Artist title in Vietnam is as follows:
- The titles “People's Artist,” “Artist of Merit” are conferred and announced as stipulated in Clause 4, Article 66 of Law on Emulation and Commendation 2022. To be specific:

4. The titles “People's Artist,” “Artist of Merit” are conferred and announced every 03 years on the occasion of the National Day of the Socialist Republic of Vietnam.
- The Ministry of Culture, Sports, and Tourism of Vietnam organizes the ceremony to confer the titles “People's Artist,” “Artist of Merit.”
