Pursuant to Article 9 of Regulation 96/QD-TW 2023, the process for conducting trust votes is stipulated as follows:

Procedure for conducting trust votes

1. For the positions within the Party Committee and leadership, management positions within the political system

Step 1: Preparation for trust voting

Based on the plans of the competent authorities, the advisory agency for organization and personnel prepares the following content:

- Request the individual subject to the trust vote to report according to the provisions of Clause 3, Article 7 of this Regulation.

- Compile reports and dossiers of individuals subject to the trust vote as prescribed, along with explanatory reports and provide information related to the content (if any). Send to the vote recorder 15 days in advance; issues that need to be clarified by competent authorities or the vote recorder should be sent to the individual subject to the trust vote 10 days before conducting the trust vote.

- Prepare trust voting ballots listing the individuals subject to trust vote, the levels of trust, and bearing the stamp of the competent Party Committee, organization, agency, or unit, as prescribed.

- Propose a vote counting committee.

Step 2: Conducting the trust vote

- The Party Committee, the head of the organizing agency, presides over the meeting to clarify the purpose and requirements of the trust vote for cadres as prescribed.

- Elect the vote counting committee; the committee issues ballots and guides how to fill them out.

- Individuals involved will fill out their ballots and drop them into the ballot box as prescribed.

Step 3: Reporting the trust vote results

- The vote counting committee conducts the vote count and announces the results to the meeting.

- The vote count record is made in 3 copies (2 copies sent to the immediate superior; 1 copy kept at the local, agency, or unit) and managed according to confidentiality policies.

- The Party Committee, organizing agency, or unit that conducts the trust vote reports the results as stipulated in Article 10 of this Regulation.

According to the above regulations, the report of trust vote results is utilized when the vote counting committee conducts the count and announces the results to the meeting.
