Pursuant to Article 2 of Circular 40/2022/TT-BGTVT, the professional title codes of maritime port authorized staff in Vietnam:
(1) Professional titles of maritime port authorized staff:
- Grade 1 maritime port authorized staff (Code: V.12.42.01)
- Grade 2 maritime port authorized staff (Code: V.12.42.02)
- Grade 3 maritime port authorized staff (Code: V.12.42.03)
- Grade 4 maritime port authorized staff (Code: V.12.42.04)
(2) Professional titles for maritime traffic supervision and coordination staff:
- Grade 3 maritime traffic supervision and coordination staff (Code: V.12.43.03)
- Grade 4 maritime traffic supervision and coordination staff (Code: V.12.43.04)
(3) Professional titles of maritime port authorized seafarers:
- Master (Code: V.12.44.01)
- Chief engineer (Code: V.12.44.02)
- chief officer (Code: V.12.44.03)
- Deck officer (Code: V.12.44.04)
- Engineering officer (Code: V.12.44.05)
- Bosun (Code: V.12.44.06)

The principles of salary classification for professional titles of maritime port authorized staff in Vietnam are specified in Article 11 of Circular 40/2022/TT-BGTVT as follows:
Principles of salary classification for professional titles of maritime port authorized staff
1. The appointment and salary classification of professional titles of maritime port authorized staff must be based on their current job positions, and professional responsibilities, and fully meet the standards prescribed in this Circular.
2. When transferring into the professional title of maritime port authorized staff, it is not allowed to combine pay rise or rank promotion of professional title.
Thus, the principles of salary classification for professional titles of maritime port authorized staff in Vietnam are:
- The appointment and salary classification of professional titles of maritime port authorized staff must be based on their current job positions, and professional responsibilities, and fully meet the standards prescribed in Circular 40/2022/TT-BGTVT;
- When transferring into the professional title of maritime port authorized staff, it is not allowed to combine pay rise or rank promotion of professional title.

2. The group of professional titles of maritime port authorized staffs specified in this Circular may apply professional salary tables for cadres and public employees working in state non-business units (Table 3) issued together with the Government's Decree No. 204/2004/ND-CP dated December 14, 2004 on the salary regime for cadres, public employees, civil servants, and armed forces as follows:
a) The professional title of grade 1 maritime port authorized staff shall apply the salary coefficient of class A3 public employees under group 1 (A3.1) with a salary coefficient from 6.20 to 8.00.
b) The professional title of grade 2 maritime port authorized staff shall apply the salary coefficient of class A2 public employees under group 1 (A2.1) with a salary coefficient from 4.40 to 6.78.
c) Professional titles of grade 3 maritime port authorized staff shall apply the salary coefficient of class A1 public employees with a salary coefficient from 2.34 to 4.98.
d) Professional titles of grade 4 maritime port authorized staff shall apply the salary coefficient of class A0 public employees with a salary coefficient from 2.10 to 4.89.
3. The salary classification of officials with professional titles of maritime port authorized staff who are transferred from the salary coefficient of the current ranks of civil servants and officials to professional titles of maritime port authorized staff specified in this Circular shall comply with the guidance in Clause 2, Section II of Circular No. 02/2007/TT-BNV dated On May 25, 2007, the Minister of Home Affairs on the salary classification when the rank promotion, transfer, and transfer to other types of civil servants and officials as follows:
a) Salary classification for professional title of grade 1 maritime port authorized staff, code V.12.42.01 shall apply to officials currently ranked salary class A3, group 1 (A3.1).
b) Salary classification of the professional title of grade 2 maritime port authorized staff, code V.12.42.02 shall apply to officials currently ranked salary class A2, group 1 (A2.1).
c) Salary classification of the professional title of grade 3 maritime port authorized staff, code V.12.42.03 shall apply to officials currently ranked salary class A1.
d) Salary classification of the professional title of grade 4 maritime port authorized staff, code V.12.42.04 shall apply to officials currently ranked salary class A0.
Thus, according to the above provisions, the salary coefficient of professional titles of maritime port authorized staff includes:
- The professional title of grade 1 maritime port authorized staff shall apply the salary coefficient of class A3 public employees under group 1 (A3.1) with a salary coefficient from 6.20 to 8.00.
- The professional title of grade 2 maritime port authorized staff shall apply the salary coefficient of class A2 public employees under group 1 (A2.1) with a salary coefficient from 4.40 to 6.78.
- Professional titles of grade 3 maritime port authorized staff shall apply the salary coefficient of class A1 public employees with a salary coefficient from 2.34 to 4.98.
- Professional titles of grade 4 maritime port authorized staff shall apply the salary coefficient of class A0 public employees with a salary coefficient from 2.10 to 4.89.
- For officials transferred to professional titles of maritime port authorized staff:
+ Salary classification for professional title of grade 1 maritime port authorized staff, code V.12.42.01 shall apply to officials currently ranked salary class A3, group 1 (A3.1).
+ Salary classification of the professional title of grade 2 maritime port authorized staff, code V.12.42.02 shall apply to officials currently ranked salary class A2, group 1 (A2.1).
+ Salary classification of the professional title of grade 3 maritime port authorized staff, code V.12.42.03 shall apply to officials currently ranked salary class A1.
+ Salary classification of the professional title of grade 4 maritime port authorized staff, code V.12.42.04 shall apply to officials currently ranked salary class A0.
Circular 40/2022/TT-BGTVT will take effect from March 1, 2023.
