- General criteria:

+ Have a strong political will, absolutely loyal to the Fatherland and the people, to the Communist Party of Vietnam and the State of the Socialist Republic of Vietnam; have a high revolutionary vigilance, ready to fight, sacrifice, and excellently complete all assigned tasks.

+ Possess revolutionary ethics; be diligent, frugal, upright, just, and impartial; exemplarily adhere to the lines and policies of the Communist Party, and the laws of the State; promote democracy, strictly observe military discipline; respect and unite with the people and comrades; be trusted by the masses.

+ Have a level of political, military science knowledge and the ability to creatively apply Marxism-Leninism, Ho Chi Minh's thought, and the lines, viewpoints, and policies of the Communist Party and the State into the task of building the entire people's national defense and building the people's army; have knowledge about culture, economy, society, law, and other fields; possess practical activity abilities that meet the assigned tasks' requirements; graduate from the training program as stipulated for each position.

+ Have a clear background, suitable age and health condition for the position and rank being held.

What are the current regulations on salary, allowances, housing, and working conditions for active-duty officers in Vietnam?

Article 31 of the Law on Officers of the Vietnam People's Army 1999, amended by Clause 10, Article 1 of the Amended Law on Officers of the Vietnam People's Army 2008 and Clause 7, Article 1 of the Amended Law on Officers of the Vietnam People's Army 2014 stipulates the salary, allowances, housing, and working conditions for active-duty officers as follows:

Salary, allowances, housing, and working conditions for active-duty officers

Active-duty officers are entitled to salary, allowances, housing, and working conditions as follows:

1. The regime of salary and allowances is regulated by the Government of Vietnam; the salary table for officers is calculated based on the position, title held, and appropriate rank with the nature and tasks of the army as a special labor sector; seniority allowance is calculated based on the current salary and the duration of active duty. Officers enjoy allowances and subsidies like officials with the same working conditions and specific military allowances and subsidies;

2. Eligible officers, when reaching the time for rank promotion but already having the highest rank of the current position or having held the rank of Colonel, General grades for 4 years or more without being promoted to a higher rank, will be given salary increases according to officers' salary policies;

3. Holding multiple positions simultaneously will entitle the officer to the benefits of the highest position and concurrent leadership position allowance according to legal regulations;

4. If assigned to a lower position according to Point a, Clause 3, Article 21 of this Law, the officer retains the benefits of the previous position;

5. When being relieved of a position, the officer enjoys benefits according to the new position;

6. Conditions are ensured for task execution as regulated by the Minister of National Defense;

7. Housing allowances are provided; social housing support policies are implemented, and official housing is ensured according to legal provisions.

Thus, salary, allowances, housing, and working conditions for active-duty officers are regulated as stated above.
