Salary of Court Clerks in 2024 Before and After Implementing the Wage Reform: How Much is it?
According to legal regulations, what is a Court Clerk?
Pursuant to Article 92 of the Law on Organization of the People's Court 2014, a Court Clerk is a person with a bachelor's degree in law or higher, recruited by the Court, trained in the professional skills of a Court Clerk, and appointed to the rank of Court Clerk.
A Court Clerk is a judicial position who performs duties at the Court as assigned by an authorized person.
The Court Clerk plays an important role in assisting Judges, the Trial Council during the trial process, and in resolving cases.
Article 1 of the Regulation on professional standards, conditions and procedures, and application for promotion examination of Court Inspector and Court Clerk, issued together with Decision 1718/QD-TANDTC 2017, stipulates that court clerks have the following ranks:
- Senior Clerk;- Chief Clerk;- Clerk.

What is the Court Clerk’s salary in 2024 before and after the implementation of wage reform?
(1) Court Clerk salary before the implementation of wage reform in 2024
The salary for the position of Court Clerk: On average from 4,212,000 - 8,964,000 VND/month is implemented according to the salary coefficient and statutory pay rate, as stipulated in Resolution 730/2004/NQ-UBTVQH11 and Decree 24/2023/ND-CP.

(2) Court Clerk salary after the implementation of wage reform in 2024
The President of the National Assembly has signed and promulgated Resolution 104/2023/QH15 on the State Budget Estimate for 2024, which stipulates the implementation of a comprehensive reform of the wage policy in accordance with Resolution 27-NQ/TW in 2018.
According to Resolution 27-NQ/TW in 2018, from July 1, 2024, the statutory pay rate and the current salary coefficient will be abolished, and a basic salary will be established and applied according to a specific monetary amount based on the job position in 5 new salary tables, including 2 new salary tables for officials and public employees:
- 1 salary table for positions applicable to officials and public employees holding leadership positions;- 1 salary table for professional and job titles by official rank and public employee title, applicable to officials and public employees not holding leadership positions.
The new salary table based on job positions, titles, and leadership positions will replace the current salary system; the transition from the old salary to the new salary will ensure that it is not lower than the current salary.
Thus, from July 1, 2024, when the wage reform is implemented, the current salary table for Court Clerks will no longer be applied, and the salary coefficient and statutory pay rate will be abolished. Court Clerks will be classified into the professional and job title salary table applicable to non-leadership officials.
Additionally, the salary structure of the Court Clerk will be designed according to the new structure specified in Resolution 27-NQ/TW in 2018: Basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). A bonus fund (accounting for about 10% of the total annual salary fund, excluding allowances) will also be supplemented.
The exact new salary from July 1, 2024, will be determined once the state issues the new salary table and the new salary calculation formula:
Court Clerk salary = Basic salary + Allowance (if any) + Bonus (if any)
What are the general standards for a Court Clerk?
The standard for the Chief Clerk rank is stipulated in Article 3 of the Regulation on professional standards, conditions and procedures, and application for promotion examination of Court Inspector and Court Clerk, issued together with Decision 1718/QD-TANDTC 2017, and the general standards for a Court Clerk are as follows:
- Possess firm political courage, be steadfast with Marxism-Leninism, and Ho Chi Minh's thoughts; master and comply with the guidelines and policies of the Communist Party, and laws of the State; be loyal to the Homeland and the Constitution of the Socialist Republic of Vietnam; protect justice, the interests of the homeland, and the people.
- Fully perform the duties of an official as prescribed by law; strictly comply with the assignment of tasks by superiors; set an exemplary role in following the rules and regulations of the agency, unit, and the People's Court.
- Be dedicated, honest, objective, impartial, and exemplary in performing public duties; adhere to the code of conduct of the People's Court officials, be polite, cultured, and standard in interactions and service to the people.
- Have good morals, a healthy lifestyle and livelihood, be humble, united; diligent, thrifty, integrity, fairness; not exploit the public for personal gain; not being bureaucratic, corrupt, wasteful, or negative.
- Regularly have a sense of training in qualities and ethics, learning to improve professional qualifications and capacities to ensure the completion of assigned tasks.
