The National Assembly voted to approve the Resolution on the state budget estimate for 2024 on the morning of November 10th.

The resolution stipulates that starting from July 1st, 2024, comprehensive salary reform will be implemented in accordance with Resolution 27-NQ/TW in 2018.

According to information from the Government's official portal, Minister of Home Affairs Pham Thi Thanh Tra stated that an important point in implementing salary reform is that the salaries of public employees, especially those in the education and healthcare sectors, will be higher than the general level of officials and other public employees. This is because we are implementing salary policy reforms linked to the comprehensive development of education, training, and healthcare. Especially after the recent COVID-19 pandemic, it is evident that we need to pay more attention to improving the livelihoods of teachers and doctors.

Therefore, during salary reform, the Ministry of Home Affairs will coordinate with the Ministry of Education and Training and the Ministry of Health to propose adjustments and support to ensure that the salaries (including allowances) of teachers and doctors are increased in accordance with their job requirements and positions, while maintaining the overall salary level for officials and public employees and providing incentives for these two professions.

Thus, when implementing the salary reform policy in 2024, the salary for teachers (including allowances) as public employees, or in other words, teachers in the public sector, will be higher than the general level of officials and other public employees.

How to formulate the a new payroll for teacher teachers working in public educational institutions after salary reform in Vietnam in 2024?

Pursuant to Resolution 27-NQ/TW in 2018, a unified payroll for teachers will be established based on the officials' grade and the public employees' professional titles, which will be applied to officials and public employees who do not hold leadership positions. Each officials' grade and public employees' professional title will have multiple salary levels based on the following principles:

+ For the same level of job complexity, the salary will be the same.

+ For higher than normal labor conditions and occupational advantages, additional allowances will be provided.

+ The officials' grades and public employees' professional titles will be reorganized, encouraging officials and public employees to improve their professional qualifications.

+ Appointments to officials' grades or public employees' professional titles must be linked to job positions and the officials' grade and public employees' professional title structure implemented by the managing agencies.

Furthermore, the salary reform for teachers in 2024 is designed based on the following factors:

- Annulling the current statutory pay rate and coefficient, and establishing a base pay amount in the new payrolls.

- Determining the minimum salary level for officials and public employees in the public sector as the salary of someone with intermediate-level training qualifications (grade 1), which should not be lower than the minimum salary of trained workers in the business sector.

- Expanding the salary relationship as a basis for determining specific salary amounts in the payroll system, gradually approaching the salary relationship in the business sector that is suitable for the state's resources.

- Improving the regular salary increment and the early promotion mechanism for officials, public employees, and armed forces in accordance with the provisions of the new payrolls.

Thus, the new salary for teachers is designed based on the new salary structure, with the following provisional calculation formula:

Salary = Base pay + Allowances (if any) + Bonuses (if any)

Where:

Base pay accounts for about 70% of the total salary fund.

Allowances account for about 30% of the total salary fund.

Bonuses: The bonus fund is about 10% of the total salary fund for the year, excluding allowances.

What is the allowance regime after salary reform in Vietnam in 2024?

Based on the guidance in Resolution 27-NQ/TW in 2018, the current allowance system will be reorganized, ensuring that the total allowance fund accounts for a maximum of 30% of the total salary fund, specifically:

- Continuing to apply allowances for multiple positions, extra-seniority allowances, regional allowances, responsibility allowances, mobile allowances, security and defense service allowances, and special allowances for armed forces (military, police, and border guard forces).

- Consolidating profession-based allowances, profession-based responsibility allowances, and hazardous and dangerous allowances (referred to as profession-based allowances) for officials and public employees in professions and occupations with higher than normal labor conditions and appropriate state incentives (such as education and training, healthcare, judiciary, prosecution, civil enforcement, inspection, auditing, customs, forestry management, market management, etc.). Consolidating special allowances, attraction allowances, and long-term service allowances in economically and socially challenging areas into work allowances in specially difficult areas.

- Annulled profession-based seniority allowances (except for the military, police, and border guard forces to ensure salary proportionality with officials), leadership position allowances (as salary grades for leadership positions are determined by the political system), political and social organization service allowances, and public service allowances (as they have been included in the base pay). Removing hazardous and dangerous allowances (as work conditions with hazardous and dangerous factors have been included in profession-based allowances).

- Introducing new regulations on allowance systems based on administrative unit classifications for commune, district, and provincial levels.

- Consistently implementing monthly allowance allocations for non-professional activities at the commune, village, and neighborhood levels based on the regular expenditure ratio of the commune People's Committee. At the same time, determining the maximum number of non-professional workers for each type of commune, village, and neighborhood. Based on these criteria, the commune People's Committee will propose specific regulations on positions eligible for allowances, with one position being able to perform multiple tasks while ensuring the quality and effectiveness of the assigned work.
