Who are Class A Defense Workers?

Based on Clause 2, Article 2 and Clause 2, Article 3 of the 2015 Law on Professional Soldiers, Defense Workers and Public Employees, it can be seen that:

- Defense workers are Vietnamese citizens with technical and professional expertise who are recruited and employed in the People's Army according to job positions or professional titles that are not subject to being awarded military ranks, professional soldiers, or non-commissioned officers and soldiers.

- Defense workers are the main labor force within the People's Army's organizational structure, arranged according to job positions; performing tasks at production, repair, improvement, preservation facilities for weapons, military technical equipment; ensuring, serving combat readiness, fighting, and other tasks of the military.

Moreover, according to the regulations in the Appendix issued with Decree 19/2017/ND-CP, Class A Defense Workers are divided into 2 groups as follows:

- Group 1: Arranged according to job positions requiring a university degree to conduct production, repair, preservation of weapons, military technical equipment; researchers in various fields and specialties.

- Group 2: Arranged according to job positions requiring a college degree to conduct practical production, repair, preservation of weapons, military equipment; practical college graduates in various fields, specialties.

What is the current salary for Class A Defense Workers (until before July 1, 2024)?

According to the Appendix issued with Decree 19/2017/ND-CP, the current salary chart for defense workers is specified as follows:

To calculate the salary of defense workers, the following formula can be used:

Salary of defense workers = Salary coefficient x Statutory pay rate

Based on the provisions of Clause 2, Article 3 Decree 24/2023/ND-CP, the statutory pay rate is stipulated to be 1,800,000 VND/month.

Hence, the current salary chart for Class A defense workers is calculated as follows:

From July 1, 2024, how will the salary for Class A Defense Workers change?

According to Resolution 104/2023/QH15, a comprehensive reform of the salary policy will be implemented following Resolution 27-NQ/TW in 2018 starting from July 1, 2024.

According to item b, subitem 3.1, Section 3, Chapter II of Resolution 27-NQ/TW 2018, the reform content is as follows:

3. Reform Content

3.1. For officials and public employees and armed forces (public sector)

b) Create and issue a new salary table system based on job positions, titles, and leadership positions to replace the current salary table system; transfer from old salary to new salary, ensuring it is not lower than the current salary, including:

...

- Create three salary tables for the armed forces, including: one for army officers, public security officers, and non-commissioned officers (based on position, title, and military rank or grade); one for professional soldiers, technical and specialized public security officers, and one for defense workers, public security workers (while maintaining the salary ratio of armed forces to administrative officials as it is currently).

From July 1, 2024, when the salary reform is implemented, three salary tables for the armed forces will be established, including:

- One salary table for army officers, public security officers, and non-commissioned officers (based on position, title, and military rank or grade);

- One salary table for professional soldiers, technical and specialized public security officers;

- One salary table for defense workers, public security workers (maintaining the salary ratio of armed forces to administrative officials as it is currently).

The new salary table system, based on job positions, titles, and leadership positions, will replace the current salary table system; transferring the old salary to the new salary, ensuring it is not lower than the current salary.

It can be seen that from July 1, 2024, the salary for Class A Defense Workers will no longer apply the statutory pay rate but will be calculated according to the new salary table, which is the salary table for defense workers and public security workers.

The new salary for defense workers will not be lower than the current salary.

What is the structure of the salary for defense workers after the salary reform?

Based on the provisions of Resolution 27-NQ/TW in 2018, the structure of the salary for defense workers can be determined as follows:

- Basic salary: accounts for about 70% of the total salary fund

- Allowances: account for about 30% of the total salary fund

- Bonus: the bonus fund is about 10% of the total annual salary fund, excluding allowances.

After the salary reform is implemented from July 1, 2024, the salary for defense workers may be structured according to the following formula:

Salary of defense workers = Basic salary + allowances (if any) + bonus (if any).
