According to Subsection 2, Section II of Resolution 27-NQ/TW 2018 on the objectives of wage policy reform, the roadmap for increasing basic salary up to 2025 for officials and public employees, armed forces, and workers in enterprises from 2021-2025 is as follows:
Roadmap for increasing basic salary up to 2025 for the public sector:
(1) From 2018 to 2020:
- For the public sector:
+ Continue to adjust the statutory pay rate according to the Resolution of the National Assembly, ensuring it is not lower than the Consumer Price Index and consistent with the economic growth rate; do not add new occupational allowances.
+ Complete the construction and issuance of new wage policies in line with wage policy reform, linked to administrative reform, personnel streamlining; reorganize the organizational structure of the political system; reform public service providers according to Central Resolution.
- For the enterprise sector:
+ Adjust the regional minimum wage in line with economic-social development and enterprises' ability to pay so that by 2020, the minimum wage ensures the minimum living standard for workers and their families.
+ Pilot labor and wage management in state-owned enterprises according to the contents of the approved wage policy reform scheme.
(2) From 2021 to 2025:
- For the public sector:
+ From 2021, apply new unified wage policies for officials and public employees, the armed forces across the entire political system.
+ In 2021, the lowest salary for officials and public employees will equal the average minimum wage of the enterprise sector regions.
+ Periodically raise wage levels according to the Consumer Price Index, economic growth rate, and the state budget's capability.
+ By 2025, the lowest salary for officials and public employees will be higher than the average minimum wage of the enterprise sector regions.
- For the enterprise sector:
+ From 2021, the State will periodically adjust the regional minimum wage based on the recommendations of the National Wage Council. Enterprises will implement wage policies based on negotiations and agreements between employers and employees and their collective representatives; the State will not directly intervene in enterprise wage policies.
+ Manage labor and wages in state-owned enterprises through wage expense contracting linked to business production tasks until 2025.

Summary of salary tables by job position when reforming wages according to Resolution 27?
Based on Resolution 27/NQ-TW 2018, 5 salary tables by job position are constructed and applied to officials and public employees and armed forces as follows:
- 1 position-based salary table for officials and public employees holding leadership positions (elected and appointed) within the political system from the Central to the commune level, according to principles:
+ The position-based salary must reflect the hierarchy in the political system;
Holding any leadership position will be paid according to that position, if one holds multiple positions, the highest position salary will be applied;
Equivalent leadership positions will have the same position salary;
The salary of a superior leader must be higher than that of a subordinate leader.
+ Set a salary level for each type of equivalent position;
Do not classify ministries and central authorities, committees, and equivalents at the central level when constructing position-based salary tables at the central level;
Do not differentiate position salaries for the same leadership title according to administrative unit classification at the local level. Instead, apply a policy allowance.
The classification of equivalent leadership positions in the political system for designing the position-based salary table is decided by the Politburo after reporting to the Central Committee.
- 1 professional and vocational salary table according to official ranks and public employee career titles, commonly applied to officials and public employees not holding leadership titles;
Each official rank, public employee career title has many salary levels, based on principles:
Tasks of equal complexity receive equal salaries; higher than normal working conditions and career incentives are implemented by occupational allowance policies; reorganize official rank groups and the number of levels within the official ranks and public employee career titles, encouraging officials and public employees to enhance their professional and vocational skills.
Appointment to official ranks or public employee career titles must be linked to job positions and structure of official ranks, public employee career titles managed by agencies, organizations, units managing officials and public employees.
- 3 salary tables for the armed forces, including:
+ 1 salary table for military officers, professional non-commissioned police officers (according to position, title, and military rank or grade);
+ 1 salary table for non-commissioned professional soldiers, technical professionals in the police force;
+ 1 salary table for national defense workers and police workers.
(Maintain the salary relationship of the armed forces compared to administrative officials as currently).
Does wage reform ensure that the total allowance fund accounts for 30%?
According to Subsection 3, Section II of Resolution 27/NQ-TW 2018, wage reform ensures the total allowance fund accounts for a maximum of 30% of the total wage fund. In which:
- Continue to apply allowances for concurrent duties; seniority beyond the limit; regional allowances; job responsibility allowances; mobility allowances; allowances for serving security, national defense, and special allowances for armed forces (military, police, ciphers).
- Merge career incentive allowances, job responsibility allowances, and hazardous and dangerous allowances for officials and public employees in jobs with higher than normal working conditions and appropriate state preferential policies. Merge special allowances, attraction allowances, and long-term working allowances in areas with particularly difficult socio-economic conditions into allowances for working in particularly difficult areas.
- Abolish professional seniority allowances (except for the military, police, cipher staff to ensure salary relationships with officials); leadership position allowances; party, political-social mass organization work allowances; public service allowances; hazardous and dangerous allowances, etc.
