List of Fire Prevention and Fighting Equipment Subject to Inspection Applicable from May 15, 2024, according to Decree 50?
On May 10, 2024, the Government of Vietnam promulgated Decree 50/2024/ND-CP, which amends and supplements several articles of Decree 136/2020/ND-CP detailing certain articles and measures for implementing the Law on Fire Prevention and Fighting 2001 and the Law amending and supplementing several articles of the Law on Fire Prevention and Fighting and Decree 83/2017/ND-CP.
In Annex VII issued together with Decree 50/2024/ND-CP, the list of fire prevention and fighting equipment subject to inspection applicable from May 15, 2024 includes:
- Fire pumps.- Common fire fighting equipment: fire hoses, fire monitors, coupling adaptors, fire hydrants, and various types of fire extinguishers.- Water-based fire extinguishing agents, fire-fighting foam agents, fire-fighting powders.- Fire alarm equipment: central fire alarm units, different types of fire detectors, fire alarm bells, fire alarm lights, fire alarm buttons.- Equipment belonging to fire extinguishing systems (using gas, aerosol, water, water-based extinguishing agents, foam, powder): automatic gas fire extinguishing control cabinets, bells, sirens, fire extinguishing discharge warning lights, fire extinguishing release buttons, alarm valves, deluge valves; non-metallic pipes and fittings used in indoor fire water supply systems or automatic water fire extinguishing systems, flexible hoses for sprinkler heads, various types of fire extinguishing nozzles, gas containers.- Emergency exit lights, emergency lighting.

Authority for Fire Prevention and Fighting Design Approval According to Decree 50
According to the provisions of Clause 12, Article 13 of Decree 136/2020/ND-CP as amended by Point e, Clause 5, Article 1 of Decree 50/2024/ND-CP regarding the authority for fire prevention and fighting design approval, it is specified as follows:
- The Fire Prevention and Fighting Police Department: Approval of fire prevention and fighting design for projects and works listed in Annex Va issued together with Decree 50/2024/ND-CP.- The Fire Prevention and Fighting Police and Rescue Department: Approval of fire prevention and fighting design for projects, works, and motor vehicles as prescribed in Annex Vb issued together with Decree 50/2024/ND-CP within their management area and cases authorized by the Fire Prevention and Fighting Police Department.
Therefore, the authority for fire prevention and fighting design approval belongs to the Fire Prevention and Fighting Police Department and the Fire Prevention and Fighting Police and Rescue Department.
Outcome of Fire Prevention and Fighting Design Approval According to Decree 50?
Based on Clause 11, Article 13 of Decree 136/2020/ND-CP, as amended by Point d, Clause 5, Article 1 of Decree 50/2024/ND-CP, the outcome of fire prevention and fighting design approval according to Decree 50 is specified as follows:
- For technical design documents or construction drawing design documents, technical design documents of motor vehicles requiring special fire safety: The Police Department issues a Fire Prevention and Fighting Design Approval Certificate (Form PC07), stamps the approved fire prevention and fighting design (Form PC08) on the explanatory documents and drawings, and returns them to the investor or vehicle owner. The investor or vehicle owner is responsible for submitting a file (in electronic format or hard copy) of documents stamped as approved to the police department for archival before receiving the Fire Prevention and Fighting Design Approval Certificate, except for online submissions.- For technical design documents or construction drawing design documents for renovation, change of use, or adjustment design or conversion of motor vehicles requiring special fire safety: The Police Department issues a written response on the approved fire prevention and fighting design (Form PC09), stamps the approved fire prevention and fighting design (Form PC08) on the explanatory documents and drawings, and returns them to the investor or vehicle owner. The investor or vehicle owner is responsible for submitting a file (in electronic format or hard copy) of documents stamped as approved to the police department for archival before receiving the written approval on fire prevention and fighting design, except for online submissions as stipulated in Point b, Clause 6 of this Article.- In case the Police Department does not issue the specified outcome within the designated timeframe, a written response explaining the reasons and returning the documents to the investor or vehicle owner must be provided.
