List of Dermatological Diseases that Exempt from Military Service from January 01, 2024, According to Circular 105/2023/TT-BQP?

Pursuant to Subsection 12, Section II, Appendix I issued with Circular 105/2023/TT-BQP (effective from January 01, 2024), the list of dermatological diseases exempt from military service from January 01, 2024, is as follows:

Pursuant to the provisions in clause 1, Article 4, Circular 105/2023/TT-BQP, citizens with health levels 1, 2, 3 are selected for military service.

Simultaneously, health levels 1, 2, 3 are determined as follows:

Pursuant to Article 6, Circular 105/2023/TT-BQP, the method of health classification is specified as follows:

(1) Scoring Method:

Each criterion, after examination, is given a whole number score from 1 - 6 in the "Score" column, specifically:

- Score 1: Indicates very good health condition;

- Score 2: Indicates good health condition;

- Score 3: Indicates fairly good health condition;

- Score 4: Indicates average health condition;

- Score 5: Indicates poor health condition;

- Score 6: Indicates very poor health condition.

(2) Health Classification Method:

Based on the scores for the criteria during examination to classify health status. To be specific:

- Level 1: All criteria scored 1;

- Level 2: At least 1 criterion scored 2;

- Level 3: At least 1 criterion scored 3;

- Level 4: At least 1 criterion scored 4;

- Level 5: At least 1 criterion scored 5;

- Level 6: At least 1 criterion scored 6.

Health standards for levels 1, 2, 3 include:

- Health level 1 means all criteria scored 1;

- Health level 2 means at least 1 criterion scored 2;

- Health level 3 means at least 1 criterion scored 3.

Citizens with dermatological diseases of levels 4, 5, 6 mentioned above are not eligible for military service.

How is the military service examination process from January 01, 2024?

Pursuant to the provisions in clause 6, Article 8, Circular 105/2023/TT-BQP, the process of health examination for military service is carried out in the following steps:

Step 1: Make a list of citizens for military service examination;

Step 2: Announce the time and location of the health examination (Issue health examination summons);

Step 3: Conduct the health examination according to the contents stipulated in clause 5, Article 8, Circular 105/2023/TT-BQP and perform in 2 rounds:

- Physical examination; clinical examination according to specialist fields: Eyes, ENT, Dentistry, Internal Medicine, Neurology, Psychology, Surgery, Dermatology, Gynecology (for females);

- Paraclinical examination: Blood formula; blood group (ABO); liver function (AST, ALT); kidney function (Urea, Creatinine); blood sugar; Hepatitis B virus (HBsAg); Hepatitis C virus (Anti-HCV); HIV; complete urinalysis (10 parameters); general abdominal ultrasound; ECG; chest X-ray; urine test for drugs. The Chairman of the Council mandates additional tests according to professional requirements for accurate health conclusions.

If the physical and clinical examinations show that a citizen does not meet one of the health standards as specified in clause 1, Article 4, Circular 105/2023/TT-BQP, the council member directly examining will report to the Chairman of the Council to decide to stop the examination. Blood and urine tests, as well as HIV and drug tests, are performed for citizens who meet health standards after physical, clinical, ultrasound, ECG, and chest X-ray examinations.

Conduct HIV counseling and testing in accordance with the law on HIV/AIDS prevention and control for those who meet health standards.

Step 4: Complete the Military Service Health Form according to Form 3 in Appendix V issued with Circular 105/2023/TT-BQP;

Step 5: Summarize and report the results of the military service health examination according to Form 2b in Appendix VI issued with Circular 105/2023/TT-BQP.

When is the military service health examination conducted?

Pursuant to the provisions in clause 7, Article 8, Circular 105/2023/TT-BQP, the time for military service health examination is from November 01 to December 31 annually. The Ministry of Defense adjusts the time if necessary.
