According to the 2024 Admission Guidelines recently issued by the Ministry of Public Security of Vietnam, the competency assessment exam of the Ministry of Public Security of Vietnam in 2024 will take place on July 7, 2024.

Candidates can choose one of the two test codes to participate

The structure of the competency assessment exam of the Ministry of Public Security of Vietnam in 2024 consists of two parts: Multiple-choice section (in the fields of Natural Sciences, Social Sciences, and English Language) and Essay section (Mathematics or Literature).

Exam time: Total exam time 180 minutes.

Exam format: Written exam.

Exam code: Candidates choose 1 of 2 exam codes to take the exam, including:

+ CA1: Multiple-choice and Essay sections in Mathematics;

+ CA2: Multiple-choice and Essay sections in Literature.

- CCandidates register for one test code of the Ministry of Public Security (CA1 or CA2) and pay an examination fee of 180,000 VND. The police units or local authorities will collect the fee from the candidates during the pre-selection process and submit it to the People's Public Security Universities.

- For nationwide admissions, candidates in the southern region will take the exam at locations designated by the People's Security University and the People's Police University. The announcement of exam scores and re-evaluation results by the Ministry of Public Security must be completed to ensure that candidates can register for their official admission preferences according to the schedule of the Ministry of Education and Training.

The three admission methods for regular university admissions will continue to be maintained in 2024.

In 2024, the admissions process for the People's Public Security academies and universities will continue to align with the leadership directions of the Ministry of Public Security, covering all aspects related to admissions in the People's Public Security sector and complying with the current regulations of the Ministry of Education and Training regarding admissions.

Basically, the guidelines for the 2024 People's Public Security admissions will remain stable compared to 2023. The three admission methods for regular university admissions will continue to be maintained.

Method 1: Direct admission based on the current admission regulations of the Ministry of Education and Training and the regulations of the Ministry of Public Security.

Method 2: Direct admission combined with international language certification and high school academic achievements.

Method 3: Combination of high school graduation exam results in 2024 and the competency assessment exam of the Ministry of Public Security of Vietnam.

The admission score calculation formula will still apply, which includes the total score of the three subjects in the admission combination (accounting for 40%) and the score of the competency assessment exam of the Ministry of Public Security of Vietnam converted to a 30-point scale (accounting for 60%).

There are 2,150 new regular university training quotas.

Previously, the Minister of Public Security also signed Decision 872/QD-BCA allocating new admission quotas for 2024, with a total of 2,150 new regular university training quotas from high school graduates and conscripted soldiers, an increase of 150 quotas compared to 2023.

Specifically, the People's Security Academy: Admitting 510 quotas (290 quotas in the Security Profession group; 120 quotas in the Cybersecurity and High-Tech Crime Prevention field; and 50 quotas in the Medical field for training at the Military Medical Academy).

The People's Police Academy: Admitting 530 quotas in the Police Profession field.

The People's Public Security Political Academy: Admitting 100 quotas in the Party Construction and State Administration field.

The People's Security University: Admitting 260 quotas in the Security Profession group.

The People's Police University: Admitting 420 quotas in the Police Profession field.

The Fire Prevention and Fighting University: Admitting 140 quotas in the Fire Prevention, Fighting, and Rescue field.

The People's Public Security Technical and Logistics University: Admitting 140 quotas in the Technical and Logistics field.

The International Academy: Admitting 50 quotas in the English Language and Chinese Language fields.

What are the health requirements for new admissions to Vietnam People's Public Security universities?

Pursuant to Article 4 of Circular 62/2023/TT-BCA, the health requirements for new admissions to the Vietnam People's Public Security universities according to the latest regulations must meet the following 02 criteria:

General Criteria

Citizens participating in new admissions to the People's Public Security, conscripted non-commissioned officers who have completed their military service in the People's Public Security and are eligible for transfer to a recognized professional serving regime must meet the following health standards:

(1) Have health status of Type 1 (one) or Type 2 (two);

(2) Height: for males, between 1m64 and 1m95; for females, between 1m58 and 1m80, except for specific cases where height standards are reduced as specified in Clause 2 and Clause 3 of this Article;

(3) Visual acuity: without glasses, each eye must have a visual acuity of 09-10/10, and the total visual acuity of both eyes must be 18/10 or higher. If there are refractive disorders such as myopia or hyperopia, each eye should not exceed 03 (three) diopters; if there are astigmatism disorders, it should be physiological astigmatism or less than 01 (one) diopter in each eye; the visual acuity of one eye through minimal glasses should be at least 09/10, and the total visual acuity of both eyes through glasses should be 19/10 or higher (complying with visual acuity standards as prescribed when admitted for new admissions, selection of citizens into the People's Public Security and transfer to a professional serving regime in the People's Public Security), except for cases specified in point b, Clause 3, Article 4 of Circular 62/2023/TT-BCA;

(4) Meet the following specific requirements:

- Not addicted to narcotics and precursors as regulated in Decree 57/2022/ND-CP;

- Normal hair color and style (according to the regulations of the People's Public Security);

- No skin pigmentation disorder, except for darkening in the area of the cheeks;

- No piercings on the nose or other parts of the body for wearing jewelry. For males, no ear piercings or healed scars from ear piercings; for females, no more than 02 ear piercings on one ear or only one ear piercing, with other ear piercings already healed scars;

- No raised keloid scars on the head, face, neck, wrists, hands, or feet;

- No tattoos or markings on the skin, including tattooing, except for eyebrow or lip cosmetic tattoos for females.

Specific health criteria for new admissions to the People's Public Security:

Citizens participating in new admissions to the People's Public Security must meet the following specific health criteria:

(1) Citizens applying for admission to the People's Public Security universities as conscripted non-commissioned officers in the People's Public Security: The height requirement applies to the height at the time of performing the duty in the People's Public Security;

(2) Citizens applying for admission to the People's Public Security universities as ethnic minorities: For males, the height should be between 1m62 and 1m95, and for females, between 1m56 and 1m80. Citizens who fall under the priority policy group 01 UT1 in Appendix II of Circular 08/2022/TT-BGDDT dated June 6, 2022, issued by the Minister of Education and Training, which regulates the enrollment regulations for universities and colleges, and preschool education: For males, the height should be between 1m60 and 1m95, and for females, between 1m55 and 1m80;

- Citizens applying for admission to the People's Public Security universities who have completed a university degree at domestic and foreign universities: Graduates with natural science, engineering, computer science, and information technology majors should have a height between 1m62 and 1m95 for males, and between 1m56 and 1m80 for females;

- Citizens applying for admission to the People's Public Security universities with a high school diploma: For males, the height should be at least 1m55, and for females, at least 1m50;

- Citizens with multiple priority categories based on different criteria can only enjoy the highest priority category

What are the regulations on health examination for citizens participating in new admissions to the Vietnam People's Public Security?

Pursuant to Article 8 of Circular 62/2023/TT-BCA, the health examination for citizens participating in new admissions to the People's Public Security shall be carried out as follows:

Health examination content

- Physical and clinical examination according to the criteria specified in Appendix I issued with Circular 62/2023/TT-BCA;

- Supplementary clinical examination;

- Blood tests: Complete blood count, blood type, glucose, AST, ALT, urea, creatinine, HIV, HBsAg, anti-HCV; urine tests including complete urinalysis, drugs, and precursors; chest X-ray; abdominal ultrasound; electrocardiogram.

If necessary, other supplementary clinical examinations may be prescribed to serve the health assessment requirements of the Council or the Health Examination Board.

Health assessment conclusion

- The person conducting the clinical and supplementary clinical examinations for the subjects undergoing health examination must record the examination results, classify the health condition according to the specialties, sign and take legal responsibility for their own examination and examination results;

- According to the results of each specialty examination, the Council or the Health Examination Board shall determine the health classification as prescribed in Article 4 and Article 6 of Circular 62/2023/TT-BCA;

- After health classification, the Chairman of the Council or the Head of the Health Examination Board shall sign, clearly write their full name and stamp of the medical examination and treatment facility on the Health Examination Form. The conclusion of the Council or the Health Examination Board must clearly state whether the citizen meets the health standards for new admissions, selection into the People's Public Security, or transfer to a professional serving regime in the People's Public Security, or whether the conscripted non-commissioned officer has fulfilled the service period in the People's Public Security and is eligible for transfer to a professional serving regime

Points to note:

- In case of acute diseases or diseases that can fluctuate or worsen after a period of time or treatment, the point must be accompanied by the letter "T" (meaning "temporary"). The examiner must summarize the name of the disease in Vietnamese next to the letter (which can be written in international scientific names between parentheses). When concluding, if the "T" appears in the criterion with the highest point, the letter "T" must be written in the health classification section;

- In case of suspicion or uncertainty, the Council or the Health Examination Board shall refer the citizen to a specialized medical facility that meets the requirements for accurate conclusions. The maximum time for obtaining a conclusion is 10 days and it should only be done when necessary;

- For cases where the health form indicates the letter "T," the Council or the Health Examination Board is responsible for guiding the citizen to appropriate medical facilities for treatment;

- For cases where the citizen's medical condition has not been classified according to Table 2 in Appendix I issued with Circular 62/2023/TT-BCA, the Health Examination Council shall fully evaluate the comprehensive functions of the affected organs; the extent of impact on training, work, and daily activities; the prognosis of the disease progression in order to determine the health classification.
