In which cases are fees exempted for applying for Vietnamese citizenship?
Pursuant to Clause 1, Article 5 of Circular 281/2016/TT-BTC, the regulations are as follows:
Cases of fee exemption
1. The following cases are exempted from fees for applying for Vietnamese citizenship, or re-acquisition of Vietnamese citizenship:
a) Persons with special merit in contributing to the construction and defense of the Socialist Republic of Vietnam applying for Vietnamese citizenship, or re-acquisition of Vietnamese citizenship.
Persons with special merit contributing to the construction and defense of the Socialist Republic of Vietnam must be those awarded with medals, orders, or other honorable titles by the Democratic Republic of Vietnam, the Provisional Revolutionary Government of the Republic of South Vietnam, the Socialist Republic of Vietnam, or confirmed by a competent Vietnamese authority.
b) Stateless persons applying for Vietnamese citizenship, stateless persons re-applying for Vietnamese citizenship who are in difficult economic circumstances, confirmed by the commune-level People's Committee where they reside.
c) Persons migrating from Laos allowed to reside, applying for Vietnamese citizenship, confirming Vietnamese citizenship, or confirming Vietnamese origin according to the provisions of an international treaty to which the Socialist Republic of Vietnam is a party.
2. Overseas Vietnamese in neighboring countries with land borders with Vietnam, who are in difficult economic circumstances, confirmed by the commune-level People's Committee where they reside, are exempted from the fee for confirming Vietnamese citizenship or confirming Vietnamese origin.
Thus, fee exemption for applying for Vietnamese citizenship is applicable in the following cases:
- Firstly, persons with special merit in contributing to the construction and defense of the Socialist Republic of Vietnam applying for Vietnamese citizenship, or re-acquisition of Vietnamese citizenship.
Persons with special merit contributing to the construction and defense of the Socialist Republic of Vietnam must be those awarded with medals, orders, or other honorable titles by the Democratic Republic of Vietnam, the Provisional Revolutionary Government of the Republic of South Vietnam, the Socialist Republic of Vietnam, or confirmed by a competent Vietnamese authority.

- Thirdly, persons migrating from Laos allowed to reside, applying for Vietnamese citizenship, confirming Vietnamese citizenship, or confirming Vietnamese origin according to the provisions of an international treaty to which the Socialist Republic of Vietnam is a party.
What are the conditions for acquiring Vietnamese citizenship?
Pursuant to Article 19 of the Law on Vietnamese Nationality 2008, the conditions for acquiring Vietnamese nationality are stipulated as follows:
- Foreign nationals and stateless persons permanently residing in Vietnam who apply for Vietnamese nationality may be granted Vietnamese nationality if they meet the following conditions:
+ Have full civil act capacity as prescribed by Vietnamese law;
+ Comply with the Constitution and laws of Vietnam; respect the traditions, customs, and habits of the Vietnamese nation;
+ Have sufficient Vietnamese language proficiency to integrate into the Vietnamese community;
+ Have been permanently residing in Vietnam for 5 years or more up to the time of applying for Vietnamese nationality;
+ Have the ability to ensure their livelihood in Vietnam.
- Applicants for Vietnamese nationality may be granted Vietnamese nationality without meeting the conditions specified at Points c, d, and e of Clause 1, Article 19 of the Law on Vietnamese Nationality 2008 if they fall into one of the following cases:
+ Being the spouse, biological parent, or biological child of a Vietnamese citizen;
+ Having special merit in contributing to the cause of building and defending the Socialist Republic of Vietnam;
+ Having beneficial contributions to the State of the Socialist Republic of Vietnam.
- Persons acquiring Vietnamese nationality must renounce their foreign nationality, except for the cases specified in Clause 2, Article 19 of the Law on Vietnamese Nationality 2008, in exceptional cases approved by the President.
- Persons acquiring Vietnamese nationality must choose a Vietnamese name. This name chosen by the applicant for Vietnamese nationality will be clearly stated in the Decision to grant Vietnamese nationality.
- A person may not be granted Vietnamese nationality if such a grant is detrimental to the national interests of Vietnam.
