Is the fee for issuance of a citizen identity card reduced by 50% until the end of December 31, 2023?

According to the provisions in Article 4 of Circular No. 59/2019/TT-BTC on the fees for issuance of citizen identity cards as follows:

1. Citizens change from a 9-digit ID card, a 12-digit ID card to a citizen ID card: VND 30,000/citizen ID card.
2. Change the citizen ID card when it is damaged and cannot be used; change information about surname, middle name, first name; identity characteristics; re-determination of gender, hometown; there is an error in the information on the card; upon request: 50,000 VND/Citizen ID card.
3. Re-issuance of the citizen identity card when the citizen identity card is lost, the Vietnamese nationality shall be restored in accordance with the provisions of the law on Vietnamese nationality: VND 70,000/citizen identity card.

In addition, on June 29, 2023, the Ministry of Finance issued Circular 44/2023/TT-BTC stipulating the fees and charges to support people and enterprises. According to that, in Clause 1, Article 1 of Circular 44/2023/TT-BTC, there are regulations on the reduction of fees for issuance of citizen identity cards as follows:

The fee for issuance of citizen identity cards is equal to 50% of the fee specified in Article 4 of Circular No. 59/2019/TT-BTC.

Thus, according to the above regulations, the fee for issuance of citizen identity card is VND 15,000/card from July 1, 2023 to the end of December 31, 2023.

In which cases it is necessary to renew a citizen identity card in Vietnam?

Article 23 of the 2014 Law on Citizen Identification of Vietnam provides for the cases of renewal or re-grant of citizen identity cards:

Cases of renewal or re-grant of citizen identity cards
1. A citizen identity card shall be renewed in the following cases:
a/ The cases specified in Clause 1, Article 21 of this Law;
b/ The card is damaged and unusable;
c/ Change of family name, middle name, first name and characteristics for identification of the card holder;
d/ Gender re-assignment or native place re-determination;
dd/ There is incorrect information in the citizen identity card;
e/ Upon request of the card holder.
2. A citizen identity card shall be re-granted in the following cases:
a/ It is lost;
b/ The card holder has Vietnamese nationality restored under the Law on Vietnamese Nationality.

Thus, according to the above provisions, the citizen identity card will be re-granted in the following cases:

- It is lost;

- The card holder has Vietnamese nationality restored under the Law on Vietnamese Nationality.

What are the order and procedures for renewal or re-grant of citizen identity cards in Vietnam?

According to the provisions of Article 24 of the 2014 Law on Citizen Identification of Vietnam on the order and procedures for renewal or re-grant of citizen identity cards.

Order and procedures for renewal or re-grant of citizen identity cards
1. The procedures specified in Clause 1, Article 22 of this Law.
2. In case of renewal of a citizen identity card as a result of change of information specified at Point c, d or dd, Clause 1, Article 23 of this Law while such change has not yet been updated in the national population database, the citizen shall submit a copy of the competent agency’s document proving the change.
3. Used citizen identity cards shall be revoked for the cases specified in Clause 1, Article 23 of this Law.

Time limit for grant, renewal or re-grant of citizen identity cards is specified in Article 25 of the 2014 Law on Citizen Identification of Vietnam as follows:

From the date of receiving a complete dossier as prescribed in this Law, a citizen identification management agency shall grant, renew or re-grant a citizen identity card for a citizen within:

- Seven working days, in cities or towns, in case of grant and renewal; or 15 working days, in case of re-grant;

- Twenty working days, in highland mountainous, border and island districts for all cases;

- Fifteen working days, in remaining areas for all cases;

- Based on the roadmap for administrative reform, the Minister of Public Security shall stipulate the shortening of the time limit for grant, renewal and re-grant of citizen identity cards.

Thus, citizens who need to re-grant their citizen identity cards can go to the following agencies to apply for the re-issue of their citizen identity cards:

Citizens may choose any of the following places for carrying out procedures for grant, renewal or re-grant of citizen identity cards:

- The citizen identification management agency of the Ministry of Public Security;

- Citizen identification management agencies of Public Security Departments of provinces and centrally run cities;

- Citizen identification management agencies of Public Security Divisions of rural districts, urban districts, towns and provincial cities or equivalent administrative units;

- When necessary, competent citizen identification management agencies shall carry out procedures for the grant of citizen identity cards at communes, wards, townships, agencies, units or citizens’ places of residence.

What is the age eligible for renewal of citizen identity cards in Vietnam?

In Clause 1, Article 21 of the 2014 Law on Citizen Identification of Vietnam on the age eligible for renewal of citizen identity cards as follows:

1. A citizen identity card must be renewed when a citizen reaches full 25 years, full 40 years and full 60 years.
2. Citizen identity cards which are granted, renewed or re-granted within 2 years before a citizen reaches the age specified in Clause 1 of this Article remain to be valid until he/she reaches the subsequent age eligible for card renewal.

Thus, a citizen identity card must be renewed when a citizen reaches full 25 years, full 40 years and full 60 years.

However, citizen identity cards which are granted, renewed or re-granted within 2 years before a citizen reaches the above-mentioned remain to be valid until he/she reaches the subsequent age eligible for card renewal.
