The Standing Committee of Hai Phong Party Committee has just announced its approval to select the venue for the performance night themed "Hai Phong - Shining Heritage Region," the Red Flamboyant Festival - Hai Phong 2024, at the Square in front of the Political-Administrative Center in the new urban area of Bac Song Cam.
Currently, centralizing resources to develop the infrastructure in the new urban area of Bac Song Cam is one of the key tasks of the city in expanding the urban area. The square area in front of the Political-Administrative Center has a capacity of about 18,000 people. Additionally, the Do Muoi Road has been completed; the 55-meter road at the Political-Administrative Center is expected to be completed by April 2024. This area is considered a suitable space to host major political and cultural events of the city.
Organizing the performance night of the Red Flamboyant Festival at the new location is expected to reduce traffic congestion and attract a large number of residents and tourists to the significant event of the annual Red Flamboyant Festival, instead of the square in front of the City Theater and the flagpole area in the old downtown area.
Based on the favorable conditions in terms of location, space, and transportation, organizing the performance night of the Red Flamboyant Festival 2024 at the Political-Administrative Center in the new urban area of Bac Song Cam is deemed suitable, ensuring the effective promotion of the value, scale, and quality of the Red Flamboyant Festival, and meeting the participation and viewing demands of the city's residents and tourists.
Over the past 10 years (from 2012 to 2023), the performance night program at the Red Flamboyant Festival has been held at the square in front of the City Theater and the flagpole area in the city center. Due to spatial limitations, it has impacted the festival's scale and the demand for direct participation from residents and tourists.
It is estimated that the number of participants in the performance night averaged more than 10,000 people, however, the area for delegates and the general stands could only accommodate more than 4,000 seats. Furthermore, the performance location has a high traffic density, often leading to partial traffic congestion during the event; the press operation area and technical area are limited, affecting audience visibility and professional tasks.
According to the actual progress, by April 2024, the area planned for the performance night program "Hai Phong - Shining Heritage Region," the Red Flamboyant Festival 2024 at the Political-Administrative Center in the new urban area of Bac Song Cam will be fully equipped with necessary conditions for the selected unit to proceed with stage setup, with a capacity of approximately 18,000 people.
Instead of being held in the city center, Hai Phong will host the Red Flamboyant Festival 2024 at the new urban area of Bac Song Cam in Thuy Nguyen District.

What are the principles for organizing festivals?
Based on Article 5 of Decree 110/2018/ND-CP, the principles for organizing festivals are as follows:
- Organizing festivals aims to educate patriotism, national pride, the virtue of “Remembering the source of the water we drink,” honor the contributions of ancestors, historical figures, and those who have made significant contributions to the formation and development of the country; propagate the values of history, culture, architecture of the monument, and the good traditions of the festival.
- Festivals must be organized solemnly, practically, and efficiently; suitable to the scale and content of the festival; traditional festivals should be organized in accordance with their inherent nature and cultural significance; reduce the frequency and duration of cultural festivals.
- The ceremonies of the festival must be solemn, ensuring tradition; should not perform rituals that are violent, offensive, or contrary to the peaceful and humane traditions of the Vietnamese people.
- Educate and orient people to form high-minded behavior, attitudes, and awareness; eliminate the tendency of pursuing material interests, greed, and personal benefits.
- Measures must be taken to protect monuments and landscapes; ensure security, order, social safety, fire prevention, traffic safety, and environmental hygiene.
- Do not exploit festival organization for personal profit, serving group interests; do not coerce organizations or individuals to contribute funds for organizing the festival.
- Limit the use of state budgets, promote private investment in resources for organizing festivals; practice thrift and combat waste.
What are the rights and responsibilities of festival participants?
Based on Article 6 of Decree 110/2018/ND-CP, the rights and responsibilities of festival participants are stipulated as follows:
(1) Rights of festival participants:
- Express respect and gratitude towards ancestors, historical figures, and uphold ethical, cultural, spiritual, and religious values;
- Express good wishes and luck for themselves, their families, homeland, and country;
- Engage in cultural exchanges, activities, and enjoy spiritual cultural values.
(2) Responsibilities of festival participants:
- Strictly comply with legal regulations; adhere to the code of conduct for civilized behavior at the festival;
- Behave culturally during festival activities; wear respectful attire suitable to Vietnamese customs; abstain from vulgar language that disrespects spirituality and affects the solemn atmosphere of the festival;
- Burn incense, and votive paper in designated areas; avoid jostling and pushing that disrupts order and security; maintain environmental hygiene;
- Do not organize or participate in superstitions, gambling, and other illegal activities.
- Do not exchange money at varying prices within the monument and festival area;
- Officials and public employees, apart from adhering to the above regulations, must also comply with the following: do not attend festivals during business hours; do not use official vehicles and other public means (or rent vehicles) to participate in festivals (except if part of festival organizing or assigned duties).
