Immediately after, Chairman of the National Assembly Vuong Dinh Hue signed and promulgated Resolution 110/2023/QH15.
The Law on Forces Participating in Security and Order Protection at the Grass-Roots Level 2023 consists of 05 Chapters, 33 Articles, and will take effect from July 1, 2024.

Latest Tasks of the Forces Participating in Security and Order Protection at the Grass-Roots Level 2023?
In Chapter II, the Law on Forces Participating in Security and Order Protection at the Grass-Roots Level 2023 stipulates the tasks of the forces participating in security and order protection at the grass-roots level, including the following:
- Support in understanding the situation regarding security and order.
- Support in building a movement for the entire population to protect national security.
- Support in fire prevention, firefighting, rescue, and relief operations.
- Support in administrative management of social order.
- Support in mobilizing, educating individuals who have violated the law and are residing at the grass-roots level.
- Support in patrols to ensure security, order, and traffic safety; perform security and order protection tasks when mobilized.
5 Standards for Participating in Security and Order Protection at the Grass-Roots Level?
In Article 13, the Law on Forces Participating in Security and Order Protection at the Grass-Roots Level 2023 stipulates the standards for participating in security and order protection at the grass-roots level as follows:
- Vietnamese citizens aged 18 to 70. In cases over 70 years old, if they ensure good health, the Chairman of the commune-level People's Committee will consider and decide based on the proposal of the commune-level police.
- Having a clear background; good moral character; the individual and family must comply well with the policies of the Communist Party, the policies, and laws of the State; not being someone under criminal investigation, serving criminal sentences in the community, undergoing judicial measures, or undergoing administrative handling measures. If they have completed their sentences, court decisions must be expunged; if they have completed executing administrative handling measures, the period to be considered as not having been subject to administrative handling measures as prescribed by law must have passed.
- Having a diploma or certificate of completion of general education. In border areas, islands, mountainous regions, areas with particularly difficult socio-economic conditions, or ethnic minority areas, individuals who have completed lower secondary education can be selected; if there are not enough candidates, those who have completed primary education can be selected.
- Having been a permanent or temporary resident for one year or more and regularly living at the place where the citizen submits the application to participate in the security and order protection forces at the grass-roots level. In cases stipulated in Clause 3, Article 15 of the Law on Forces Participating in Security and Order Protection at the Grass-Roots Level 2023, the individual must be a permanent or temporary resident at the place where the application to participate in the security and order protection forces at the grass-roots level is submitted.
- Having sufficient health according to the certification of a healthcare establishment established and operating according to the provisions of law.
The Law on Forces Participating in Security and Order Protection at the Grass-Roots Level 2023 becomes effective from July 01, 2024.
