How to establish grassroots CP committees, internal CP committees and CP cells in hospitals, clinics, and treatment teams in Vietnam?
Based on Section 1 of Guideline 08-HD/BTCTW in 2017, regulations on setting up grassroots CP committees, internal CP committees and CP cells in hospitals, clinics, and treatment teams are currently as follows:
“1- Regarding the establishment of grassroots CP committees, internal CP committees and CP cells under grassroots CP Committees (Clause 4, 5, 6, Section I, Part A)

- At the hospital, infirmary, treatment team
+ Hospitals have departments and divisions; in a department or department with an affiliated unit or a working division, a CP Committee at the hospital's grassroots should be established; setting up internal CP committees in the department; setting up CP cells in affiliated units, working departments.
+ Infirmary or treatment team under divisional level and equivalent with 30 or more party members, set up internal CP committees in infirmary or treatment team (where there are less than 30 party members, CP cells shall be established under grassroots CP Committee). ); Set up CP cells in the department and subordinate units. Infirmaries at regimental, brigade and equivalent level, CP cells are set up under the grassroots CP Committee.
+ Hospitals where the party organization is a CP Committee under the Central Military Commission or is identified as a grassroots CP committees directly superior to grassroots CP committees, having departments, divisions, departments and equivalent units; in faculties, departments, divisions and equivalent units with affiliated units or working sections, with 30 or more Party members, grassroots CP Committees shall be established in faculties, departments, departments and equivalent units; setting up CP cells in affiliated units and working sections; Faculties, departments and divisions with less than 30 party members shall set up grassroots CP cells. How to set up grassroots CP committees, internal CP committees and CP cells at department (The General Staff) and equivalent in Vietnam?
Pursuant to Section 1 of Guideline 08-HD/BTCTW in 2017 stipulates the establishment of grassroots CP committees, internal CP committees and CP cells at the department (The General Staff) and equivalent units as follows:
“1- Regarding the establishment of grassroots CP committees, internal CP committees and CP cells under grassroots CP Committees, departmental CP Committees (Clause 4, 5, 6, Section I, Part A)

- Department (The General Staff) and equivalent units (hereinafter collectively referred to as department level), divisions and departments under The General Staff - the Ministry of National Defense, the General Political Department, the general departments, the army zone, military service, Border Guard, Vietnam Coast Guard, army corps, army service, army corps; divisions of divisions, naval regions, coast guard zones and the like
+ Department level where the party organization is directly superior to grassroots CP committees, then grassroots CP committees are set up in departments, divisions and affiliated units.
+ Departmental level with 30 or more party members but no affiliated units, the grassroots CP Committees shall be established at the bureaus or departments; set up CP cells in the department or department, working department.
+ Departments level with less than 30 party members shall set up grassroots CP cells.
+ Departments level belonging to divisions, naval regions, and marine police zones shall establish grassroots CP Committees in the chambers (where there are 30 or more party members); Set up CP cells in the department and subordinate units. Chambers with less than 30 party members set up grassroots CP cells.”
Accordingly, the establishment of grassroots CP committees, internal CP committees and CP cells at the department (The General Staff) and equivalent units will be done according to the above instructions.
How to set up internal CP committee in workshops of military enterprises in Vietnam?
Based on Section 1 of Guideline 08-HD/BTCTW in 2017, regulations on setting up grassroots CP committees, internal CP committees and CP cells in military enterprises are as follows:
“1- Regarding the establishment of grassroots CP committees, internal CP committees and CP cells under grassroots CP Committees, departmental CP Committees (Clause 4, 5, 6, Section I, Part A)

- At the military enterprise
+ Companies, factories, enterprises and equivalent units having workshops, production teams... establish grassroots CP Committees at the company, factory or enterprise; set up internal CP committees in the workshop, production team... (if in the workshop, the production team has 30 or more members); Set up CP cells in production teams, working sections, departments and departments in the agency.
+Enterprises with 30 or more party members establish grassroots CP Committees in enterprises; setting up CP cells in the workshop, production team (if the workshop or production team has less than 30 party members), departments and divisions in the agency. Enterprises with less than 30 party members shall set up base CP cells.
In special cases, in agencies and units, although there are not enough 30 party members, but due to the requirements of tasks and dispersion conditions, it is necessary to divide many CP cells, then establish a grassroots CP Committee; In agencies and units, although there are 30 or more party members, but considers that it is not necessary to set up grassroots CP Committees, they set up grassroots CP cells. The above cases shall be decided by the immediate superior committee after reporting and agreed by the superior CP Committee at one level (according to Clause 5, Article 21 of the Party Charter).”
Thus, companies, factories, enterprises with workshops and production teams will be set up a grassroots CP Committee. For workshops and production teams with 30 or more Party members, internal CP committees can be set up in workshops and production teams.
