"Article 6. Estimation
1. For the Ministry of Education and Training:
a) Every year, based on the objectives and tasks of the Scheme, the Ministry of Education and Training guides the management agency of higher education institutions to send lecturers to study (for public institutions) and other educational institutions. Non-public higher education institutions that send lecturers to study report on the implementation of the Scheme, develop a plan to implement the Scheme, detail the quantity, methods and qualifications of training, and time for making cost estimates for the implementation of the Scheme according to funding sources (for state budget support and other funding sources) according to the spending content and spending levels specified in this Circular;
b) Based on reports, plan and publish estimations of ministries, central agencies, localities and non-public higher education institutions; guild the formulation of annual budget estimates of the Ministry of Finance; The Ministry of Education and Training is responsible for reviewing and synthesizing the budget estimations for the Scheme and sending it to the Ministry of Finance for reporting to the competent authorities for approval according to regulations. In there:
- For full-time training abroad programs; abroad training of the joint training programs and non-public higher education institutions: The estimations for the Scheme are made and aggregated in the annual estimates of the Ministry of Education and Training to pay for higher education institutions abroad and learners according to regulations;
- For full-time concentrated training inside the country and associate training programs: The estimations are made and aggregated in the annual estimations of the organization. Ministries, central agencies and localities pay for higher education institutions in the country and learners according to regulations."

Pursuant to the project's objectives; guidance of the Ministry of Education and Training on making reports and estimates for the Scheme; the results of the assessment of the the Project's tasks and the plan of the Scheme; non-public higher education institutions shall prepare reports and estimates for sending lecturers to study according to the scheme, summarize and send them to the Ministry of Education and Training.
Thus, the non-public higher education institution prepares a report and a budget estimate for the implementation of the Scheme according to the guidance of the Ministry of Education and Training.
What are the allocations and assignments of support estimations in Vietnam?
Pursuant to Article 7 of Circular 30/2022/TT-BTC stipulating the allocation and assignments of estimated support budgets for the Vietnamese Project on Capacity Building of Lecturers and Managers of Higher Education Institutions in the period of 2019 - 2030 as follows:
"Article 7. Allocation and assignment of estimates
1. Based on the project estimates assigned by competent authorities; the project implementation plan, approved training targets and actual list of learners; Ministries, central and local agencies shall allocate and assign budget estimates to affiliated higher education institutions sending lecturers to study in order to pay for domestic training institutions and learners according to regulations for full-time concentrated training program inside country, the associate training programs, send it to the same level financial agency for inspection in accordance with the law on state budget; and send it to the Ministry of Education and Training for general monitoring.
2. Fund for full-time overseas training; overseas training period of the joint training program and the non-public higher education institutions training program of participants in the Scheme are allocated and assigned in the annual budget estimate of the Ministry Education and Training to pay for overseas training institutions to receive students under the Scheme and learners.
3. For the year 2022, the Ministry of Education and Training, ministries, central agencies and localities shall proactively allocate funds in the assigned estimates to perform the tasks of the Scheme according to the guidance in the Circular."
Circular 30/2022/TT-BTC takes effect from July 20, 2022.
