The order of issuance of Citizen ID cards is as follows:
Step 1: Citizens come to the place to carry out procedures for the issuance of Citizen ID cards.
Step 2: Citizenship information collectors search for information in the National Database on Population to compile a dossier for the issuance of a Citizen ID card (when citizen information is already in the National Database of Population)
To update the information in the citizen identification file, the receiving officer requests that the citizen present one of the legal documents proving the content of personal information (when citizen information is not available in the National Population Database)
Step 3: Proceed to collect fingerprints and take portraits of citizens.
+ Collect citizens' fingerprints using the following procedure:
++ Obtain flat fingerprints of the four right-hand fingers (index finger, middle finger, ring finger, and little finger);
++ Obtain flat fingerprints of the four left-hand fingers (index finger, middle finger, ring finger, and little finger);
++ Get two pinched thumbs' flat fingerprints;
Receive 10-finger fingerprints in the following order: right thumb, right index finger, right middle finger, right ring finger, right little finger; left thumb, left index finger, left middle finger, left ring finger, and left little finger.
If 10 fingerprints from a citizen cannot be collected, describe and enter information about the status of the uncollected fingerprints.
+ Photograph citizens' portraits: Color photos, white background, taken in front, bare head, clear face, clear binaural, no glasses; dress, serious and polite manners are required when carrying out procedures for the issuance, exchange, and re-issuance of citizen ID cards.In the case of citizens following a religion or ethnicity, they may wear that religious vestment or national costume. If they have a headscarf, they may keep it, but their faces and ears must be clearly visible.
Step 4: Print the receipt of citizen identification information and transfer it to the citizen to check and sign for certification; print the form to update and correct population information (if any) for citizens to check and sign for certification.
Step 5: Collect the old ID card (if any), collect the fee (if any), and issue an appointment to return the card.
Accordingly, making a Citizen ID card is quite simple and will not take too much time.

How long does it take to issue a citizen ID card in Vietnam?
Pursuant to Article 25 of the 2014 Law on Citizen Identification:
Time limit for grant, renewal or re-grant of citizen identity cards
From the date of receiving a complete dossier as prescribed in this Law, a citizen identification management agency shall grant, renew or re-grant a citizen identity card for a citizen within:
1. Seven working days, in cities or towns, in case of grant and renewal; or 15 working days, in case of re-grant;
2. Twenty working days, in highland mountainous, border and island districts for all cases;
3. Fifteen working days, in remaining areas for all cases;
4. Based on the roadmap for administrative reform, the Minister of Public Security shall stipulate the shortening of the time limit for grant, renewal and re-grant of citizen identity cards.
Accordingly, as a rule, the time limit for processing a citizen id card is not more than seven working days in cities and towns, and in mountainous, border, and island districts, no more than 20 working days. In the remaining areas, no more than 15 working days.
However, currently, the time limit for issuing for the citizen ID card may be longer depending on the local situation.
Vietnam: Is it possible to schedule an appointment for issuance of citizen ID card in advance?
Pursuant to Article 4 of Circular 60/2021/TT-BCA, with the following provisions:
Receipt of applications for issuance, renewal, and re-issuance of Citizen ID cards
1. Citizens go to the location where procedures for the issuance of Citizen ID cards are carried out or register through the National Public Service Portal, the Public Service Portal of the Ministry of Public Security, the time and location where procedures for applying for, changing, or issuing their Citizen ID card back are carried out.
2. If a citizen fully meets the conditions for granting, changing, or reissuing a Citizen ID card, the officer shall receive the request and comply with the provisions of Article 5 of this Circular.
3. If a citizen fails to meet the conditions for granting, changing, or reissuing a Citizen ID card, the implementing officer must refuse to accept the request for grant, change, or reissue of a Citizen ID card and explain why.
4. When violations of the law are discovered, they must be dealt with in accordance with the regulations.
Accordingly, if people need to make a citizen ID card and want to register the time and place of procedures, they can do so through the National Public Service Portal, the Public Service Portal of the Ministry of Public Security, or directly at the place of carrying out procedures for the issuance of a citizen ID card.
