On the morning of November 17, 2022, the Vietnam Ministry of Education and Training issued Decision 3730/QD-BGDDT of 2022, approving the joint organization of exams for issuing IELTS certificates between IDP Education Co., Ltd (Vietnam) and IELTS Australia Pty Ltd (Australia). IDP is one of the two entities owning the exams for issuing IELTS certificates in Vietnam and holding the exams for issuing IELTS certificates in Hanoi, Ho Chi Minh City, and Da Nang.
Under Article 3 of Decision 3730/QD-BGDDT of 2022, IDP Education Co., Ltd (Vietnam) is responsible for notifying in writing the exam schedules of the educational authority under the provincial people's committee, a city directly under the central government where the exam is holdd no later than 5 days before the exam date; submitting reports on activities related to the holding of exams for issuing IELTS certificates every six months (by June 25 and December 25 annually) and when there are other changes specified in Article 2 of this Decision to the Ministry of Education and Training (through the Department of Quality Management); being subject to inspection, examination, and supervision by the Ministry of Education and Training and the educational specialized agencies of the provincial people's committee, city directly under the central government where the exam site is located.
Simultaneously, the Department of Quality Management is responsible for inspecting and cooperating with relevant units to inspect the joint organization of exams for issuing IELTS certificates of the parties as per this Decision and the cooperation profiles of the parties. Decision 3730/QD-BGDDT of 2022 is effective immediately from November 17, 2022.
Under Article 5 of Decision 3730/QD-BGDDT of 2022, the collaboration period for the holding of exams for issuing IELTS certificates between IDP Education Co., Ltd (Vietnam) and IELTS Australia Pty Ltd is 5 years from the effective date of this Decision.
On the same day, the Ministry of Education and Training also issued Decision 3731/QD-BGDDT of 2022, approving the collaboration for holding the Linguaskill English proficiency examination between REAP Technology Application Experiment Joint Stock Company and the Chief Examiner, Master, and Scholars of the University of Cambridge operating through the affiliated organization of the Cambridge University Press and Examination Board.
Also in Decision 3731/QD-BGDDT of 2022, the exam venue for the Linguaskill certificate is approved: No. 187B Giang Vo, Cat Linh Ward, Dong Da District, Hanoi City. The collaboration period for this activity is 5 years from November 17, 2022.
Previously, on November 11, 2022, the Vietnam Ministry of Education and Training issued Decision 3646/QD-BGDDT of 2022, approving the collaboration for holding the Aptis English proficiency examination with the British Council for 5 companies for 5 years, starting from November 11, 2022.
This is the first certificate of the British Council that has been licensed to collaborate for holding exams for issuing foreign language certificates in Vietnam.

In Hanoi:

In Da Nang:
- No. 10 Ngo Gia Tu, Thach Thang Ward, Hai Chau District, Da Nang City.
In Ho Chi Minh City:
- No. 161-161A Hai Ba Trung, Vo Thi Sau Ward, District 3, Ho Chi Minh City.
What are the requirements for organizations to continue holding exams and issuing foreign language certificates in Vietnam?
To hold a collaborative exam for issuing foreign language certificates, the parties must prepare a proposal to seek approval from the Ministry of Education and Training as stipulated in Clause 2, Article 21 of Decree 86/2018/ND-CP, including:
- An application form for approval of the collaboration to hold the exam for issuing foreign language certificates according to Form No. 08 in the Appendix issued with this Decree;
- The agreement or contract between the exam-holding institution in Vietnam and the foreign language proficiency assessment institution of a foreign country;
- Documents confirming the legal status of the collaborating parties;
- A scheme for holding the exam for issuing foreign language certificates according to Form No. 09 in the Appendix issued with this Decree, which includes information on the validity and scope of use of the foreign language certificates, evidence ensuring the quality of the exam organization, exam venues, method of organization, responsibilities of the parties, exam fees and other types of fees, financial management mechanisms, rights, and responsibilities of the exam participants, and other related content.
